In 1986 developers and users of quantitative data in international and comparative politics organized to maintain, extend, and develop major datasets and to provide a stronger basis for coordinating data‐related activities. National Science Foundation funding established for a three‐year period Data Development for International Research. Its first phase (DDIR‐I) focused on improving datasets on both national capabilities and international conflict; and generating renewed efforts to better the data collections on internation events and international political economy. DDIR‐I's work, now virtually complete, augmented the quantity and quality of this national data resource and set the stage for another NSF‐funded project on internation event data (DDIR‐II). A final report on DDIR‐II is forthcoming in summer 1994.  相似文献

Is peace more likely to prevail when the peace accord includes civil society actors such as religious groups, women's organizations, and human rights groups? This is the first statistical study that explores this issue. The article develops key claims in previous research regarding the role of civil society actors and durable peace, and proposes a set of hypotheses that focus on legitimacy in this process. The hypotheses are examined by employing unique data on the inclusion of civil society actors in all peace agreements in the post–Cold War period. The statistical analysis shows that inclusion of civil society actors in the peace settlement increases the durability of peace. The results further demonstrate that peace accords with involvement from civil society actors and political parties in combination are more likely to see peace prevail. The findings also suggest that inclusion of civil society has a particularly profound effect on the prospects for overall peace in nondemocratic societies.  相似文献

Disaggregated approaches to conflict research have led to new insights into the patterns and processes of political violence in developing countries. This article uses the most comprehensive subnational political violence data (ACLED) to observe where and when violence against civilians occurs within civil wars. Several new conclusions are evident from an event-based analysis of civilian violence: retribution or collateral damage are poor explanations for attacks on the unarmed. Instead, civilians are targeted because they are accessible; rebel groups kill more civilians, often in an attempt to create new frontlines for conflict. However, governments are also responsible for high rates of civilian death, yet they often “contract” this violence out to militias. This analysis confirms that there are multiple violent groups within civil war spaces, and small opposition groups commit higher levels of violence against civilians in local spaces. The strength of a violent group compared to its competition shapes how much civilian violence it commits. The results suggest that theories that emphasize civilian support and retribution as a basis for violence against civilians have overlooked the importance of how multiple violent opposition groups compete within civil wars, and how civilians suffer as a result.  相似文献

Recently, ethnicity has received greater attention from international conflict scholars. This study explores a new aspect of how ethnic composition of states and the power of ethnic kin affect external state interventions in ethnic conflicts. Here it is hypothesized that states with dominant ethnic groups but still-significant ethnic minorities are expected to be more prone to intervention in ethnic conflict than states without one of these two characteristics. A new measure is proposed to capture such variation in ethnic composition more precisely. Looking at large-N panel data, it is found that ethnically fractionalized states with dominant ethnic groups are indeed the most likely to intervene in ethnic conflicts. Additionally, the power of the embattled ethnic kin minority, as determined by its settlement patterns in the host state, also increases the likelihood of intervention. Traditional variables like proximity and capability retain statistical significance. However, ethnic variables have the strongest effects on interventions in ethnic conflict.  相似文献

In this article, we review the mediation literature from the past decade, utilizing a cybernetic mediation paradigm to organize the material. In this paradigm, we note that the type of conflict, country, culture, and mediation institutions affect the mediation process. Within this process, the mediator and disputants interact with each other, attempting to reach their own goals. This interaction produces outcomes for the disputants, the mediators, and other parties. The literature — organized using this paradigm — indicates that mediation is frequently practiced in many venues; the literature also provides an exhaustive list of mediation goals, describes many mediation strategies, and reports manifold mediation outcomes. Unfortunately, the number of studies examining the relative effectiveness of specific strategies (e.g., pressing, relational, and analytic) seems insufficient. Few studies have used control groups or reported observations of mediator and disputants' behavior in actual mediations.  相似文献

This article builds on the tendency in recent decades in the field of alternative dispute resolution (ADR) to analyze conflict and its transformation from a relational perspective. It surveys developments in twentieth‐century philosophy that support the ongoing quest to explore the self in ADR from a relational perspective. It then shows how the concept of dialogue provides a framework for understanding conflict transformation from a relational perspective, by exploring the relational foundations of dialogue. It also draws a connection between the growing use of mindfulness practices in conflict settings and the practice of dialogue, suggesting that Buddhist philosophy and practices can help cultivate relational awareness and dialogue. The article therefore suggests that incorporating dialogue and exploring its relational characteristics can assist ADR scholars and practitioners to develop further practices that can promote collaboration by shifting disputants from adversarial and fragmented orientations to more relational mindsets.  相似文献

Indirect rule is one of the means that central authorities have long employed in hopes of defusing communal conflict and civil war in multicultural societies. Yet very little is known about the appeal of indirect rule among the ruled themselves. Why do people in some places demand more indirect rule and local autonomy, whereas others seem content to be governed directly by rulers of an alien culture? This is a crucial question with important implications for determining the form of governance that is most likely to provide social order in culturally heterogeneous societies. Although much attention has been given to consider the relative costs and benefits of direct versus indirect rule for the central authorities, the other side of the coin – namely, the variable demand for indirect rule among the members of distinctive cultural groups – has hardly been examined with systematic empirical data. This paper presents a theory of the differential demand for indirect rule and offers an initial test of its principal empirical implications using original micro-level data from the North Caucasus region of Russia. The theory's core claim is that the middle class should express the greatest demand for indirect rule, while both the upper and lower classes should prefer more direct rule. The theory therefore predicts that there will be an inverse parabolic relationship between the demand for indirect rule and economic class. The findings are largely consistent with these theoretical expectations.  相似文献

This study addresses compliance and business practices at the local level subsequent to the international adoption of the Kimberley Process Certification Scheme by states and the adoption of the voluntary System of Warranties by the diamond industry. This paper also explores the distance between norm creation, norm sustainability and norm expansion. Interests of various stakeholders led to the creation of international norms, and evidence supports widespread compliance at the state level. Data gathered at the local level of retailer suggests, however, that the regulatory system is not leading to the education of consumers that potentially transforms beliefs. Central to understanding the challenge of deepening and broadening new global norms is exploring the distance between compliance within the regulatory regime and the awareness or change of beliefs of stakeholders. Recommendations include steps to make the process of bringing diamonds to market transparent and available to public scrutiny.  相似文献

Abstract

In the early 1990s several rebel groups turned to natural resource extraction to pay for war. A key form of this is rebel diamond production, commonly referred to as conflict diamonds, which is widely perceived as being highly beneficial to insurgent organisations. Yet in the Angolan Civil War (1992–2002), the use of conflict diamonds by the National Union for the Total Independence of Angola (UNITA) resulted in a decisive insurgent defeat. How can this outcome be explained? Offering a nuanced understanding of how conflict diamonds affect civil war, this article shows that although diamonds generated considerable revenue for UNITA, they were not an effective method for them to take on the Angolan government. This was for two reasons: internally, the rebels greatly struggled to convert their diamond proceeds into sufficient goods and services; and externally, it left the group highly vulnerable to international countermeasures in the form of United Nations Security Council sanctions. Natural resource extraction may therefore not be as useful to rebel groups as is frequently believed.  相似文献

This paper looked at the performance of the African Union (AU), in the resolution of intrastate conflicts in Africa. The study necessitated a revisit to the Libyan crisis. It is acknowledged in the study that conflicts pervade human relations. In the case of Africa, the study further shows that Africa has never experienced a lasting peace. The theoretical framework of games theory has been adopted in the study, to describe the character of African conflicts and to proffer solutions for the minimization of the level and number of such intrastate conflicts. The Libyan conflict typified the character of intrastate conflicts in Africa and was used for illustration in the study. The study concluded that the AU has made significant contributions toward the resolution of intrastate conflicts in Africa but there are still shortcomings of the AU and impediments to the efforts of the African Union, toward the resolution of such crises.  相似文献
