受各种因素影响,云南边疆地区民族乡政府在自治、经济发展、公共服务、组织协调和学习等方面的能力还有待提高。加强云南边疆地区民族乡政府能力建设。需要从民族乡的社会、经济、文化的发展和国家体制以及政府内部管理等方面进行全方位的变革。并使之成为促进云南边疆地区民族乡经济和社会发展以及加快整个云南省发展的重要保障。     

世界历史性视阈中的中国传统文化及其转型

传统文化的原生形态大都形成于相对比较封闭、狭隘的民族性历史时代,其次生形态、再生形态的形成则离不开与其他民族文化的相互沟通和交流。在当代,遏制传统文化中的消极和保守的因素,赋予传统文化以新的时代价值和意义,并在与不同文化的沟通交流中促进传统文化的再生形态的形成,实现中国传统文化的世界性转型。

正Soybean flour cake,or lüda gunr,is a famous snack in Beijing.The dessert can be traced back to the Manchu-led Qing Dynasty(1644-1911)when the leader of the Uygur ethnic group in Xinjiang married his sister to Qing Emperor Qianlong(1711-1799).Spirited away to the Forbidden City,the Uygur girl,known as the Fragrant Concubine due to her natural fl oral scent,was disconsolate no matter what efforts the emperor made to entertain her.Hence,Qianlong ordered the cooks     

‘It's the Demography,Stupid’: Ethnic Change and Opposition to Immigration

It is often forgotten that, regardless of time or place, periods of high immigration are almost always periods of high anti‐immigration sentiment. When ethnic change is rapid, driven by immigration or differences in ethnic natural increase, the ethnic majority often responds with a politics of immigration. This was true, for instance, in Britain in the 1960s, in the US during 1890–1925 and in interwar Scotland. I show that White British people in locales experiencing rapid ethnic change are more likely to call for lower immigration and to vote BNP. On the other hand, where there is already a high level of ethnic minorities, white opinion is less hostile to immigration: UKIP does poorly among whites in diverse areas. Habituation to change, typically within a decade, and assimilation—especially of Europeans—over a generation reduces hostility to immigration. If the rate of ethnic change slows, we should therefore expect a reduction in the salience of immigration. Ironically, because the children of European migrants are more readily accepted into the ethnic majority than is the case for non‐Europeans, a shift from EU free movement to non‐European skilled migrants, as is advocated by UKIP, could run counter to the wishes of its own supporters.

汶川地震后羌族非物质文化遗产保护——以“释比”和“释比文化”为例

汶川大地震之后,社会各界对羌族文化保护备加关注。释比是羌族传统文化的传承大师,也是羌族社会中口述文化传统的集大成者,释比和与之相关的释比文化成为灾后羌族文化保护和发展中极其核心的内容,释比和释比文化的保护、传承与发展对羌族人民的精神文化建设具有重要影响和价值,这是灾后文化重建,以及在今后的非物质文化遗产工作中尤其应当引起重视的事情。     

少数民族地区新农村建设中农民主体地位缺失与保障的思考——以广西宜州市S镇T村H屯为例

文章以一个壮族村落——广西宜州市S镇T村H屯的新农村建设为例,用社会学的相关理论分析当前新农村建设的状况,认为当前少数民族地区新农村建设中存在的核心问题在于农民的主体地位缺失,农民被动地参与新农村建设。因此,各级党委政府在指导新农村建设中要切实尊重农民的主体地位;进一步健全农村基层民主制度,特别是完善村民自治机制;努力培养和增强村民权利意识,建立农民利益表达的有效机制。     

论城镇化建设中广西民族城镇城市意象的塑造

城镇化是衡量一个国家或地区经济社会发展水平的重要标志,广西的民族城镇化建设是关系到广西协调发展,增强民族城镇的竞争力、保护民族文化的重要课题。依据凯文.林奇的城市意象理论来分析,广西的城市意象要素类型齐全,但城镇形态风貌日渐趋同,民族个性逐步淡化。民族特色是民族城镇可意象性的重要因素,广西的城镇建设须避免盲目地追求现代化而丢掉了自身的民族文化底蕴,应结合广西民族城镇的实际,塑造富有民族特色的城市意象。     

论民族区域自治制度的政治整合功能

民族区域自治制度是我国的一项基本政治制度,它所具有的政治整合功能可归纳为以民族整合为核心、以领土整合为先导、以价值观念整合为基础、以目标取向整合为前提、以行为方式整合为重点等五个方面的功能。     

Comprehensive analyses for genetic diversities of 19 autosomal STRs in Chinese Kazak group and its phylogenetic relationships with other continental populations

Short tandem repeats (STRs) play an essential role in forensic genetics due to their high degree of polymorphisms, wide distributions and easy detection method. In this study, allelic frequencies and forensic statistical parameters of the 19 autosomal STR loci in a Kazak ethnic group were calculated, and its genetic relationships with reference populations were assessed in order to understand population structure better and enrich population genetic data for forensic practice in Chinese Kazak ethnic group. There were 226 identified alleles with the corresponding allelic frequencies ranging from 0.0008 to 0.5295 in the 628 unrelated healthy Kazak individuals in Xinjiang Uygur Autonomous Region. All autosomal STRs were conformed to the Hardy-Weinberg equilibrium after Bonferroni’s correction. The cumulative power of discrimination and the combined probability of exclusion of all the 19 autosomal STRs were 0.999 999 999 999 999 999 999 997 162 and 0.999 999 994 484, respectively. Furthermore, the D_A distances and Fixation index values of pairwise populations, principal component analysis, multidimensional scaling analysis, phylogenetic tree analysis and structure analysis were conducted to probe the genetic relationships between the Kazak group and other reference populations. The population genetic results showed that these 19 autosomal STR loci were characterised by high genetic diversities in the Kazak group. Furthermore, the studied Kazak group had close genetic relationships with the Uyghur group and the Uzbek group. The present results may facilitate understanding the genetic background of the Chinese Xinjiang Kazak group.
