科学发展观视阈下城乡一体化基层党建新格局构建研究——以北京市朝阳区常营乡为例

构建城乡统筹的基层党建新格局理应包括广大新兴农村城市化地区的基层党建这个层面,也即城乡一体化基层党建,它的构建具有切实的紧迫性与必要性。文章对北京常营乡村居合一的城乡一体化基层党建新格局进行了挖掘和研究,总结了其构建途径、实施效果和创新特色,并提出了三点对策,即以科学发展观为灵魂,以地区实际为出发点,以自身建设为落脚点,构建城乡一体化基层党建新格局。     

广西沿海生产力布局若干问题研究

广西沿海(北海、钦州、防城港)开发建设中的生产力布局,直接影响该区域区位势能的发挥,事关广西北部湾经济区将来的发展格局。该区域合理的生产力布局要以区域经济理论为指导,立足于现有经济基础,正确处理布局与自然地理、产业选择、港口主体功能区、市场与资源的关系。     

网络系统集成专业课程体系建设的探索与实践

增强高职院校学生的岗位职业能力,必然要求加快专业课程体系的改革与建设力度,建立起能够服务于区域经济和社会发展,突出职业能力培养的专业课程体系标准。对于高职网络专业系统集成方向的课程体系而言,这种课程体系主要有校企合作、核心课程置换、行业资质课程培训、校外顶岗实习以及面向企业订单培养等模式。     

“教、学、练、战”一体化视阈下的国内安全保卫专业建设的创新与发展﹡

国内安全保卫专业的设立对国内安全保卫专业教学及人才培养均提出了新的更高的要求,参照公安院校学生的具体情况,对教、学、练、战一体化视阈下的国内安全保卫专业建设、发展与创新途径进行了思考和总结。具体而言应主要从教层面的专业定位,学层面的课程体系构建,练层面的教学方法创新和战层面的实践能力培养几个方面入手进行专业建设。     

北京市新生代农民工城市融人意愿研究

根据国家人口与计划生育委员会2011年和2012年"流动人口动态监测项目"北京地区调查数据和北京市人口与计划生育委员会2012年"北京市流动人口的生存状况与未来预期"项目数据,目前北京的新生代农民工已占农民工整体的一半以上,受教育程度有所提高,面临较大的婚育压力。在城市融入意愿方面,大多数新生代农民工积极评价北京的变化,具有强烈的融入意愿;制约新生代农民工城市融入的主要障碍,有户籍制度等制度性因素,市场能力等经济性因素,以及社会参与不足、人际交往狭窄、居住空间隔离等社会和心理因素。为解决以上问题,需要正确认识与处理控制北京市人口规模与促进新生代农民工的城市融入的关系;创新社区管理体制,调动新生代农民工参与社区服务、社区活动的积极性与主动性,推动新生代农民工实现社区融入;加强对新生代农民工的职业培训,逐步实行城乡统一的劳动力市场就业制度;营造一个有利于新生代农民工融入城市的和谐宽容的社会心理环境。     

Bridging borders through institution-building: the EGTC as a facilitator of institutional integration in cross-border regions

This article examines cross-border integration at the sub-state level in the frame of a European Grouping of Territorial Cooperation (EGTC). The EGTC is a supranational and directly applicable EU legal instrument that regulates the creation of cross-border ‘associations' with legal personality between public authorities. Thus, it represents a policy tool that can have an effect on the institutional frame of cross-border cooperation and potentially enhance cross-border institutional integration at the sub-state level. The aim of this article is to examine the potential effect of this EU instrument on cross-border institutional integration by studying the institutional architecture of selected EGTCs. This is done on the basis of an analytical grid that defines elements of a possible integration process based on an institutional-oriented approach. This analytical grid is applied to four case studies: the Eurométropole Lille-Kortrijk-Tournai, the EGTC Ister-Granum, the Pyrenees-Mediterranean Euroregion and the European Region Tyrol-South Tyrol-Trentino. The empirical analysis shows that despite the considerable improvement of the legal basis for cooperation, the possible effect of the EGTC for further institutional cross-border integration is still rather limited due to a narrow design of institutions and a low level of actor involvement.     

东亚地区秩序的未来：东亚还是亚太？

东亚历史上曾先后建立以中国为中心的朝贡——华夷秩序以及以日本、美国为核心的霸权秩序,在以国家主权为国际关系核心机制的当代,这些反映不平等国家间关系的秩序无法复制到当今东亚,东亚的现实也决定了不存在孕育这些秩序的土壤。同时,20世纪80年代以来的全球化和区域经济一体化两种趋势极大程度地影响了当今东亚秩序的建构,然而一个统一的东亚秩序的建构又受到该地区复杂的大国关系的制约,东亚秩序将摇摆于“东亚”与“亚太”之间。     

浅析法律的自然化及其影响

法律的自然化以天人合一的思想为基础 ,从自然现象中为法律的存在寻找正当性的依据。这一思想经汉代系统化以后 ,对我国传统法律思想产生了深刻的影响     

SELF‐CONTROL,SOCIAL BONDS,AND DESISTANCE: A TEST OF LIFE‐COURSE INTERDEPENDENCE

Theoretical debates and empirical tests on the explanation of stability and change in offending over time have been ongoing for over a decade pitting Gottfredson and Hirschi's (1990) criminal propensity model against Sampson and Laub's (1993) life‐course model of informal social control. In 2001, Wright and his colleagues found evidence of a moderating relationship between criminal propensity, operationalized as self‐control, and prosocial ties on crime, a relationship they term life‐course interdependence. The current study extends their research by focusing on this moderating relationship and the developmental process of desistance from crime among serious juvenile delinquents. Contrary to the life‐course interdependence hypothesis, the results indicate that whereas self‐control and social bonds are strongly related to desistance from crime, there is no evidence of a moderating relationship between these two factors on desistance among this sample. The implications of this research for life‐course theories of crime, future research, and policies regarding desistance are discussed.     

经济全球化与区域经济一体化关系的协调——兼论全球化对东北亚区域经济合作的影响

从20世纪90年代开始,在经济全球化蓬勃发展的同时,区域经济一体化出现了一个新的发展高潮。对于两者的关系,至今仍有“障碍说”和“阶段说”两种不同认识。尽管如此,协调好它们之间的关系对于世界经济发展仍十分重要。对于东北亚,经济全球化的迅速发展既带来了新的动力与机遇,同时也使得东北亚区域合作面临新的挑战与课题。目前,加快东北亚区域经济一体化进程,已成为区内多数国家经济全球化战略的重要步骤与组成部分。
