完善首都巡逻防控网络建设的几点思考

经过几年的努力,首都巡逻防控网络建设已经收到了明显成效,也取得了一些经验.今后,尚需加强指挥中心、巡警总队等部门的工作机制和各种虚拟管理手段建设,建立精确指导的等级化巡逻方案,实现接警、调警和处警的快速反应,全面提高打击现行和处突防暴的能力.     

发行可转换公司债券障碍之分析

可转换公司债对于公司低成本筹集资金、获取高股票溢价、改善公司的财务结构等方面有着积极的作用。我国于 90 年代初开始试行发行可转换公司债,但因缺乏相应的法律规范而失败。直至国家出台了一系列相关法律法规,这一制度才又开始发展起来,并日益显现出其积极效益。相对于其他国家和地区,我国的可转换公司债券法律制度仍欠缺完备,倘有很多细节有待进一步完善。本文拟从公司资本金制度、发行主体制度、监管体制三个方面进行阐述,指出我国现行制度的不足,并提出相关的建议。     

公司治理结构的完善必须体现人力资本产权的特征

人力资本所有权天然属于其本人,但它对其自身的人力资本并不具有不可分离的所有权和控制权;由于人力资本天然属于其个人的特性使之可在其产权残缺时以迥然于物质资本的方式回应,通过关闭人力资本达到效用享用的均衡。企业人力资本的使用和投资过程是同步合一的。我国公司治理结构完善的方向和途径应该是:建立和健全人力资本所有者与非人力资本所有者共同分享企业剩余的分配机制;建立与健全确保人力资本所有者拥有企业剩余控制权的人事管理制度创新;实现我国公司治理结构完善和创新。     

The Zuma moment: between tender-based capitalists and radical economic transformation

ABSTRACT

The Jacob Zuma Presidency (2009–2017) was dogged by persistent allegations of corruption and the looting of State Owned Enterprises (SOE’s) by those allied to him. It led to allegations of state capture that placed the Gupta family at the centre of this project. These allegations have been highly contested, with Zuma supporters arguing that he has come under attack because of his support for the BRICS alliance (Brazil, Russia, India, China, South Africa), which they hold challenges Western imperial interests. Alongside this are those aligned to the Gupta family, arguing that the real culprits of state capture, both historically and in contemporary South Africa, is White Monopoly Capital (WMC), through its ability to determine macro-economic policy. At the heart of this contest is what has come to be known as tender-based capitalists who sought to use access to SOE’s for the accumulation of capital. This process has been defended on the basis that it has the potential to lead a radical economic transformation (RET) that that can challenge the power of WMC. Others have held that this argument is a mere fig leaf for the looting of state coffers, eroding its capacity for deeper developmental initiatives and fostering a parasitic class. This article that focusses on this debate that entered the heart of the African National Congress (ANC) and threatened to tear it apart takes the form of a conjunctural analysis; conjuncture defined as an amalgam ‘of circumstances, a convergence of events, an intersection of contingencies and necessities, a complex, overdetermined state of affairs-usually producing a crisis, leading to breaking point, driving to historic crossroads’ (Mowitt 2015 Mowitt, John. 2015. “In The Conjuncture.” In Cultural Critique. Explaining community mobilization in the city of Vilnius: a search for social capital

The article explores community mobilization in the urban environment. Specifically, it examines community organizations in Lithuania’s capital city of Vilnius. Engaging with social capital theory, the article illustrates the actual community mobilizations, their stories, collective action strategies, and reasons for mobilizing. It challenges the assumption that mobilizations rarely take place in the urban environment of Lithuania due to low civil society and a nonparticipatory culture. This article shows that when mobilizations do take place, they can be short lived but still achieve significant results.     

Opting for Openness: Capital Mobility and Monetary Sterilisation in Malaysia

Malaysia gained attention for its use of capital controls in 1998, but since the early 2000s it has emphasised its commitment to an open capital account, despite experiencing volatile capital flows. As well as opting for financial openness, Malaysia chose to manage the value of its exchange rate after de-pegging from the US dollar in 2005. In a bid to escape the macroeconomic constraints that arise from capital mobility, Malaysia also chose to sterilise a large portion of capital inflows. It then made a further choice to use market-based sterilisation instruments more than regulatory sterilisation measures. These choices have carried costs and led to a build-up of economic risk. Three interrelated factors explain these choices: Malaysia’s strategy to manage the stigma arising from its imposition of controls in 1998, the increased level of financial integration that followed from this strategy, and the politically privileged position of groups that have benefitted from Malaysia’s commitment to capital openness.     

Subnational Regionalisation in Argentina: The Effects of Subjective Interdependence and the Relationships between Actors on Intermunicipal Cooperation

This article studies the networks of intermunicipal cooperation that occur through a process of subnational regionalization. It analyses data from two Regional Communities in the Province of Córdoba, Argentina. The results show that interlocal subjective interdependence and strong relationships between actors, results in greater inter‐municipal cooperation Furthermore, the results of the analysis suggest that interpersonal trust does not necessarily result in institutional coordination. While the local political parties are not a significant variable in this study, geographic distance does seem to play a role in the larger process of intergovernmental coordination.

论外商直接投资对我国经济发展的影响

章首先根据计量经济学原理,建立了二元线性计量经济模型,利用1983年－1998年的国内生产总值和外商直接投资数据,对外商直接投资对中国经济增长的积极影响进行了计量分析。然后,章较为详细的分析了这种积极影响的产生机制,并在此基础上提出了有关的建议。
