国际规范是国际社会中具有约束力的规则集合体。具有较高权威性的国际规范形成了规范团体。规范团体直接影响着国家的行动空间和行动效力。为了加入规范团体、获得成员资格,国家需要进行国内制度改革以达到规范团体的准入标准。面对国内利益集团等社会力量的各种利益诉求,政府需要为引入新的规范和理念、开展制度改革而进行国内动员,通过媒体的作用引导社会舆论,达成支持改革的共识。为了加入FATF,中国通过学习《40+9项建议》的规则,进行了全面的国内反洗钱制度改革。     

The emergence of antisemitic conspiracy theories in Yugoslavia during the war with NATO

Byford and Billig examine the emergence of antisemitic conspiracy theories in the Yugoslav media during the war with NATO. The analysis focuses mainly on Politika, a mainstream daily newspaper without a history of antisemitism. During the war, there was a proliferation of conspiratorial explanations of western policies both in the mainstream Serbian media and in statements by the Yugoslav political establishment. For the most part such conspiracy theories were not overtly antisemitic, but rather focused on the alleged aims of organizations such as the Bilderberg Group, the Council on Foreign Relations and the Trilateral Commission. However, these conspiracy theories were not created de novo; writers in the Yugoslav media were drawing on an established tradition of conspiratorial explanations. The tradition has a strong antisemitic component that seems to have affected some of the Yugoslav writings. Byford and Billig analyse antisemitic themes in the book The Trilateral by Smilja Avramov and in a series of articles published in Politika. They suggest that the proliferation of conspiracy theories during the war led to a shifting of the boundary between acceptable and non-acceptable political explanations, with the result that formerly unacceptable antisemitic themes became respectable. This can be seen in the writings of Nikolaj Velimirovic, the Serbian bishop whose mystical antisemitic ideas had previously been beyond the bounds of political respectability. During the war, his ideas found a wider audience, indicating a weakening of political constraints against such notions.

我国环境公益诉讼原告资格的研究和设定应当走出"美国中心主义"的窠臼,在一个更为宽广的视野中进行比较分析.作为环境公益诉讼制度发源地的美国,其原告资格采用"事实上的损害"标准,印度则采用"充分利益"标准,欧盟的环境公益诉讼制度建立虽晚,但其发展迅速,建立了纯粹的公益诉讼制度,即将原告资格赋予与案件没有利害关系的符合一定标准的环境保护团体.我国立法应当以环境行政公益诉讼为核心,将原告资格范围局限于环境非政府组织为宜.

Short Term Change in Attitude and Motivating Factors to Change Abusive Behavior of Male Batterers after Participating in a Group Intervention Program Based on the Pro-Feminist and Cognitive-Behavioral Approach

The Domestic Abuse Education Project (DAEP), in Burlington, Middlebury, and St. Albans, Vermont, is a group based domestic abuse intervention program, based in a pro-feminist and cognitive-behavioral approach for domestic violence intervention and prevention. A pre and post-test instrument was developed and implemented to determine short-term change in attitude of participants and motivating factors to change behavior, after completing the twenty-seven session program. After the program, participants reported a positive change in attitudes regarding their abusive behavior and stereotypical beliefs about women. Participants were also more motivated to change their behavior by the effect abuse has on their family relationships. However, many participants continued to agree that insecurity, jealousy, and alcohol and drug use can cause violence. The positive changes in attitude and motivational factors show that this is an effective model in changing underlying batterer attitudes that provide rationale for abusive behavior.

The High Court has recently delivered judgment on the judicial review of the Digital Economy Act 2010 (DEA) and the draft Costs Order¹ on application by BT and Talktalk.² Mr Justice Kenneth Parker rejected the application on all but one ground (one aspect of the cost sharing arrangement).
