This paper examines the Cold War rhetoric in US–Russia relations by looking at the 2008 Russia–Georgia war as a major breaking point. We investigate the links between media, public opinion and foreign policy. In our content analysis of the coverage in two major US newspapers, we find that the framing of the conflict was anti-Russia, especially in the initial stages of the conflict. In addition, our survey results demonstrate that an increase in the media exposure of US respondents increased the likelihood of blaming Russia exclusively in the conflict. This case study helps us understand how media can be powerful in constructing a certain narrative of an international conflict, which can then affect public perceptions of other countries. We believe that the negative framing of Russia in the US media has had important implications for the already-tenuous relations between the US and Russia by reviving and perpetuating the Cold War mentality for the public as well as for foreign policymakers.  相似文献

This article asks whether and under what circumstances a presence in news media debates helps advocacy groups to achieve their policy goals in European Union (EU) legislative politics. Common wisdom holds that lobbyists eschew the public spotlight and prefer to influence policymaking from behind the scenes. This perception contrasts with the literature on media and interest groups, which typically conceives of media attention as a crucial commodity for interest groups to influence policy decisions. This article unites these seemingly contrasting stances by arguing that media attention can be both a blessing and a curse for advocacy. The central argument posited is that media attention may improve or reduce advocacy groups’ chances of preference attainment depending on how advocacy groups frame their message in the news. The analyses draw from interviews with more than 200 policy practitioners and content analysis of 3,557 media statements connected to a sample of 125 EU policy proposals. The findings demonstrate that an advocacy group’s media presence may improve preference attainment, but only when the advocacy group manages to frame its objectives in the news as aligned with the public interest.  相似文献

In the years since 11 September 2001, pundits, politicians and scholars of terrorism and international relations routinely have declared that 9/11 “changed everything”. This article explores not only how those decisions transformed the United States and the global response to terrorism, but also how both the decisions and response sustained a sense of fear. Further, they made possible, to paraphrase then candidate Joseph Biden’s critique of former New York Mayor Rudy Guiliani, the framing of so much of the global political debate about terrorism, and national security references as simply 9/11 accompanied by a noun and a verb. Finally, the article examines the consequences of this framing for not only our understanding of terrorism, but also our understanding of terrorism and violence within the current global system.  相似文献

Federalism is often presented through metaphors, but little is known about the impact of such metaphors. Two experiments were conducted in Belgium presenting federalism as Tetris – with control and treatment groups – in order to grasp the influence of this metaphor. The first experiment reveals that being exposed to text with the Tetris metaphor influences respondents’ representations of federalism towards a more institutional representation and towards more regional autonomy. The second experiment confirms the importance of the text, and more specifically of the metaphor, if political knowledge is taken into account. Respondents with a lower level of political knowledge are those who are influenced by the metaphor, whereas respondents with a higher level are not. Therefore, framing the future of Belgian federalism using the metaphor of Tetris does matter: it affects both individuals’ representations of the federalization process and, consequently, their preferences vis-à-vis the institutional future of the country.  相似文献

This article examines how media framed the deadly stampede that killed several dozen people gathered to celebrate a festival in Ethiopia. News articles published by 14 national media (N=21) and 116 international media (N=117) on October 2 and 3, 2016 were collected and comparative content analysis was carried out between April and May 2017. Conflict, attribution of responsibility and political consequences frames dominated the coverage. The differences observed in the use of conflict, responsibility and morality frames by national and international media were statistically significant. The differences in the appearance of political consequences and human-interest frames in national and international media were not statistically significant. In terms of coverage pattern, the themes of headlines of almost all the news articles published on the first day after the incident focused on deaths of people whereas the second day headlines diverged to deaths, mourning, unrest that followed, and other issues as the media found additional facts to organise strong and compelling frames to influence the audience. Based on the findings, this article generalises that national and international media cover the same disaster from different perspectives—national media promote national interest whereas international media emphasise conflict.  相似文献

Al Qaeda leaders have consistently praised the Chechen insurgents as an exemplary front of global jihad. Ayman al-Zawahiri recently applauded the steadfastness of the Chechen rebels and indicated that their resolve for jihad is worthy of emulation. Ever since the world found out about a war going on in the Muslim republic in the North Caucasus, Al Qaeda leadership has attempted to represent the Chechen struggle as one of its own battlefields. In turn, the Russian government has tried to justify its policies in the North Caucasus through demonstrating to the world that the Kremlin is fighting nothing less than Osama bin Laden’s agents in Chechnya. The North Caucasus insurgents in turn have embraced some of Al Qaeda’s narratives. While such narratives have proliferated, the factual evidence to show the direct links between the North Caucasus insurgents and Al Qaeda is still lacking. The article examines how terrorist groups such as Al Qaeda use framing for strategic ends. The evidence discussed here suggests that Al Qaeda, the North Caucasus insurgents, and the Russian government have adopted similar narratives. However, the lack of evidence to back up such narratives indicates the differences in reasons driving the convergence of the narratives.  相似文献

International relations (IR) studies on humanitarian intervention have debated both the nature and strength of intervention norms. This article contributes to this debate by exploring under what conditions individuals are willing to support military humanitarian intervention (MHI) and the psychological factors that influence whether, and the degree to which individuals support MHI. Taking a psychological approach, we hypothesized that individuals’ decision to support MHI is influenced by in-group favoritism and emotional responses to in-group suffering. We tested our theory with two experiments, each of which recruited roughly 200 American participants. Both experiments centered on the ongoing Syrian civil war and assessed Americans’ willingness to support intervention to protect different civilian groups. The results suggested that support for intervention was widespread, but not a majority view in most cases. The findings also suggested that participants exhibited slightly higher rates of support for intervention when those suffering were Christian, as opposed to Muslim. Furthermore, we found that the dynamics of support for intervention changed when chemical weapons were introduced into the scenario, which reframed the the crisis as a national security issue. Overall, our results suggest that individuals’ decisions to act upon norms can be influenced by the context of a crisis and individual level psychological factors, which have been under explored in IR scholarship on norms.  相似文献

We review contemporary research at the intersection of political communication and foreign policy, highlighting four themes: 1) new, more realistic and psychologically-nuanced approaches that account for limited information and issue framing; 2) the question of whether the flow of communication between the state and the public is best conceived as a closed system, or one that is open to outside influences such as foreign elites; 3) how variations in political or governmental structures, patterns of media access or ownership, and other institutional factors can alter the relationships between foreign policy and communication processes; and 4) whether or not it is useful to distinguish between foreign and domestic policymaking when analyzing the role of political communication. We also suggest avenues for further research in each section and conclude by summarizing these opportunities for continued theoretical development.  相似文献

This paper underlines the relevance of ambiguity theory to understand the persistence of frames of agents and their audience with regard to ‘self,’ ‘other’ and the ‘land’ in a protracted conflict such as Cyprus. It examines the case study of Cyprus from the signing of the Agreements on Cyprus (1959), through the Turkish intervention (1974) and until the Akinci election (2015). The paper shows how peace agreements may impose ways of looking that endure the ups and downs of social adaptation after the signing of peace agreements. These frames go on to constitute archetypes against which other frames are ordered or evaluated. Moreover, the paper shows that despite worthy suggestions to create cross-cutting linkages among the Greek and the Turkish Cypriot communities, coexistence necessitates understanding how groups are likely to frame the available options and respond to ambiguity.  相似文献
