农村基层治理机制的创新实践与启示——基于浙江仙居横溪镇村干部"创业积分制"的调研

农村基层组织是党的工作和战斗力的基础。在新形势下,如何在总结各地实践经验的基础上,进一步完善符合中国国情的农村基层治理机制显得尤为迫切。而浙江仙居横溪镇的村干部创业积分制,就是在乡镇党委政府主导下,充分发挥农民主体参与动力以实现村两委(干部)主动创业的互动参与式乡村治理运行机制的构建。在多年的实践中,实现了乡镇党委政府赢信任、村两委(干部)创业绩、村民得实惠的多赢格局,发展了农村经济,维护了农村社会稳定。因此,这种植根于乡土社会的实践探索,无疑可以为中国乡村善治之路的理论资源和政治智慧的积累提供经验借鉴和实践样本。     

中国警务社会化的理论与实践

警务社会化是警务发展的过程,而非历史的倒退。我国很早就提出了实行警务社会化,提出此理念有其现实的必要性。现阶段我国的警务改革面临警力不足、无法满足公众安全需求等困难和问题,一个一元化的警务体系不再能够满足正变得日益多样化和多元化的社会体系的需求,而警务社会化的发展以及新警务方式的出现则是解决现存问题的主要途径。将社会治安力量整合起来,充分利用所有的不同形式的警务力量和警务资源,可以构建和谐的社会治安防控体系。     

社区矫正法律监督与社会管理创新

刑法修正案（八）中规定,对判处管制、缓刑以及假释的罪犯依法施行社区矫正,这是社区矫正首次写入我国刑事基本法律之中,是我国刑罚执行制度发展改革和社会管理创新的一件大事,标志着社区矫正法律制度的确立,这将推动我国社区矫正工作依法规范发展,也将为社区矫正法律监督与社会管理创新工作提供广阔的空间。面对新形势,社区矫正法律监督工作存在良好的发展机遇,同时也有很多问题值得我们深入研究和探讨。     

United We Stand? Governance Challenges for the United Kingdom Coalition

Coalition government is an unfamiliar experience for Whitehall and Westminster. All actors are still adapting to the rules of this new political game. A number of governance challenges confront the United Kingdom's Conservative‐Liberal Democrat coalition. It must strike a balance between the visions of two distinct parties and blend these into a coherent strategy for government. Like any government, it will expect to resolve most differences internally and then to show a united face to the world. Effective consultation and dispute‐resolution processes within the executive will therefore be at a premium. But the separate political identities of the two parties also need to be preserved, and sufficient resources must be provided to each side within the government to enable this to happen. This article assesses the response of the coalition to these challenges in its first six months and draws lessons from relevant international experience.     

群体性事件的原因与防范:协商民主的分析视角

社会转型时期以利益矛盾为主的群体性事件呈现上升趋势。群体性事件频发暴露出公民利益表达渠道的不畅通和公共政策的局部失衡,也反映出政府在利益协调、协商治理方面能力的不足。产生群体性事件的深层次原因是公民权利保障机制不完善,公共参与缺失造成的制度供给不足、应得权利失衡和权力缺少有效监督。从协商民主的视角看,扩大公共参与和实现协商治理是解决社会冲突的适宜选择。     

富人治村与乡镇的治理逻辑

当前普通农业型村庄的富人治村状况和乡镇治理能力表明,当前的富人治村与传统社会的乡绅治村截然不同,前者更多的是一种行政逻辑,很少积极主动地回应村庄内部的治理需求;后者则是一种自治逻辑,是基于乡村社会内生秩序与治理需求的考虑。相应地,依赖富人治村的乡镇治理逻辑已不再是与传统乡绅治村相适应的简约治理逻辑,而是一种治理逻辑,即依赖富人治村只是乡镇应对其治理能力衰弱,以实现各类行政和治理目标的策略。     

Public Managers as the Missing Variable in Policy Studies: An Empirical Investigation Using Canadian Data

The article draws on survey data from a 2007–09 study of Canadian policy analysts to assess several propositions concerning the role of public managers in policy‐making. It is argued that little is known and much taken for granted concerning the role public managers play in policy making. The discussion begins with a conceptual discussion of the nature of policy advice systems in modern governments and situates public managers among the range of actors who affect different stages of policy making activity. Propositions derived from this conceptual discussion are then subject to empirical analysis using a large‐n 2007–09 Canadian federal, provincial, and territorial dataset.
