中国语境下的文化软实力与其初始概念有本质区别,在多元社会思潮涤荡、传播和持续扩散的时代背景下,坚守中华民族共同的精神家园和思想高地,增强中华文化的凝聚力、感染力和创新力,持续提升国家文化软实力,就要进一步坚定国家文化软实力建设的自信心,这种自信体现在国家文化软实力建设的道路自信、理论自信和制度自信三个方面。     

宁夏社区居民公共文化参与调查研究

公共文化服务体系建设不仅要靠国家自上而下推动,而且还需要民众的积极参与。宁夏社区居民公共文化参与意识不强,必须提高社区居民参与公共文化的积极性;公共文化设施配备不齐且作用发挥不够,必须加大对公共文化场所和设施的配备和管理力度;公共文化资源分布不均衡,必须促进公共服务均等化。此外,还需要加大对文化活动的引导和监管力度。

在对贵州省苗族地区中小学民族文化课程开发现状的个案调查基础上 ,发现民族地区民族文化课程开发停留在浅层面 ,学校课程尚未成为民族文化传承的主渠道 ,地方课程资源开发不力 ,致使学生对民族文化疏于了解。就此认为民族地区基础教育民族文化课程的开发应从观念层、政策层面、支持系统及实践层面等方面进行 ,以推进民族文化课程的实施。     

论王充思想文化精神的内涵——纪念王充诞辰1990年

王充治学以儒家为根基,但他善于打通各家学说,并吸纳新的知识成果,创立新说,通过自由思想的独立精神、“事实判断”的思维方式、求索创新的治学风格和“实事疾妄”的思想成果等四个层面,成就了一种难能可贵的思想文化精神,这种精神的传播,不单局限于学术学人领域,还以学术精神为内核外延至百姓生活之中,对塑造大众的认知方式、价值观念、行为准则及风俗习惯等方面,形成持久的影响与引导。这是王充有别于许多主流学术思想家的一个重要特征。     

Three Modes of Thinking and Policy Orientation of Cultural Security

Three types of relations are entangled nowadays in dealing with issues concerning national cultural security on both the theoretical and practical levels: (1) the relation between one’s own culture and that of other ethnic groups; (2) the relation between advanced and underdeveloped parts of culture; (3) the relation between one’s ethnic culture and so-called foreign advanced culture as related to the previous two. Accordingly, three modes of thinking are likely adopted in handling issues concerning national cultural security: to antagonize one’s own culture with that of other ethnic groups, that is, taking the “me or you” attitude; to dualize cultures as the “advanced” and the “underdeveloped”, that is, believing things to be good if not bad, or vice versa; and to assert that the ethnic are the advanced, that is, taking the “only-megood” stance. It is a very demanding job to maintain national culture and to pursue cultural development at the same time. Only when cultures are grouped into those without distinction between the advanced and the underdeveloped and those with such distinction can the relation between the ethnic and the advanced be properly handled. With the former, it is essential to maintain the ethnicity of one’s own culture before the cultural security is safeguarded. With the latter, however, the pursuit of advanced cultures and the advocacy of the advanced part of a particular culture is a key to ensuring and safeguarding the national cultural security. Hence, it is important to enhance the public awareness of cultural security, and more essentially for the government to offer scientifi cally appropriate orientation towards cultural security and to frame related policies.     

THEY'RE NOT ALL “MY FAIR LADY”

This article examines debates about public culture from the late 1980s to the present and identifies thirteen arguments that have been used to justify an investment in public culture: public interest, national security, merit, moral worth, the good life, economic development, politics, education, democracy, American identity, shared symbols, diversity, and innovation. The article then asserts four positions: (1) public culture and democracy are mutually constitutive, (2) elite culture can be detrimental to democracy, (3) the deliberate pursuit of diversity is a democratic endeavor, and (4) culture can bridge social differences. The article closes with a discussion about whether any form of public culture has yet been achieved in America, drawing on the work of Tyler Cowen and Bill Ivey.     

价值体系的混乱与整合:当前我国法律文化建设的困境与出路

法律文化由法律观念和法律价值体系组成,缺少法律文化就意味着缺少精神和灵魂,法律制度就很难发挥出应有的作用.法律文化建设具有为法治建设奠定基础、维护国家的长治久安、提升我国综合国力以及将中国建设为文化大国等功能.当前,我国法律文化建设的困境是法律价值体系的混乱.走出困境的出路则是:整合现有价值体系,提出获得人们广泛认可的、包容性强的法律价值体系;形成支撑现代强国的法律观念;约束政府权力,形成良好的政治体制.     

A game-theoretic perspective on Diego Gambetta's Codes of the Underworld

ABSTRACT

The term ‘neomelodic’ defines a pop-folk music genre featuring the mediascape of Naples, Southern Italy, since the late 1980s. Neomelodic songs depict the experiences of lower-class Neapolitan subjects with a preference for those engaging with the Camorra, a powerful criminal organisation that is also a major investor in the local media industries. This article constitutes an exploration of the Camorra-mediated neomelodic milieu of cultural production vis-à-vis the political landscape of the current Neapolitan social peripheries. In so doing, it ethnographically shows how the neomelodic modalities of cultural production mediate and reify local forms of organised crime hegemony vis-à-vis the discursive power of the state. Accordingly, it also demonstrates how such modalities turn the neomelodic industry into a relational infrastructure of subaltern publicity, which engenders political dynamics of personal mobility and social identity construction amid its sponsors, performers, and publics.     

工人文化宫职能变迁的历史逻辑 ——以海口市工人文化宫为个案

工人文化宫是职工文化生活发生的重要场域，作为国家推动工会群众文化事业发展的组织保障，在国家建设中发挥了重要的职能作用。从海口市工人文化宫的个案来看，自新中国成立到20世纪末，工人文化宫在政治、经济和文化三项主要职能的实现程度、实现结构和实现方式上均发生了显著变化，其职能变迁大致经历了“政治”为主、平衡发展、萎缩停滞、全面复兴和围绕“文娱”五个时期。这一变迁过程显示，工人文化宫总是在国家意志和职工群众需求的合力中实现其职能，并受到组织环境和经济体制的决定性影响。这一发现呈现了工人文化宫在国家建设中发挥职能的实现机制，对在新时期推进工会群众文化事业新发展具有重要意义。
