HRM: Performance Relationship: Need for Further Development?

The last decade of empirical research on the HRM value additions, also known as the “HRM and performance” debate, demonstrates evidence that HRM does matter (Huselid, 1995 Huselid, M. 1995. The impact of human resource management on turnover, productivity and corporate financial performance. Academy of Management Journal, 38(3): 635–672. [Crossref], [Web of Science ®] , [Google Scholar]; Guest et al., 2003 Guest, D.E., Michie, J., Conway, N. and Sheehan, M. 2003. Human resource management and corporate performance in the UK. British Journal of Industrial Relations, 41(2): 291–314. [Crossref], [Web of Science ®] , [Google Scholar]; Wright et al., 2003 Wright, P., Gardner, M. and Moynihan, L. 2003. The impact of HR practices on the performance of business units. Human Resources Management Journal, 13(4): 21–36.  [Google Scholar]; Rehman et al., 2010). Unfortunately, the relationships are often statistically weak and the results ambiguous. This article reviews and attempts to extend the theoretical and methodological issues in this debate. Its aim is to build an agenda for future research in this area. A brief overview of achievements to date is followed by the theoretical and methodological issues related to what constitutes HRM, what is meant by the concept of performance, and the nature of the link between these two. In the final section, it is argued that research designs should start from a multi-dimensional concept of performance, including the perceptions of employees, and build on the premise of HR systems as an enabling device for a whole range of strategic options. This implies a reversal of the strategy-HRM linkage.     

An exploratory study in methods of distinguishing destructive cults

Abstract

Drawing extensively on academic and anti cult literature and paying particular attention to theories of how cults become destructive, this small-scale exploratory study deconstructed 25 cults into a number of constituent behaviours, practices and beliefs. A preliminary multivariate analysis revealed that 7 behaviours might form the basis of discriminating destructive from more benign cults. These 7 behaviours, which were most closely correlated with overt destructive acts (mass suicide and mass murder) did distinguish the five demonstrably destructive religious cults (Aum Shinri Kyo. Order of the Solar Temple, Brunch Davidians, Heaven's Gate, Jim Jones Jonestown) associated with major loss of life from the remaining 20 cults examined. The exception to this was The House of Yahweh, which was not theoretically classified as destructive but was empirically classified as such in this analysis. The study demonstrated clear patterns of behaviour and beliefs that are at variance with those identified by other authors who have adopted a more conceptual approach.

The U.S. Congress Responds to Online Communication Needs

Abstract

The U.S. Congress, after a relatively slow start in the 1990s, is now making some progress in meeting the demands of online communications. Fueled by the growing use of e-mail by constituents and the development of online grassroots efforts, Congress has been inundated with e-mail. By using filtering systems, better software and hardware, and, most of all, better management techniques, many offices are now equipped to handle the great increase in electronic mail. While several steps behind the private sector, through fits and starts, Congress is attempting to catch up and meet the rising demand and volume of electronic communication. In some offices, there has been considerable progress in developing effective, interactive Web sites. These exceptional Web sites should serve as models of dynamic online communications, but for most congressional Web sites, there is a long way to go. Much depends on the attitudes and priorities set by lawmakers and their senior Staff.     

Why Conceptual Models and "Big" Institutions Matter: A Response to David Altheide,Nina Eliasoph,William Gamson,and Todd Gitlin

The two cases analyzed here demonstrate a new journalistic practice of interviewing enemy leaders at times of war. We argue that whereas traditionally journalists had accepted the principle that when the nation is under threat, patriotism precedes professionalism, in the new media environment, with the domestic public exposed to international TV channels, this is no longer an option. As a result, journalists act more independently, even when this entails public resentment and government disapproval. We demonstrate how in interviewing enemy leaders, journalists play the part of politicians once diplomatic negotiations have ceased. Although such interviews provide high ratings and amplify the relevance of journalism at times of war, the irregular settings in which they are conducted undermine the journalists' endeavor. From the interviews we examined, it emerges that the cross pressures on the interviewers lead to a questioning style that deviates significantly from normative news interviews. Interviewers tend to be dragged to one of the extremes of hostility or deference. Finally, we show how the ways in which domestic governments respond to these interviews serve as additional evidence of their controversial character.     

On arbitration,arbitrage and arbitrariness in financial markets and their governance: unpacking LIBOR and the LIBOR scandal

Abstract

Amongst a series of scandals to hit international financial markets in recent years, that surrounding the London Interbank Offered Rate (LIBOR) – a highly influential interest rate benchmark – has attracted particularly intense media scrutiny. This paper seeks to push beyond conventional understandings to unpack critically both LIBOR itself and the scandal involving its manipulation by major international banks. Envisioning LIBOR as a commodity beset by inherent contradictions, the paper mobilizes the tropes of arbitration, arbitrage and arbitrariness to illuminate, respectively: the market-making work performed by LIBOR; its role in enabling the transfer of financial risk, most notably when fraudulently manipulated; and the nature of the regulatory prosecution of such manipulation.     

A Bibliography About a Changed Federal Government Workplace

Abstract

This bibliography contains more than 130 hand picked sources that address change in the Federal government workplace, including articles and books by academics and practitioners and reports by Federal agencies including the General Accounting Office and the Office of Personnel management, as well as Congress. The introduction to the bibliography draws on the expertise of three well known authorities in the field, as well as the authors' of the bibliography.     

Using Cost Analysis to Examine Variability in Replications of an Efficacious Child Neglect Prevention Program

This article reports on a program- and case-level cost analysis of five replication sites of an efficacious child neglect prevention program. Approximately one-third of all sites' total labor hours were expended on direct family services and casework support for a specific family, with the remainder spent on indirect implementation support and program administration activities. Including non-personnel costs, the all-site mean total cost per family was $6,276, ranging across sites from $2,245 to $10,260. Costs varied greatly among individual families within sites. More research is needed to understand factors associated with differences in cost.     

Implementing Developmental Screening Programs for Infants and Toddlers in the Child Welfare System

In 2003, revisions to the Child Abuse Prevention and Treatment Act required states to develop plans to refer children younger than 3 years of age with a substantiated case of abuse and neglect for developmental screening. A decade after legislation was passed, its implementation varies considerably across states. This article explains how research informs the need for careful developmental monitoring of young children, especially those experiencing trauma or living under stressful conditions. Finally, this article presents how one community used colocation to increase developmental screenings for young abused and neglected children.     

Against the Current: Social Pathways and the Pursuit of Enduring Change

Radical innovations and practices frequentlyfind themselves in an inhospitable environment,struggling against the gravitational force ofdominant norms, practices and relations. Thispaper explores the problems radical changeconfronts in its attempts to become sustainable.Against the postmodern valorisation of thetransient and ephemeral, the paper argues forthe importance of routinisation and repetitionin the process of creating and sustainingchange. A metaphor of social pathways isdeveloped to explore how new routines arecreated through de jure (governance) andde facto (usage) means. The paper arguesthat, in contrast to governance, the emergentdurability generated by usage enables routinesto outlive their conditions of existence.At the same time, routines at odds with theirsocial and institutional environment tend overtime to disappear. The second half of the paperdraws on four British attempts to introduce newpathways: lesbian and gay local governmentinitiatives, Conservative education reforms,Greenham Common Women's Peace Camp and LocalExchange Trading Systems (LETS). Through theseexamples, the paper reflects on attempts tocreate more conducive environments, and some ofthe difficulties this generates.
