西方马克思主义政治文化理论探析

从历时态上看,西方马克思主义政治文化理论分为早期、中生代、后现代三个发展阶段,每个阶段都表现出了鲜明的理论特征,并且各个阶段之间又呈现出了逻辑上的“贯通”与“断裂”。从共时态上看,西方马克思主义政治文化理论主要包括哲学、政治学、社会学、文化学四种学理向度,深入研究该理论对构建中国化马克思主义政治文化理论具有重要启发意义。     

Russia’s energy relations in Southeastern Europe: an analysis of motives in Bulgaria and Greece

Although officially Russian state-owned energy companies operate as independent entities, their actions often lead to suspicion that they are acting as a tool of Russian state foreign policy. Countries on the southeastern borders of Europe – Bulgaria and Greece – are prime examples of where this might be the case, since they not only have a central position in Russia’s plans to penetrate European markets through new transport infrastructure but are also part of competing plans for routing non-Russian gas to Western markets. The main focus of the present research is on the natural gas and oil sectors, as these are the traditional foundation of Russian energy exports to Europe. The aim of this paper is thus to provide an objective, evidence-based analysis of Russian activities in the natural gas and oil sectors of Greece and Bulgaria in order to establish whether its actions have been implicitly or explicitly politicized and have served to strengthen Russian influence in the region.     

略论西方民主政治的理论基础

根据西方的民主理论,民主政治应当体现为多数人的统治。但是,如果多数的权力不受制约,多数人进行统治并不一定带来真正的民主政治,因为集体的智慧是有限的,多数的无限权威容易导致权力的滥用,多数的交易规则对少数人具有强制作用,这样常常会产生多数人忽视少数人权益的现象。因此,要使多数人的民主成为多数善政,要使民主政治具有适当的制度基础,就要对多数投票决定问题的范围加以限定,少教人应当被给予更大程度的自治,司法体系和社会力量要充分利用起来对多数的权力加以制衡。     

Where is public affairs going?

This paper suggests the future direction in which public affairs practice is developing and advances a number of propositions about public affairs and political systems which provide the context in which public affairs practitioners operate. The paper examines the changing nature of the political systems in which public affairs functions and argues that, by inference, public affairs practice is culturally specific. The paper explores these contextual issues from both a European and a global perspective. The paper argues that an understanding of public affairs should be recognised as an essential element on management teaching syllabi and laments the fact that this is far from the case. “9·11”事件以来,反恐战争背景下的美国及其西方盟友对于巴基斯坦伊斯兰宗教学校的指责声日益上升：宗教学校沦为恐怖组织、培养恐怖分子、资助恐怖组织以及传播极端主义思想。本文分析西方国家对巴基斯坦伊斯兰宗教学校的歪曲与污蔑,探讨其原因和动机并展望巴基斯坦伊斯兰宗教学校的前景。     

论欧洲理事会的人权保护制度对建立和完善国际人权保护制度的影响

欧洲理事会采取集体办法促进和保护人权的理论和实践对建立和完善国际人权保护制度产生了深远的影响 :区域性人权保护办法是在区域层面上施行《世界人权宣言》的有效途径 ;国际人权机构应通过改革不断提高人权的可司法性 ;主权国家应在采取集体办法保护区域人权方面积极行使主权权利 ;人权国际保护内在地要求增强个人的权利主体意识 ;国际人权保护机构应不断提高其工作效率。随着欧洲理事会的人权保护制度的不断完善 ,它在人权国际保护中的“领跑者”的形象和影响将得以继续显现。     

Who would vote NOTA? Explaining a ‘none of the above’ choice in eight countries

In this study, we investigate who would vote ‘none of the above’ (NOTA) if this were available on the ballot paper using original data from eight European countries. In particular, we examine whether NOTA would be used by abstainers and voters to protest within the electoral process. We also test whether socioeconomic factors and specific and diffuse support for democracy and its institutions correlate with a NOTA vote. We find that having NOTA on the ballot would reduce invalid balloting more than abstention and much more than protest party voting. Our results also suggest that NOTA is related to socioeconomic status, political interest, political knowledge and distrust in political institutions and authorities, but not to broadly undemocratic attitudes. These findings have important implications for our understanding of the increasingly large amounts of abstention and invalid voting, as well as the growing distrust of political institutions, in democratic countries. They also hold lessons for electoral reformers.     

冲突与融合：中西文化交流的历史回顾

中国文化是中国各民族在长期共同生活中创造的,对世界产生过重大影响,中国文化与西方文化一同为人类文明进步作出了突出贡献。中西文化交流的历史十分悠久,无论是从明代“东学西渐”到“西学东渐”与“中学西传”的并行,还是到近代中西文化的交流,中西文化交流的历史始终是中西文化冲突与融合、输入与输出相随相伴的历史。因此,正确认识当代中西文化交流,对推进中国文化建设有重大的借鉴意义。     

Twenty years after 1989: moving on from transitology

This article sets within a qualitative framework part of the social sciences research that has been carried out on Central and Eastern Europe since 1989. This qualitative study relies upon quantitative data from journal monitoring carried out on a number of thematic journals on post-Communist Europe. What the article demonstrates is that political science research on post-Communist Europe has advanced from the stage of transitology to methodological approaches more deeply entrenched within the European whole. Sociological research, on the other hand, has recently started to position the East European regional inside the European or global more emphatically.     

历史与逻辑统一的法理叙事——评《西方法理思想的逻辑演变》

万斌和陈柳裕的著作《西方法理思想的逻辑演变》采用了历史与逻辑相统一的方法研究西方法理学。在该著作中,作者提出从主观主义和客观主义的视角理解西方法理学的历史发展,回答了西方法理学中法律的"规律"、"意志"和"功能"等问题,并且对20世纪西方法理学的多元化发展趋势进行评述。总之,该著作将西方法理思想在一个全新的理论框架下予以整合,为读者提供了一幅西方法理思想演进的历史图景。
