毒品犯罪的特点决定了各国必须进行广泛的禁毒合作。就我国毒品犯罪的严峻形势而言 ,加强西部地区与周边国家的禁毒合作已迫在眉睫。只有加强西部地区与周边国家在情报交流、替代种植、区域警务、技术交流和人员培训等方面的禁毒合作 ,才有可能从根本上解决西部地区的毒品犯罪问题 ;只有先解决西部地区的毒品犯罪问题 ,才有可能完成全国禁毒工作的任务。  相似文献

The relationship between Thailand and China has been both long and complicated, with periods of conflict associated with, for example, the cold war. In recent years, and especially following the Asian Economic Crisis, there has been a blossoming of the relationship, built on careful diplomacy, a renewal of interest in ethnicity and expanding business dealings and rising bilateral investment. In the contemporary period, the relationship has reached a new high. Since Thailand's military junta came to power in 2014, China has been a significant diplomatic, economic and strategic partner. Part of the explanation for this has to do with the junta's inability to deal with the USA following the coup. This article suggests that the turn to China has much to do with Thailand's turbulent domestic politics. In examining this bilateral relationship, this article addresses issues related to infrastructure, business and trade, military co-operation and cultural relations.  相似文献

The editors of the European Journal on Criminal Policy and Research wanted to include an article with an overview of European criminology in this special issue on European criminology. But in order to discover whether there is such a thing as European criminology, one should first look at the state of affairs of criminology in the individual countries of Europe. This article is an attempt to do so. It is based on a short questionnaire posted to individuals in 34 European countries, a report by Walgrave and Goris, entitled An Overview of University Institutions of Criminology (1996), an Internet search on selected keywords, and some background material available in the WODC library. It gives an overview of criminological research and research institutes; European co-operation, comparative research and European networks; criminological training; national societies of criminology and criminological periodicals.  相似文献

The European Forum for Victim–Offender Mediation and Restorative Justice is a non-governmental organisation set up because European victim–offender mediation projects had seldom established contacts beyond national borders. Informal contacts revealed that practitioners, academics and policy makers were looking for a more regular exchange and mutual support in developing victim–offender mediation and other restorative justice practices. This article gives an overview of the background to restorative justice and victim–offender mediation, and pays attention to the development of the Forum, its current aims, objectives and activities, and other (policy) developments at a supranational level.  相似文献

国际民商事司法与行政合作众多方法中,最为重要的要数中央机关合作机制的建立。中央机关在发展中表现出模式的双边化和功能的多元化等趋势。中央机关合作机制在实践中发挥了重要作用,特别是在域外文书送达、域外调查取证、司法救助申请、返还诱拐儿童和国际扶养请求等领域。当然,该合作机制在实践中也暴露出一些应当予以改进的问题,特别是应当改善并逐步扩大中央机关机制的作用。  相似文献

Over the last couple of years, ‘African ownership’ has become a buzzword in many fields. Economic development initiatives like the New Partnership for African Development (NEPAD) are based on it, partnership agreements like the Joint AU–EU Africa Strategy are built around it and its central concept of Africanisation guides virtually all external relations of the continent. African leaders (rightly) insist on it, international organisations (rightly) preach it and many non-African actors are (unsurprisingly) hiding behind it. The concept of African ownership is so omnipresent today that it is more than surprising that the simple question of who actually owns it has not yet been asked. It is the declared purpose of this paper to disentangle rhetoric from reality and identify the owner as well as the limits of African ownership in the sphere of peace and security.  相似文献

作为基层公安局的重要组成部分——各个专业警队,其间的协作互助无疑有利于公安局功能的放大和绩效的提升。其间的信息共享就是如此。将理性的民警和警队视为理性人或组织,设计其博弈模型并分析其利益损益的各种情形,通过推导出的结果可知,基层公安局警队之间是否能够信息共享,关键要看是否存在能够产生协作的理性条件(如科学的绩效评估制度等)。换言之,如果能够建立信息共享对双方或多方均为有利的制度安排,则警队之间的协作条件便会理性地生成并产生作用。  相似文献

The article looks first into the nature of the relations between Germany and the CEE countries a decade since the accession of the CEE countries to the EU. The relations are characterized as normalised and intensive with diverse levels of closeness and co-operation reflecting of the conceptual and ideological compatibility/differences.Next, the article focuses on the German attitude to the euro zone crisis. Germany has become a hegemon in the rescue effort aimed at stabilisation and economic invigoration of the euro zone. However, German hegemony has developed by default, not by design: her leading position is linked with considerable political and financial costs. Germany moved central stage and took the position of a reluctant hegemon. However, German role is contested internationally (it has not the support of the French government in key areas) as well as internally (particularly by the Federal Constitutional Court and the Bundesbank).The article argues that the new situation makes the German–CEE relations increasingly relevant for both sides. The German leadership of the EU increasing split along the north–south divide requires backing by the Northern group countries to which the CEE in general belongs. Given a number of reasons the CEE countries implement three distinctive strategies of co-operation with Germany in European politics. Also military co-operation, which remained rather limited so far, may receive new impulses, given the financial austerity.  相似文献
