For New Labour to achieve the 'progressive consensus' to which it aspires, it needs to develop a transformative, cultural politics. This would engage in a battle of hearts and minds with the electorate, seeking to shape its preferences rather than accommodating them. Much of the accumulated criticism of New Labour focuses on its failure to develop an overarching political narrative to fulfil this task. However, critics have also shown that New Labour does have a definite vision of the type of society and individual it is constructing in the face of social change. Unfortunately for progressives, this is based on an image of the acquisitive individual, culturally conservative community and a fatalistic understanding of modernisation. Entrenching a progressive consensus requires a political strategy that resonates with contemporary experiences of social change, while showing how it can be steered in more progressive directions.  相似文献

The dynamics of mass consciousness in Russia, formed in the wake of the 2014 events in Ukraine and Crimea, testify to the consolidation and radicalization of the popular majority. The national consensus has shaped a high level of public optimism even in the face of deteriorating socioeconomic conditions. However, this process brings to the fore archetypal traits that in many ways run contrary to the modern desire for mass consumption, which in many ways is also contrary to social mobilization. This contradiction will affect the political process, if not in the short- then in the long term, and will significantly affect the sociopolitical situation, making it less stable than in the first decade of the present century.  相似文献

In reaching their decisions, arbitrators are currently expected to act like judges by listening fully to both sides and then withdrawing to write the final and complete decision. But because of some key differences between their roles, I argue, arbitrators and judges should exercise completely different styles of decision making. Unlike judges, who make decisive rulings in order to enforce the law, arbitrators are empowered and chosen by the parties themselves to handle specific disputes or govern continuing relationships. Instead of shifting a negotiated process into an authoritative one, arbitrators have the capacity to solicit input from parties as they craft the award. Under a new model of arbitration that I call “consensus arbitration,” arbitrators would facilitate negotiation between the parties but retain the power to break impasses with partial, incomplete decisions, behaving more like facilitators than judges.  相似文献

The mediation of public conflicts is a complex interactive, social‐psychological, and often politicized process. Because of their complexity, the literature on how to effectively mediate these conflicts remains imprecise. In this study, I have focused on the sequencing of the overall mediation process and the interplay between initial conditions, mediation styles, and process dynamics to explore predictable patterns from early stage to deadline negotiations. By undertaking a two‐step qualitative comparison of twenty‐three public mediation cases, I have attempted to identify “equifinal” pathways — that is, a variety of different ways in which the same outcome can be achieved — that can lead to mediation success (or failure). My analysis reveals that both inclusivity (i.e., including all relevant participants in the process) and mediation institutionalization (i.e., the mediation process is sufficiently embedded in the political and administrative system) correlate to greater mediation effectiveness. Furthermore, this study also suggests that such key elements of deliberative negotiations as recognition and argumentation are essential for reaching a consensual agreement.  相似文献

Ten years after the launching of the transition process, many books and reports are offering a balance sheet of the transformation that occurred in Central and Eastern Europe and in the former Soviet Union area. The review article looks at some of them, particularly at Grzegorz W. Kolodko's book published in 2000, “From Shock to Therapy. The Political Economy of Postsocialist Transformation”. On the basis of this book and of some recent contributions, three major issues are discussed. First, why has there been such a recession in the beginning of the transition process in all countries, and was the recession inevitable? Second, due to the dire criticisms of the standard policy applied in these countries, dubbed the “Washington consensus”, has a “post-Washington consensus” emerged? Third, as we are already engaged in the second decade of the transition process, can we state when it is bound to be over, and what role is played by the European Union enlargement in accelerating the end of transition?  相似文献

What does it mean to say that a prison has a “culture?” Scholars have long emphasized the presence of a “prison code” and, more recently, a “racial code” as salient cultural domains in men's prisons. Yet, even though most people intuitively understand what is meant by “prison culture,” little progress has been made regarding the conceptualization and operationalization of culture as an analytical construct in prison scholarship. The current study makes two primary contributions to this literature. First, drawing on advances in anthropology, cultural sociology, and cognitive science, we incorporate the concept of cultural schema to provide a concrete analytical construct. Second, we test varying conceptualizations of cultural schema as either characterized by consensus or as overlapping relational structures. Using cultural consensus and correlational class analyses among a sample of 266 incarcerated men, we find little evidence of a culture of consensus for either the prison code or the racial code. Furthermore, we show evidence of heterogenous schema among these cultural domains. Our study is relevant to wider disciplinary work on culture as the problem of analytical precision we address is characteristic of much of the work in criminology and criminal justice that evokes culture as an explanatory device.  相似文献

In this article, we argue that the economic and financial crisis that began in Mexico in 2008 has not been primarily caused by the US crisis that began in 2007, as many have argued. As we will show, years of misguided economic policies at the national level have been at the heart of the Mexican crisis. On the one hand, the dominance of foreign banks in the country's financial system and the minimal presence of the public banks have greatly limited the range of counter‐cyclical policy options available to authorities. On the other hand, in the face of the crisis, Mexico has continuously applied deflationary Washington Consensus policies that have deepened the economic contraction. This article will focus on Mexico's individual problems, which offer important lessons for other Latin American countries with a shared recent history of Washington Consensus policies.  相似文献
