This article looks at framing strategies behind the recent Canadian Conservative government’s rhetoric on the military. Critics argue that Conservative rhetoric has politicised Canadian history and overemphasised the armed forces. Few scholars, however, have looked at the specific forms this rhetoric took and the strategies it suggested. The article presents the results of a systematic analysis of Conservative rhetoric between 2005 and 2015. It argues that three key frame alignment strategies were at the heart of the Conservative Government’s rhetoric: extension, consolidation and transformation, with truly transformative rhetoric transpiring only in the last phase. While agreeing with critics that this emphasis on the military aimed to alter perceptions of Canadian identity, the article shows that Conservative rhetoric was far from and monolithic.  相似文献

Drawing on two experiments embedded in online surveys, this article examines the impact of news photos on support for military action. In 2011, respondents were asked about support for ongoing military involvement in Afghanistan while being randomly exposed to one of two photos—one of a soldier with a child, the other of a soldier with a gun. The former photo increased expressed support for war; and the effect was greater for those who self-identify as being very interested in international affairs. Three years later, a follow-up experiment was fielded that looked both at the past intervention in Afghanistan and ongoing interventions in Syria; results were very similar. Both experiments speak to the potentially profound role of mass media in generating support (or not) for foreign military engagements, and the increased impact of frames on those who are more attentive to the issue domain.  相似文献

Social scientists have documented framing effects in a wide range of contexts, including surveys, experiments, and actual political campaigns. Many view work on framing effects as evidence of citizen incompetence—that is, evidence that citizens base their preferences on arbitrary information and/or are subject to extensive elite manipulation. Yet, we continue to lack a consensus on what a framing effect is as well as an understanding of how and when framing effects occur. In this article, I examine (1) the different ways that scholars have employed the concepts of framing and framing effects, (2) how framing effects may violate some basic criteria of citizen competence, and (3) what we know about how and when framing effects work. I conclude that while the evidence to date suggests some isolated cases of incompetence, the more general message is that citizens use frames in a competent and well-reasoned manner.  相似文献

Research has demonstrated that the way in which questions are presented (i.e. framed) has the capacity to influence responses to subsequent questions. In the context of stalking, perception research has often been framed in terms of whether or not particular behaviours constitute stalking. The current research investigates whether the framing of the opening question (question frame), conduct severity and the perpetrator–target relationship influence perceptions of stalking. Two studies employed experimental 3×3 independent factorial designs: one to examine question frame and conduct severity, the other to examine question frame and the perpetrator–target relationship. Participants in both studies (total N=449) were presented with vignettes and asked to answer six questions relating to the behaviour described. Question frame was found to impact on the classification of behaviour, with a greater proportion of participants indicating that the behaviour represented harassment or stalking rather than an illegal act. Consistent with previous research, conduct severity and the perpetrator–target relationship influenced perceptions of stalking. However, there was no evidence to suggest that the framing of the opening question influenced these perceptions. The implications of these findings for previous perception research are discussed.  相似文献

ABSTRACT

Although the mortgage interest deduction enjoys broad public support, critics argue that the policy disproportionately benefits wealthy households, fails to expand homeownership opportunities to households on the margins, and costs the federal government an extraordinary amount of money in foregone tax revenue. Drawing on data collected through an online experiment, this analysis tests the sensitivity of public support to these critiques. The findings reveal that support for the mortgage interest deduction declines when respondents are presented with information about the cost, effectiveness, or distribution of benefits associated with the deduction. Support among renters is more sensitive to framing effects than that among homeowners. Republicans are less sensitive to framing effects than Democrats when the deduction is framed as distributing benefits unequally, but more sensitive to these effects when the issue is framed as costly. However, all groups register their lowest level of support when told that the mortgage interest deduction is not an effective tool for expanding ownership opportunities.  相似文献

The purpose of this paper is to analyze the efforts of the Project on Emerging Nanotechnologies (PEN) in seeking to influence nanotechnology policy in the United States. Using the conceptual framework of anticipatory governance to guide the analysis, a series of strategies that PEN adopted will be described, including leveraging external expertise, developing cross‐disciplinary research products, providing a future‐oriented view on policy analysis, and building a brand for communications and outreach. This case study is a useful example in demonstrating the recent conceptual shift away from relying on government‐led technology assessment efforts to consider the longer‐term implications of new technologies toward the concept of anticipatory governance that includes a more substantive role for nongovernmental actors, that in providing forward‐looking, actionable intelligence for decision makers. Considering the example of PEN also highlights the critical role that boundary‐spanning organizations play in linking together disparate communities of expertise.  相似文献

Undoubtedly, framing political issues is an effective means of influencing the distribution of opinion. But while most studies have shown the effectiveness of alternative issue frames on opinion, they largely ignore the role of the messenger. Our research examines whether message content or messengers are more important in influencing opinion. Four experimental conditions and a control were embedded in a statewide survey, allowing an explicit comparison between the impact of frames comprising message content alone and the same frames attributed to public figures identified with physician-assisted suicide. Results show that an attributed source is no more effective than content alone in influencing opinion on physician-assisted suicide and that the messenger might in fact reduce the intended influence of the message. We conclude with a discussion of our findings within the larger literature on political persuasion and attitude change.  相似文献

Under what conditions can political elites influence elections to favor their preferred policy outcomes by strategically crafting the language printed on the ballot? Drawing on psychological and political theories of voter cognition, we design a survey experiment to assess the degree to which ballot text can influence voter behavior in direct democracy elections and identify factors that may moderate such effects. We show that the language used to describe a ballot measure does indeed have the potential to affect election outcomes, including measures dealing with contentious social issues affecting individual rights. We also find, however, that exposing individuals to basic campaign information—in our case, endorsements from prominent interest groups—greatly attenuates the framing effects of ballot text. Our results suggest that the extent to which ballot text matters depends on the vibrancy of the campaign environment and other information available to voters.  相似文献
