监狱突发事件:从“危机处理”到“危机管理”

监狱突发事件往往会引起新闻媒介及社会公众的高度关注,一旦处置不当,就会给我们的工作造成被动。监管机关在应对突发事件的体制、机制上,存在着应急预案覆盖面仍然比较狭窄,监狱舆情监测和处置的机制仍不完善,监狱机关的"危机管理"仍变相为"危机处理"等问题。因此,对监狱突发事件应事前科学制定预案、事中规范处置、事后正确引导,进一步健全和完善突发危机事件和舆情处置工作机制,逐步实现由事后"危机处理"向全过程"危机管理"的转变。     

Bagehot Smiling: Gordon Brown's ‘New Constitution’ and the Revolution that Did Not Happen

The MPs expenses scandal that erupted in May 2009 has certainly rekindled interest in the next stage of constitutional reform and democratic renewal in Britain. This article examines how Gordon Brown's tenure as Prime Minister has differed from Tony Blair's in relation to the ‘new politics’ narrative. It argues that despite his long‐term personal commitment to major constitutional reforms, the role of crises in recalibrating the political opportunity structure and the manner in which electoral incentives can alter elite attitudes to institutional change that Brown's tenure can be characterised by optimism followed by timidity. Gordon Brown may have flown a few kites in relation to a written constitution, electoral reform, English devolution and the future of the House of Lords but he has left things far too late for a ‘constitutional moment’. Brown may have the political inclination but he lacks the capacity to deliver far‐reaching reform; Cameron is likely to have the capacity but not the inclination.     

公共危机协同治理中的社会资本研究

加强公共危机治理,维护社会稳定是构建社会主义和谐社会的一个重要方面。恶性社会资本是公共危机产生的重要原因之一,而良性社会资本在公共危机协同治理的各个阶段中发挥着重要的作用。抑制恶性社会资本,提升良性社会资本,构建公共危机协同管理体系,培育公民的志愿精神,发挥民间组织和公民社团的作用是化解公共危机的有效途径。     

生态帝国主义与全球化

“全球化”是伴随着资本主义社会的兴起而开始其自身的发展历程的。全球化从一定程度上说是资本主义制度在全球的扩张，是资本主义的全球化，始终伴随着资本主义财富的积累和权力的增大。资本主义的经济、政治、文化在资本主义全球化的过程中起着重要作用，但同时，生态问题也是一个不容忽视的重要因素，生态帝国主义是资本主义发展的策略手段，是资本主义制度权力扩张的必然结果，也是推动资本主义全球化的重要力量，并且也在为资本主义向社会主义的转化积累着条件。该文试图从欧洲过去1000年的生态扩张历程和当前资本主义生态危机转移的角度来说明生态帝国主义在全球的扩张。     

我国高校危机管理初探

高校是青年人密集的场所,也是各种危机易发的场所。高校危机事件频发,直接考验着高校危机管理和应对的能力。当前,高校危机管理主要存在危机意思淡薄、法制建设缺位、缺乏常设管理职能机构、管理主体不足和缺乏危机管理反馈等问题。解决的主要对策有:强化危机意识教育,健全相关法律法规,建立相应管理职能部门,营造管理主体多元化环境,建设有效的信息沟通机制。     

现代教育的信仰追求——本真教育

在当代唯科学主义的背景下,知识像产品一样被生产出来。教育也陷入功利主义的陷阱开始走向自己的反面:不再关注受教育者人生意义的引导而是单纯的科学知识的传递。这种教育所培养的人,工具理性膨胀而个人情感匮乏。人们开始否定信仰对于社会和人的重要作用,失去信仰,失去意义,失去理想,心灵深处没有了根基,人生失去目标和追求,无法建立自我。质言之,教育的失真和理想信仰的匮乏已经造成当代的信仰危机。     

State,Society and Markets in Argentina: The Political Economy of Neodesarrollismo under Néstor Kirchner, 2003–2007

The national Peronist social contract in Argentina has a long history rooted in syndicalism and populism. However, Menemismo in the 1990s, El Argentinazo in December 2001, and Kirchnerismo post crisis have all served to change the fundamental framework of the Argentine economy, the social underpinnings of that economy and how it intersects with global capital. This article is an attempt to identify the nature of Kirchner's administration through analysis of political economy, therefore seeking to facilitate a deeper understanding of the developmental nature and impact of the Kirchner administration of 2003–2007.     

资本主义生产方式与生态危机

自从资本主义制度诞生以来，人类对地球改造的规模是前所未有的。在经济规模不断扩张的同时，人口也在不断增长，与此同时，可供人类生产和生活的能源和原料的来源也在不断减少，废弃物和污染物的排放也在不断增加。在资本主义制度下，技术运用和生态系统之间存在冲突，因为技术的运用服从于利润目的，而对利润的疯狂追逐必然加剧对自然的剥削，最终导致生态危机。     

Decision‐making during international crises: A reexamination

The purpose of this research note is to reexamine the methods and codings of crisis decision‐making processes performed by Herek, Janis, and Huth in 1987, and thereby to discuss the role of the case survey method as a means to build theory in the study of foreign policy. The research reported here uses a somewhat different measure of decision‐making process quality and a slightly expanded list of data sources than were used by Herek and his colleagues. It reevaluates a subset of the cases explored in the previous study. This research note largely confirms the analysis of crisis decision‐making processes presented in the previous study, though it notes and discusses some discrepancies. Furthermore, this reexamination seeks to contribute to our understanding of crisis decision‐making processes by using a different conceptualization of decision‐making process quality and thus a different coding procedure.     

金融危机下的中国旅游业现状及对策研究

近期由美国次贷危机引发的全球金融危机，对全球国际旅游的影响正在加深，对我国旅游市场的影响也正在逐步显现。从各方面了解的情况看，这次金融危机与1998年亚洲金融危机和2003年“非典”相比，对旅游业冲击更猛烈，影响范围更大，持续时间将更长。我国的旅游业作为外向度高、市场化强的产业，只有通过和全球旅游业界加强相互合作，交流相关经验，采取有效的危机应对措施，才能在金融危机的大背景下继续保持平稳增长态势而不发生大的波动。
