Abstract

In this paper I address what Arendt called the “problem of the new”, or, as Castoriadis put it, the problem of how to make the new “the object of our praxis”. I argue that the problem of the new requires thinking about receptivity in a new way, making it normatively and epistemically prior to creativity. This paper reports on a multistakeholder engagement process conducted in an Australian policy setting that led to a new community engagement framework: Science and Technology Engagement Pathways (STEP). I describe the process in the context of a lack of awareness, experience, and culture of deliberative public engagement in Australia, particularly in relation to decision making concerning science, technology, and innovation. Increasing cautiousness in government and industry approaches to nanotechnology development, in Australia and elsewhere, creates an imperative and an opening for improved stakeholder and community engagement to improve the legitimacy and sustainability of decisions. In this context, STEP may stimulate movement toward deliberative engagement by raising awareness and commitment from diverse stakeholders and providing a structure for developments in engagement and public dialog. STEP potentially provides “rules of engagement” and “intervention pathways” for ongoing public engagement with science and technology developments and for critical “science in society” perspectives to inform policy.  相似文献

人们对于与大数据、数据挖掘相关的政治问题的关注不应仅停留在隐私权的保护、商业规范的制订等方面。通过比较福柯所论述的规训时代与大数据时代的异同,可以发现大数据创造了以抽象的深层次身心机制为特征的新权力客体。统治者能够借助非系统化的海量信息对社会各个职能领域进行细节化的监控和管理。这种统治模式虽然可能造成民主危机和责任危机,却也蕴含着向有利方向变革的可能。  相似文献

Indonesia has been haunted by the “spectre of communism” since the putsch by military officers on 1 October 1965. That event saw the country's top brass murdered and the military attributing this putsch to the Communist Party. The genocide that followed was triggered by a campaign of sexual slander. This led to the real coup and the replacement of President Sukarno by General Suharto. Today, accusations about communism continue to play a major role in public life and state control remains shored up by control over women's bodies. This article introduces the putsch and the socialist women's organisation Gerwani, members of which were, at the time, accused of sexual debauchery. The focus is on the question of how Gerwani was portrayed in the aftermath of the putsch and how this affects the contemporary women's movement. It is found that women's political agency has been restricted, being associated with sexual debauchery and social turmoil. State women's organisations were set up and women's organisations forced to help build a “stable” society, based on women's subordination. The more independent women's groups were afraid to be labelled “new Gerwani ” as that would unleash strong state repression. This article assesses the implications of these events for the post-1998 period of Reformasi and reviews some recent analyses of 1965, state terrorism and violence and reveals blind spots in dealing with gender and sexual politics. It is argued that the slander against Gerwani is downplayed in these analyses. In fact, this slander was the spark without which the bloodbath would not have happened and would not have acquired its gruesome significance.  相似文献

Using examples of American Latvians, Estonians and Ukrainians in the states of Minnesota, New Jersey and New York this article explores the ambiguous nature of integration of nationalities groups inside the Republican Party during the 1960s–1980s. Based on the analysis of available archival information, it is shown that the Republican Party intentionally brought in the ethnics during the discussed period and created the Nationalities Sections within specific electoral campaigns, Nationalities Divisions inside the state party organizations and the National Republican Heritage Groups (Nationalities) Council within the Republican National Committee in order to recruit the ethnics and engage in the partisan struggle with the Democrats. Consequently, the nationalities were given a sense of importance, but little real power to actually influence the internal processes inside the party. At the same time, the nationalities eagerly responded to the invitation to join the Republican national and state-level organizations specifically designed for the ethnics. Yet in doing this they perceived themselves primarily as ethnics with a distinct, mainly anti-communist, agenda and only secondarily thought of themselves as Americans dedicated to Republican politics. Consequently, the Republican political strategy of creating Nationalities Sections and Divisions seemed to integrate the ethnics on the surface, while in reality intensifying political separation and even ghettoization of the ethnics in American politics. This research initiates a larger project, which will compare the Republican and Democratic strategies of directly involving ethnic groups and minorities inside the party organizations in the second part of the twentieth century.  相似文献

This paper examines two contrasting cases of ethnic-group political activism in China – the Uighurs in Xinjiang and the Mongols in Inner Mongolia – to explain the former's political activism and the latter's lack thereof. Given similar challenges and pressures, how can we explain the divergent patterns in these two groups' political behavior? This paper forwards the argument that domestic factors alone are not sufficient to account for differences in the groups' political behavior. Instead, international factors have to be included to offer a fuller and satisfactory explanation. The paper illustrates how three types of international factors – big power support, external cultural ties, and Uighur diaspora community activism – have provided opportunities and resources to make the Uighur political activism sustainable. In Inner Mongolia, its quest for self-determination reached the highest fervor in the early half of the twentieth century, particularly with the support of imperial Japan. However, since the end of WWII, Inner Mongolia has not received any consistent international support and, as a result, has been more substantially incorporated into China's geopolitical body.  相似文献

By analysing two commemorative events organized shortly before and after the 2010 parliamentary elections in Slovakia, this article demonstrates how the Prime Minister Robert Fico and his collaborators exploited these ceremonies to promote a more inclusive definition of political community than their right-wing counterparts. Although commentators have interpreted the continuous political success of the political party Smer-SD in terms of negatively connotated nationalism and national populism, Fico's discursive framework allows him to address those who have been stigmatized by post-1989 neoliberalism, especially former communists and people unable or unwilling to adapt to the rapid changes brought about by post-socialist social, economic, political as well as cultural transition(s). Instead of backwardness, Fico's anti-elitist and anti-capitalist rhetoric opened a new symbolic universe to these groups. The history narratives that formed an important part of this universe were not used to exclude the Other, but rather to create a meaningful future for those who have been ignored by (neo-)liberal ideals. This paper argues for an interpretation of post-socialist populist parties that would take into account culturally relevant symbolic structures advanced by these parties.  相似文献

Since 2005, NGO activism, calling for greater legal protection for contract migrant workers has been the most concerted challenge to Singapore’s migrant labour regime. Despite a severely restricted civil society space, migrant labour advocacy has delivered small but significant reforms to laws covering migrant labour. The existing literature on migrant labour advocacy focuses on the importance of civil society space in determining the outcomes of organised contention. In the Singapore context, the limitations of advocacy are emphasised and explained in terms of the illiberal nature of the People’s Action Party-state and the strategies deployed by non-governmental organisations. Such an approach is limited in its explanatory potential as it only states what political spaces are not available without examining how spaces for contention are created. In contrast, this article identifies the production politics between migrant workers and their employers as crucial in influencing the extent to which spaces for non-governmental organisation contention can be carved out. Accordingly, this article argues that forms of production politics leading to worker desertion from the workplace, rather than tactical accommodation, have provided non-governmental organisations with the impetus to push forward reform agendas within an authoritarian political environment.  相似文献
