政党、国家与社会:整合视阈下中国共产党的政治建设逻辑探究

现代政治生活离不开三大力量—政党、国家与社会,政党作为整合的主体,是国家与社会的中介与桥梁,承担着利益综合、利益表达与政治社会化的重要职责。在我国,整合就是要发挥中国共产党总揽全局、协调各方的领导核心作用。党的政治建设是其对自身的根本性整合,决定着所有整合的方向和效果并具有完整的逻辑体系。正确认识、深入探究该体系,有利于把我们党锻造成为政治坚定、组织稳固、能力过硬的现代化执政党,从而以政党治理促进国家治理,以自我革命推动社会革命,在政党、国家与社会的良性互动中实现伟大斗争、伟大工程、伟大事业和伟大梦想的协调统一。     

检察引导侦查的双重检视与改革进路

检察引导侦查作为检察制度近年来的重要改革趋势,已经取得了较好的实践效果。目前司法实务中存在着两种基本的检察引导侦查实践模式:内部参与型引导模式与外部监督型引导模式。在具体运行过程中,引导侦查在启动程序和界限方面的任意性、检警衔接的脱节、监督效力的两极分化和"同向损益"的结构失衡风险,都在制约着这项机制的效能发挥。在理论层面,检警一体化无法为检察引导侦查提供合理证成;引导权应当成为检警关系的新型权力分支。对此,从规范运作与配套机制出发,从规范引导范围与界限、强化监督效能、补充侦查说理化改造、对引导权力规范运行的程序性控制以及推进智慧检务建设等方面入手,以期有益于推进这项机制的改革实践。     

Lessons from Experiences of Syrian Civil Society in Refugee Education of Turkey

Abstract

Turkey arranges for the protection of about 1.7 million Syrian refugee children on its territory. This article addresses initiatives and policies towards Syrian children in Turkey, considering characteristics and paradigm shift of refugee education in which hosting large refugee populations. It focuses on experiences of refugee community organizations (RCOs) working on the matter of education. Drawing on an exploratory case study with purposively selected Syrian RCOs in Istanbul, it particularly investigates to explore activities of “Temporary Education Centers” emerging in the emergency-based perspective in early times of Syrian refugee migration and radically disappearing in the integration-based interventions of the State. We will discuss handicaps of making schools refugee places linking with the socio-political conditions of post-displacement and possibilities of cultural orientation of the refugee agency.     

从累积型到流动型：不平等的另一种解读

累积型不平等是一种凝固的、扭曲的不平等,具有世袭性、剥夺性的特点,它不断滋生着社会的怨愤和不满。流动型不平等是一种由规范的市场竞争而形成的动态的、流动的不平等,机会的开放性、规则的平等性是这种不平等固有的特点。中国现代化进程就是从传统的累积型不平等向现代流动型不平等跨越的过程,执政党必须遏制累积型不平等,调控流动型不平等,不断提升自己的利益整合能力。     

欧洲一体化经验及时代精神

区域化是当今世界的一个重要发展趋势。作为迄今为止世界范围内区域化运动中最为成功的典范,欧洲一体化在其漫长岁月中,积累了一些具有借鉴意义的经验。这些经验正在为世界其他地区所借鉴。和平与发展是欧洲一体化的基本目标,合作是达到这一目标的根本途径。欧洲一体化经验的精髓,在于体现了和平、发展、合作的时代精神,它因而具有伟大的时代意义。

Opting for Openness: Capital Mobility and Monetary Sterilisation in Malaysia

Malaysia gained attention for its use of capital controls in 1998, but since the early 2000s it has emphasised its commitment to an open capital account, despite experiencing volatile capital flows. As well as opting for financial openness, Malaysia chose to manage the value of its exchange rate after de-pegging from the US dollar in 2005. In a bid to escape the macroeconomic constraints that arise from capital mobility, Malaysia also chose to sterilise a large portion of capital inflows. It then made a further choice to use market-based sterilisation instruments more than regulatory sterilisation measures. These choices have carried costs and led to a build-up of economic risk. Three interrelated factors explain these choices: Malaysia’s strategy to manage the stigma arising from its imposition of controls in 1998, the increased level of financial integration that followed from this strategy, and the politically privileged position of groups that have benefitted from Malaysia’s commitment to capital openness.
