Behind the ‘Miracle’: Non‐Traditional Agro‐Exports and Water Stress in Marginalised Areas of Ica,Peru

Expansion in the non‐traditional agricultural export sector following neoliberal reform has precipitated an economic transformation in Peru. Non‐traditional agricultural export growth has brought environmental, social and distributive costs. This article critically examines the Peruvian asparagus boom and the impact of this on water availability among marginal groups. Based on primary case study fieldwork, the paper asserts that the agro‐export model is causing the over‐exploitation of important groundwater supplies in the Ica Valley where almost all of Peru's fresh asparagus is produced. This reveals wider issues concerning neoliberal development and the political economy of natural resource allocation in Latin America.     

Trade Liberalisation in Latin America: the Bolivian Case1

Abstract— Bolivia adopted a drastic trade liberalisation in 1985 as part of its neo- liberal New Economic Policy. The paper discusses the theoretical arguments which underlie such a policy and the main neo-structuralist criticisms. It then looks at the effects of liberalisation on resource allocation, productivity growth and export performance. It concludes that the results have been disappointing which gives rise to some scepticism concerning the advantages of a wholesale policy of trade liberalisation in a low income country such as Bolivia.

A look inside an emerging nuclear supplier. Advocacy coalitions and change in Argentine foreign nuclear policy

What light can foreign policy analysis (FPA) shed on how and when the balance of power between domestic coalitions in foreign nuclear policymaking changes and how these different balances directly affect policy outcomes? Drawing on interviews with scientists, technologists and career diplomats, this comprehensive examination of Argentine nuclear exports policy as public policy aims to depict when and how policies varied between 1976 and 2004, due to shifts in the balance amongst advocacy coalitions, albeit of incentives and constraints placed by international and institutional nuclear environments. The article provides a better account of how Argentine nuclear foreign policy changed under the influence of four competitive and contrasting advocacy coalitions: the pro-import substitution and protectionist coalition, the pro-technological autonomy and South-South trade coalition, the pro-business and commercial openness coalition and the antinuclear and pro-environment coalition.

The dynamics of Chinese missile proliferation

The missile nonproliferation regime has been criticized for its ineffectiveness in constraining states such as China from contributing to the proliferation of ballistic missile systems and related technologies to states in other regions. This regime is predicated on the assumption that the creation of social norms and acceptable patterns of behaviour will ultimately require China and others to conform to a universal perpective on the sources of and remedies for missile proliferation. The purpose of this article is to demonstrate that China's willingness to supply sensitive missile technology is a function of a weapons‐export policy that is incompatible with current initiatives in missile nonproliferation. Such a policy is the product of certain foreign policy considerations and domestic factors that serve as motivational elements within the internal political system.
