In the past women have been excluded from peace initiatives. However, with the advent of UNSCR 1325 (2000) women's agency in the process has been heightened through a new framework for involvement. UNSCR 1325 is a policy document that acknowledges the link between women, peace, and security and uses gender mainstreaming as a mechanism to implement its objectives. Yet in spite of its policy advancements, over a decade later women still do not participate equally in peace and security initiatives that impact on the sustainability of peace. This article aims to explore the context of this framework through considerations of the gender mainstreaming provision in the disarmament, demobilization, rehabilitation, and reintegration (DDRR) process in Liberia. Using interviews with women associated with fighting forces (WAFFs)/ex-combatants the article argues that although there was a specific targeted focus showing some gender responsive design and coordination, WAFFs’/ex-combatants’ unique needs, especially those of a social and psychological nature, were poorly addressed. In addition, the commentary shows that the focus did not attend to structural inequality issues such as sexual and gender based violence (SGBV).  相似文献

This research note evaluates one of the commonly used measurements for political gender equality: representation of women in parliaments. It demonstrates that caution is called for when interpreting results where this variable is used, because parliamentary representation implies different things in different settings. Societies with more women in parliament tend to have fewer intrastate armed conflicts. We investigate this statistical association with a particular focus on East Asia. This region has seen a shift from extremely intense warfare to low levels of battle deaths at roughly the same time as great strides have been made in the representation of women in parliaments. This research note shows, however, that this statistical association is driven by authoritarian communist regimes promoting gender equality as a part of communist ideology, and these countries’ representative chambers have little influence over politics. Using statistical tests and empirical illustrations from East Asia, the note concludes that the political representation of women is an invalid indicator of political gender equality in East Asia. There is thus a need for nuance in assessing the picture painted in earlier research. In addition, the suggestion that more women in parliament will lead to fewer armed conflicts runs the risk of being forwarded as an oversimplified solution to a complex problem, and we briefly discuss the instrumentalization of gender equality in peace and security studies.  相似文献

While the Russian authorities may seek to talk up the role their security apparatus plays in combating organised crime, in fact, they are to a large extent falling prey to criminalisation. A culture of corruption and a decade of neglect have combined to create a situation in which not only do police, army, and security officers provide services to ‘civilian’ criminals but organised crime groupings have actually formed within them. These gangs tend to be defined by their location and legal powers, both of which can be abused for criminal ends, and they include police and military officers at the very apex of their respective command structures. There are grounds for hope now that President Putin is beginning to become aware of the practical dangers this poses for Russian national security, not least given the haemorrhage of weapons to criminal and insurgent hands, but, for the immediate future, the security apparatus will remain corrupted and criminalised.  相似文献

This paper asks fundamental questions about the legality of remote killings by drones outside combat zones. Despite the difficulty of obtaining accurate statistics from the Obama Administration, it argues that clear legal standards are being avoided and dangerous precedents are being established, including vaguely-defined licences to kill. It also criticises the US Administration's position justifying the use of such force, as identified by Harold Koh, the Legal Adviser to the State Department. Antony Beevor's Berlin: The Downfall 1945 has been an international best-selling history of the fall of Berlin to Soviet troops in 1945. Now published in paperback, Beevor's magisterial narrative of Berlin's downfall has become a leading work of contemporary popular history. The public discussion of this book has been dominated by two themes: first, the ‘normalization’ of the suffering of German civilians and, second, the ‘disclosure’ of mass rapes by the liberating Soviet army in Germany. This review traces how key debates concerning the remembrance of the Second World War form these dominant readings of Berlin. In particular, it examines the formation of the re-remembering of the wartime rapes of Berlin women, and considers the implications of Beevor's account of the downfall of Berlin for how we understand sexual violence in armed conflict.  相似文献

Brazil is considered one of the more successful examples of democratic transition and consolidation in the developing world; and one of the fastest developing and emerging countries. This article contends that Brazil is not yet a fully established democracy, because it lacks the proper civilian checks and balances ensuring full authority over the armed forces, police and secret services. There are five main reasons for this: first, the Constitution does not provide a generalised guide for the institution of civilian oversight. Second, a change of cultural perceptions vis-à-vis the security sector entities is needed. Third, piecemeal rather than holistic or comprehensive legal and institutional transformation has occurred, with little civilian oversight of the armed forces. Fourth, the large structures still held by each of the armed forces require re-articulation and fundamental transformation. Finally, there is no fully fledged civil society participation in security sector life through the media and academia. These problems weaken democracy in Brazil. The course of democratisation in Brazil and the role the security sector played in the transition are examined before discussion of some of the more recent legal and political developments in the security sector, as part of the democratic consolidation. The conclusion presents insights from Brazil’s experience and lessons for states facing similar transition challenges.  相似文献

The exposure of alleged coup plots in 2007 has shaken the guardian role of the Turkish military in politics. What were the conditions that led to the exposure of the coups and what is their significance for the future of Turkish democracy? Drawing on insights from southern Europe, the article argues that failed coup plots can lead to democratic civil–military relations especially if they work simultaneously with other facilitating conditions, such as increasing acceptance of democratic attitudes among officers, consensus among civilians over the role of the military, and the influence of external actors, such as the European Union. The article focuses on such domestic and international factors to analyse the transformation of the Turkish military, the splits within the armed forces and the resulting plots. It argues that one positive outcome of the exposed conspiracies in Turkey has been the enactment of new institutional amendments that would eradicate the remaining powers of the military. Yet, a negative outcome of the coup investigations has been an increase in polarization and hostility. Turkish democracy still lacks mutual trust among significant political groups, which creates unfavourable conditions for democratic consolidation.  相似文献

This article presents the Event Data on Conflict and Security (EDACS) dataset, discusses the inherent problems of georeferenced conflict data, and shows how these challenges are met within EDACS. Based on an event data approach, EDACS contributes to the growing number of novel georeferenced datasets that allow researchers to identify causal pathways of violence and the dynamics of (transboundary) violence through spatiotemporal disaggregation. However, the unreflected use of any of these datasets will give researchers unjustified confidence in their findings, as the pitfalls are many and propagating errors can result in misleading conclusions. To identify and handle the different challenges to overall event data quality, we argue in favor of transparency in the data collection and coding process, to empower analysts to challenge the data and avoid cascading errors. In particular, we investigate how the choice of news sources, the handling of geographic precision, and the use of auxiliary data can bias event data. We demonstrate how the EDACS dataset design enables the analyst to deal with these issues by providing a set of variables indicating the news sources, possible sources of bias, and detailed information on geographic precision. This allows for a flexible use of the data based on individual analytical requirements.  相似文献

Abstract

Since emerging in the USA during the 1990s, the multi-agency task force has become the preferred organizational structure for enforcing human trafficking laws and providing assistance to victims. These task forces often work across county lines and typically include law enforcement agencies, as well as social service and non-governmental organizations. The effect of collaborations with other types of agencies on law enforcement’s human trafficking arrests is unknown. County-level arrest data for human trafficking first became available through the Federal Bureau of Investigation in 2014. In this paper, we present findings from county-level analyses with human trafficking arrests in the State of Florida as the dependent variable. Independent variables include the presence of a task force, sociodemographic characteristics, tourism measures, and police officers per capita. The strongest predictor of human trafficking arrests is the presence of a task force.  相似文献
