Synthesizing several theories about the likely impact of case reports in the news, we propose that the impact of featuring identified victims in a news story is contingent on the degree of similarity between the audience member and the identified victims. We execute a population-based survey experiment involving immigration policy to examine our theory. Our results suggest that featuring specific, identified victims in a news story will promote more supportive policy opinions than otherwise identical stories about unidentified victims, but only when the victim is highly similar to the audience member. Conversely, case reports featuring identified people who are dissimilar to the audience member will decrease the extent to which the story encourages victim-supportive policy attitudes. Overall, our experimental findings shed light on the conditions under which the inclusion of case reports increases versus decreases the policy relevance of news stories. Our findings also help explain previous inconsistencies in findings about the impact of case reports. Additional analyses allow us to speculate as to the reasons for the differential direction of effects. 相似文献

While it is sensible that governments and academics endeavour to assess the effectiveness of counterterrorism policies, this article argues that it is almost impossible to measure arithmetically the outcome of counterterrorism efforts for a variety of reasons. However, this does not mean that the effect of governmental policy cannot and should not be assessed. This article argues that it is not necessarily the policy measures and their intended results as such, but much more the way in which they are presented and perceived, that determine the overall effect of the policy in question. The article introduces the concept of ‘performativity’, which involves the extent to which a national government, by means of its official counterterrorism policy and corresponding discourse, is successful in selling its representation of events, its set of solutions to the terrorist problem, as well as being able to set the tone for the overall discourse on terrorism and counterterrorism. Due to the distinct relation between the performative power of counterterrorism efforts and the arc of violence carried out by terrorist movements, analysing the level of performativity will provide an indication to the effectiveness of counterterrorism policies. It is argued that a low level of performative power generally has a more rapidly neutralising effect on radicalisation and political violence than large-scale, public counterterrorism efforts. 相似文献

Policy scholarship has long sought to understand the role of knowledge and information in the policy process. Of the actors, institutions, and resources involved in shaping policy processes and outcomes, media and narratives have been incorporated into empirical policy scholarship and theories with varying success. The Narrative Policy Framework (NPF) is a framework through which scholars can bring analysis of narratives into studies of policy making. The NPF moves the field forward in understanding the role of narratives, communication, and stakeholder beliefs in the policy process, while at the same time striving for theoretical rigor. We embed the discussion of frames and narratives in the NPF to provide an empirical and theoretical cohesion to our understanding of media and public policy and then provide a brief empirical example of how such an integration may prove fruitful for policy scholars. 相似文献

This article addresses debates on the formulation of public policy, building upon a body of literature which has focused on the interconnectedness between the venues of policy action and the way issues are defined. It does so by focusing on the strategic role of policy actors in a policy subfield and their attempts at manipulating either frames or venues in order to shape policy. The novelty here consists in pointing to the involvement of regulators in such strategic action. An emerging body of research has indeed shown that the activity of formally independent regulators is not necessarily limited to the implementation of delegated regulatory competencies and that they are increasingly engaged in policy‐making activities. Thus, by resorting to the agenda‐setting and framing literature, the article sheds light on novel pathways through which regulators intervene in policy‐making activities, making a claim that they have very good ‘tools’ at their disposal in order to shape policy. These dynamics are examined in the case of the last piece of the EU's pharmaceutical framework – the 2004 Directive on Traditional Herbal Medicines – which provoked intense debate among manufacturers of herbals, retailers, consumers, and both EU‐level and domestic‐level regulatory authorities. 相似文献

The international harmonization of technology‐related regulations seeks certain norms across diverse contexts. Harmonization efforts are based primarily on the promulgation of state‐centered command and control forms of regulation, though they may also be accompanied by the diffusion of more plural approaches that are decentered from the state. We contrast the ways in which the “proper” use of transgenic cotton seed technologies is understood in harmonizing regulations with the way this technology is used in practice in regions of Argentina and China. We find divergence that poses challenges for both state‐centered and decentered approaches to harmonization. While state‐centered approaches are blind to some critical processes on the ground, decentered strategies are found wanting in situations where norms remain deeply contested amongst actors situated in very uneven power relations. In both cases, we find that establishing and securing norms that are socially just and environmentally sustainable means attending much more explicitly to the political economies in which technological practices actually take root. 相似文献

Afro-descendant oral traditions are powerful modes of political expression that disrupt anti-black logics within Latin America's mestizaje. Scholarship on Afro-Latin American anti-racist mobilisation centres on large-scale, collective action. Instead, in this article, I examine songs and décimas, central forms of Afro-descendant cultural subjectivity. Drawing on thirteen months of ethnographic fieldwork in La Guaira state, Venezuela, I show how oral traditions are place-based forms of resistance against anti-black racism. This research calls on scholars to attend to oral traditions and their geographies as a tool of anti-racist political mobilisation. 相似文献
