The popular, stereotype perception of Russian anti-Semitism is marred by a number of misconceptions. It is generally believed that it originated among the peasants, partly as a result of religious bigotry and partly as a reaction against an alleged Jewish exploitation. In actual fact, pogroms almost invariably started in towns and cities, and the main instigators were artisans and merchants and other people who plied the same trade as the Jews, later also professionals such as lawyers. Hence, economic competition rather than exploitation was the most important driving force. This is reflected in the writings of Russian anti-Semites and is also how most contemporary Jews understood their causes behind their ordeals. The Jews could be targeted for persecution because they were a diaspora group and did not enjoy the same protection as the indigenous population. Thus, even though the tsarist regime can be cleared of any suspicion that they deliberately whipped up the pogroms, they contributed to them by failing to give the Jews the same rights as other subjects of the empire.  相似文献

This article investigates a legacy of transnational activism in Polish–West German relations during the 1950s and 1960s, connected to the borderlands/expellee background of several of the early activists who initiated the relations. At a time when the Polish and West German states maintained no official diplomatic relations with each other, the importance of non-state initiatives and dialogue breaking with the antagonistic nationalism of the two world wars grew disproportionately. These individuals' expellee background, bilingualism, cross-border networks and loosened national identities contributed to their effectiveness in Polish–German relations. Taking exception to the popular conceptions of expellees as necessarily identical with the negative or anti-Polish opinions commonly associated with the expellee organizations, the article also focuses specifically on how certain expellees and former borderlands inhabitants attempted to renegotiate their postwar roles, political stances and even identities by associating themselves with Polish–German relations. They challenged the dualistic and polarizing nature of media discussions about German expellees in politics. In addition, the article and these individuals pose a challenge to international relations/conflict resolution research to look to cross-border communities as key elements in postwar/post-genocide dialogues.  相似文献

This article discusses the development of Berber literature in Morocco and the connections between this literature and Moroccan national identity as well as the pan-Amazigh identity movement. Over the last 40 years, the political conjuncture in Morocco has led Berber writers to affirm an alternative definition of Moroccanness, not exclusively based on Arabness, but one in which Berberity is included. This article aims to shed light on modern Berber literature, and on the social space in which it is embedded. It argues that there is no autonomous Berber literary field, the literature being intrinsically bound up with identity issues, but a Berber literary space, located at the intermingling of several fields (the political field and the field of language production in particular). The article first reconstructs the Moroccan political context by exploring the Amazigh movement, its aspirations and its reality. It then focuses on the relationship between the language issues (alphabet, standardization, etc.) and the emergence of a Berber “neo-literature.” Lastly, it moves beyond Morocco into the wider pan-Berber world – the Maghreb and those countries to which Berbers have emigrated – to question the possibility of a transnational Berber literature.  相似文献

The Czech–German borderlands are an archetypal European border region. They evoke not only Cold War histories, but also shelter layers of European memories of the ethnic reshaping of early post-war Europe. By means of life story interviews with German speakers of the border region, this article analyzes the symbolic meaning of and the individual dealing with the local Iron Curtain. It will shed light on the biographical and narrative interconnectedness of experiences of ethnic cleansing in the early post-war period and retrospective perceptions of the Iron Curtain in these borderlands. In particular, it inquires whether and to what extent the local Iron Curtain intensified fractures caused by the region's post-and pre-war attempts to halt the multiethnic composition of the border communities. The article suggests that the local Czech–German Iron Curtain would have never endured as strongly if the border communities' common identity had not already been severely damaged in the course of the region's traumatic history and forced population transfers.  相似文献

This review article outlines the progress that the literature on the causes of ethnic cleansing has made in the last 10–15 years. The article specifically focuses on two lines of research that have expanded our understanding of ethnic cleansing: (a) the studies that focus on the role of wars (this literature can in turn be divided into those works that treat “wars as strategic environments” and those that treat “wars as transformational forces”); (b) the studies that focus on the pre-war domestic or international conditions that hinder or promote ethnic cleansing. The last section of the article suggests several future avenues of research that could further refine the study of ethnic cleansing and its relationship to other types of mass violence.  相似文献

Abstract

While it is important that education be relevant to the context of students, education systems struggle to introduce curricula that relate to the context of students. In South Africa the national curriculum, which is outcomes based, attempts to address the local context of students by introducing critical outcomes restricted to learning areas, and guide classroom methodology, the selection of content and the motivations for teaching and learning. In this article I argue that due to centralisation and bureaucratisation, the national curriculum does not sufficiently address the context of students. In the analysis, I discuss critical aspects of the curriculum development process, and argue that in order to address the local context, the home curriculum must be introduced in schools. In this way the education system will be striving for the Africanisation of education.  相似文献

ABSTRACT

The political instability that has characterised Sudanese politics since independence is attributable to political exclusion, economic neglect and marginalisation. Discrimination based on religion, language and culture has constituted the main contradictions between the masses of the Sudanese people (periphery) and the politically dominant Arabised Nubians (centre) in all the different politico-ideological hues experienced by the nation. Attempts to resolve this contradiction have left the structural imbalances inherited from the colonial administration of the Sudan intact. This explains the resurgence of war, particularly in Southern Sudan. The recent peace agreements between the National Congress Party (NCP), namely the Comprehensive Peace Agreement (CPA) with the Sudan People's Liberation Movement/Army (SPLM/A); the Darfur Peace Agreement with the Sudanese Liberation Movement (SLM) (Minawi); the Cairo Agreement with the National Democratic Alliance and the Eastern Sudan Peace Agreement with the Eastern Sudan Front, have left the NCP still in firm control of the oppressive state machinery. The CPA power-sharing protocol awarded the NCP a majority which institutionalises a power asymmetry that the NCP utilises to obstruct implementation of the CPA and delay the process of democratic transformation.

This article analyses the asymmetry in the NCP–SPLM partnership and power relationship. It assumes that the tragic death of Dr. John Garang de Mabior is a major cause of the political weakness demonstrated by the SPLM since 2005. This power imbalance jeopardises the CPA implementation and the future of the Sudan as a state.  相似文献

ABSTRACT

Beginning with an overview of the origin and core elements of ubuntu, this article focuses on the idea that the analytic process required to illustrate how a social theory and a political ideal can be extracted and developed out of their constitutive elements has not been given the rigorous attention it deserves. Without such rigour it is extremely difficult to recommend a coherent conceptual framework for political action. It then suggests guidelines for policy development and implementation, confident that nuanced variations in the various understandings of ubuntu are not so fundamental as to prevent trend-data analysis and generalisation.  相似文献

Peacekeeping has grown in significance over the years within international relations, yet only a few analyses have applied the frameworks of international relations theory to the issues of peacekeeping. This paper begins with a view to broaden that analysis, and to look at three of the African countries that have contributed significant resources over the years to help restore peace on their continent: Nigeria, Ethiopia and Rwanda. The following article analyses these three countries (and not South Africa, which features a great deal already in the literature) from the point of view of their military capabilities, including sources of training and equipment, after assessing the motivations, challenges and opportunities of each to contribute to peacekeeping in Africa. From that basis, the article assesses the positive and negative impacts these militaries bring to the region's conflicts, as well as the impact of their troops for the sending nations. Lastly, the article assesses the concept of ‘African solutions to African problems’, and argues that this proposition, while worth pursuing, is not a realistic one for peacekeeping and peacebuilding efforts on the continent in the short term, mainly owing to funding and equipment restraints.  相似文献
