The Role,Scope and Scale of Local Government in New Zealand: Its Prospective Future

This article contributes to the current debate as to the role, scope and scale of local government in New Zealand. In 2008, the Nationals Local Government Minister announced his intention to undertake a fundamental review of local government in NZ. This review finally took shape in mid 2011 with the publication of the consultation document ‘Smarter Government, Stronger Communities: towards better local governance and public services’ ( Hide 2011 ). This article adds to the debate by identifying four key themes within the NZ local government system, namely: the legislative framework; managerial capabilities; calibre of elected members and finally democratic deficit and community disengagement. Whilst the first two themes are undoubted strengths, the latter two are equally weaknesses in the local governance system of NZ. Hence the article makes a number of recommendations, seeking to exploit the strengths and to correct the weaknesses in order to create a robust and credible local governance system for NZ.

新中国成立以来,党的纪律检查机关建设经历了初步探索（1949—1978）和恢复发展（1978至今）两个阶段,组织机构、干部队伍和体制机制建设的科学化水平逐步提高。前后两个时期党的纪律检查机关建设历程有很多不同,也有共同的规律,那就是党的建设是前提、改革发展是动力、干部队伍建设是重点。今后党的纪律检查机关建设仍应坚持党的领导,自觉融入党的建设总体布局;要不断改革完善现有的领导体制,增强独立性;通过强化队伍建设,保障干部的先进性、纯洁性。     

Fear of Crime among Gang and Non-Gang Offenders: Comparing the Effects of Perpetration,Victimization, and Neighborhood Factors

This is the first study to examine adult offenders’ fear of property, personal, and gang crime. We examine five research questions among 2,414 jail inmates, focusing on how afraid offenders are of crime. We compare current, ex-gang, and non-gang members. We ask if more experience with crime perpetration and victimization and more perceptions of social disorganization increase offenders’ fear of crime. Finally, we ask if the importance of these factors in predicting fear varies by gang status. Results show that offenders, generally, were not very afraid of crime. Although ex-gang and current gang members believed they were more likely to experience property, personal, and gang crime, they reported less fear than non-gang members. Crime perpetration did not influence offenders’ fear, but less experience with personal crime victimization predicted fear of personal and gang crime among non-gang members. The results also indicate that perceptions of social disorganization better explain fear among non-gang members than ex-gang and current gang members.
