越南图书馆藏《策学提纲》考论

祝尧是元代江西籍著名的文论家,曾编纂有《古赋辨体》、《策学提纲》等4部有关科举考试的著作,《策学提纲》是元代试策的一部重要文献,国内图书馆无存,今据越南图书馆所藏阮俦注释本略作考释,并就其流传与越南的科举试策制度略作说明。     

Crises of confidence: Rhetorical constraints for incumbent party successors

Crises of confidence have plagued the American presidency since the introduction of television into the political sphere. Recognizing from previous research that unpopular incumbents use rhetoric in an effort to regain their credibility, this study looks at these rhetorical choices to see how they constrain or provide opportunities for the incumbent party's successors. Specifically, the study looks at the rhetoric surrounding instances where presidents have dropped 20 points in Gallup approval ratings within the last two years of their terms.

The study reveals that an unpopular incumbent's interest in regaining the public's faith is frequently at odds with his successor's interests. Incumbents need to remove themselves as the cause of the crisis, convince the public that they have the solution to the problem, and bide enough time to affect the situation. These choices tend to constrain the simplicity, flexibility, and timeliness of the successor's choices for rhetorically resolving the crises.     

Some alternative scenarios for the role of the state in Vietnam

The Vietnamese economy has by most standards performed very well over the last decade. For instance, economic growth has averaged around 8 per cent per year during the 1990s. The high growth rate has mainly been achieved through large increases in investment, and a large share of the investment has come from foreign sources. However, it is likely that the Asian crisis will lead to a significant reduction in the inflows of foreign capital, which will make it difficult to maintain a growth strategy based on increased capital formation. Continued high growth requires improved economic efficiency. Such efficiency gains have to focus on the state-owned enterprises that account for a large share of the Vietnamese economy, but are known to face serious efficiency and profitability problems. This paper discusses economic consequences of some different choices regarding the role of the state-owned sector. We discuss two scenarios where the state will continue to play a dominant role – centralized or localized state-owned enterprises – and two scenarios with a stronger private sector – supporting the establishment of new private firms and privatizing existing state-owned enterprises.

近期南海情势发展之观察与分析

近期南海情势持续过去三四年来总体保持稳定的发展趋势.尽管南海岛屿声索方仍然各自不断采取种种宣示、强化岛屿主权的措施,包括计划在有争议水域与西方石油公司合作勘探开采油气资源,或修建机场跑道,或举办选举等,这些虽造成声索方之间的摩擦,但未来南海区域内发生严重武装冲突的可能性相当低.本文主要目的在于讨论近一两年来南海情势之发展.继前言后,文章第二节首先摘要介绍南海岛屿声索方在南海所采取宣示主权、强化管辖权的动作.第三节说明最近中国与东盟所提出有关处理南海问题的政治声明.第四节讨论中国在南海几个重要议题上所进行的活动现状.第五节特别针对越南在南海的经营提出观察.文章最后评估南海现状与未来走向.     

论中亚华裔东干文学与中国俄裔侨民文学

中亚华裔东干文学和中国俄裔侨民文学是20世纪中、俄文学交流中两种特殊的文学样态。两种文学在形成的历史时段、发展的空间分布和文学的生存环境等方面都存在可比性。两种文学都受中国文化和俄罗斯文化影响,反映了中俄文化的碰撞与交融对文学作品的影响。历史文化语境和作家写作姿态两方面的原因,导致了两种文学存在差异。比较这两种文学能发现20世纪的中、俄文学交流存在多种艺术形式。     

二战后越南华人政策演变探析

本文在系统梳理二战后越南华人政策演变脉络的基础上,试图从宏观上厘清越南华人政策与中越关系、越南民族主义以及越南华人本地化之间的内在联系。笔者通过分析认为:中越关系、越南民族主义等因素始终支配或影响着不同时期越南华人政策的制定,但随着中越关系的正常化和越南华人本地化进程的完成,其影响在逐渐淡化;越南华人政策与华人本地化之间具有互动性。

中国文艺与中华民族精神相互作用。中华民族精神不断催生出本民族的优秀文艺,并使本民族文艺在外来文化的挑战中表现出高度的自觉性。优秀的文艺作品会提高和净化人的精神境界,庸俗的文艺作品则可能对人的精神素质产生负面的影响。繁荣当代中国文艺会对中华民族时代精神产生深远的影响。     

参考与借鉴：国外华侨华人研究现状述评

近年来，国外华侨华人研究亮点纷呈，今后，对弱势群体给予持续关注、“学科”痕迹淡化等将成为该研究领域主要发展方向。国内学界可从秉承人文精神、重视微观发掘、容纳多元路径等方面参考借鉴之。     

越南农业农村发展银行之边贸结算业务发展研究

中越边贸经济交流历史悠久，两国边境居民服务与商品交流频繁，为了满足边境货品买卖及交易活动的结算需求，“货币市场”也随之自发形成。本文分析了越南农业农村发展银行之发展现状、中越边贸发展与结算业务状况，对越南农业农村发展银行边贸结算服务进行了综合评价，并提出了完善发展其边贸结算服务的措施。
