In the run-up to the elections of 18 September 2016, suggestions were made that a change in the rules for electing the State Duma (a return to a mixed majority-proportional system) would affect the qualitative composition of the deputy corps.1 Today, a year since the Duma campaign, we already have sufficient information to move from hypothetical arguments to a specific study not only of the composition, but also the style of work of the new parliament.Existing data allow us to say that two different tendencies exist in the Duma. One of them is connected with the change in the composition of the deputy corps, caused by the addition of a majority component, which has influenced the principles of selecting candidates, and by a number of other causes—from the assumption of a low turn-out to the emergence of new bans and restrictions in legislation. Another involves the change in style of work of the lower chamber of the Federal Assembly. Besides efforts directly toward reducing scandalous behavior and overcoming the reputation of a “maniacal printer,” this concerns attempts by the leadership of the Duma in general and individual parliamentary groups to regulate and centralize the lawmaking process as much as possible. If the first tendency involves increasing political independence of deputies (as a consequence of the increase of the importance of their personal qualities at elections), the second means an even greater reduction of their influence on decisions taken by the Duma. AbstractFiji’s 2014 election was its first in eight years, first under the 2013 constitution, and first using a common roll of electors with proportional representation. In the new parliament of 50 seats, the coup leader of 2006, Frank Bainimarama, emerged triumphant. His FijiFirst Party won 32 seats, with the Social Democratic Liberal Party, a successor party to earlier indigenous Fijian parties, winning 15 and the National Federation Party three. The election of the new parliament marked the end of Fiji’s longest period under a military government since independence. How should the significance of these elections be judged in the context of Fiji’s history? Do they represent the breakthrough to democratic stability that so many Fiji citizens have wanted for so long? This article investigates the factors that drive governments to pay attention to gender equality issues and place them upon executive agendas. In line with studies of the dynamics of issue attention, which demonstrate the importance of investigating variability in the attention policy makers give to issue demands across policy domains, this article argues that policy issues related to gender equality are multidimensional and patterns in executive attention vary across the different types of gender issues. Multidimensionality of gender equality issues reflects different dynamics in agenda‐setting as different issues invoke contrasting constellations of political representation, institutional friction and veto points. To investigate this variation, this article proposes a twofold distinction between class‐based and status‐based gender equality issues and assesses the validity of three sets of explanations for when gender issues succeed in reaching executive agendas: women in politics, party ideology and economic performance. Drawing on governmental attention datasets from the Comparative Agendas Project, a systematic comparative quantitative analysis of the determinants of gender equality issue attention in five Western European countries is conducted. The main findings confirm that the mechanisms through which different types of gender equality issues gain executive attention differ according to the kind of the gender equality demand. Costly class‐based gender equality issues are more likely to receive executive attention when the economy is performing well, when there is a strong presence of Social Democrats and when there is a high proportion of female MPs. In contrast, economic performance, party politics and women's parliamentary presence do not seem to exert any impact on status‐based issues. Instead, critical actors in the government seem to be the strongest driver for attention over this second type of gender equality issue. This study contributes a gendered dimension to the policy agendas scholarship, adding theoretical and empirical depth to the understanding of how non‐core issues secure their place on full governmental agendas. By focusing on how to secure governmental attention for gender equality issues, the article makes a major contribution to understanding the initial genesis of gender equality policies. 相似文献

Drawing on an original dataset covering more than 100 political parties in over 20 European Union Member States, this article analyses how political recruitment procedures affect the proportion of women nominated on party lists in the context of the 2009 European Parliament elections. The findings show that the inclusiveness of the selectorates in the early stage of candidate selection processes is a key determinant of the representativeness of lists regarding their gender composition. Moreover, it is found that neither territorial centralisation nor the inclusiveness of the selectorate in the later stage of candidate selection play a significant role. The key to the puzzle, therefore, lies in the composition of the initial pool of potential candidates and those who make initial nominations. 相似文献

This article argues that we should take more seriously the role of intermediaries in relationships between states and citizens in the global south. More specifically it holds that the practice of mediation, the third party representation of citizens to states and vice versa, is a widespread and important political practice in this context. Largely distinct from the contentious politics and popular mobilisation of social movements, mediation is more a politics of negotiation and bargaining by representatives. Developed as an emergent analysis from multiple case studies, mediation is a broad concept that includes practices that at other times might be described as lobbying, clientelism and coercion, but that we conceptualise in terms of claiming legitimacy to speak for the poor and marginalised, and theorise in terms of a democratic deficit between formal political institutions and these groups. In addition to identifying different kinds of mediators, the article categorises mediation in terms of the orientation and nature of various mediatory practices. Lastly, the article identifies at least three explanations for mediation including the endurance of pre-democratic political relations and practices, new forms of social exclusion in post-colonial democracies and the erosion of state authority brought about by neo-liberal policies and globalisation. 相似文献

Villages in China are, according to recent law, “self-governed” by villager committees, whose members are elected by villagers and held accountable to villagers and villager representative assemblies. Previous studies have focused on the institutions of self-government, assuming that, if unimpeded, they will enhance both direct villager participation in governance and the representation of villager interests. In contrast, this article focuses on local understandings and ideals about political roles and relationships, as constructed through everyday political claims and practices. The article draws on qualitative research in four villages in Yunnan, southwest China. In these villages, neither cadres nor villagers used the word “represent” to characterise the role of members of village government. Furthermore, villagers could not explain what villager representatives do or what “representative” in the title “villager representative” means. This leads us to ask: How do village residents conceive the responsibilities of villager representatives and cadres? Is the lack of reference to “representation” merely a linguistic issue, or do they have a different conception of villager-cadre and villager-representative relationships? In addressing these questions, this article aims to enrich our understanding of village self-government in China and contribute to theorising about political representation. 相似文献

AbstractThis paper analyses which districts are targeted by Spanish political parties in their electoral campaigns. We find that the major Spanish parties - PP and PSOE - mobilise districts where they are more likely to win a new seat or are in danger of losing one they already hold. The predicted closeness of the district race is more relevant in the smallest districts. We also find that Spanish parties mobilise their strongholds. We suggest that, apart from the pure office-seeking strategies, political finance motivations might also play a role in the mobilisation choices made by Spanish party elites. 相似文献

This article seeks to explore how the BBC made sense of the al-Qaeda phenomenon in its flagship “News at Ten” bulletin during the aftermath of the September 11th 2001 attacks. Using Critical Multimodal Discourse Analysis, it shows how the BBC’s representations function as a dynamic and continually shifting site upon which a range of fears, identities, discourses and forms of knowledge and power struggle and contend, and through which a number of different “al-Qaedas” manifest themselves. In particular, three shifting modes of visual and verbal representation are identified within the BBC’s coverage which each correspond to a separate understanding of al-Qaeda: the “Islamic” mode, the “Personalised” mode and the “Elusive” mode. These representations both draw upon and challenge the dominant discourses surrounding Islam, non-state terrorism and the identities of terrorist suspects, providing audiences with a variety of often conflicting ways of seeing and speaking about this entity. As such, the article provides insight into the complex nature of the BBC’s representations of al-Qaeda during its coverage of the September 11th 2001 attacks, and shows how such complexity serves, albeit inadvertently, to legitimise the far-reaching counterterrorism policies that were enacted in the aftermath of these attacks. 相似文献

A longstanding but contested hypothesis in political science suggests that proportional (rather than majoritarian) electoral systems tend to increase the share of legislative seats held by women. While scholars have used a variety of empirical methodologies to test this hypothesis, they have mostly neglected legislatures where different parts of the country use different electoral systems. This note looks at women’s election to the longest-established legislative body using such a mixed electoral system: the upper house of the French parliament, the Sénat, where high-population constituencies use proportional elections but low-population constituencies use a majoritarian system. Among elections to the Sénat from 1959 to 2014, regression estimates indicate that women’s share of seats is approximately 10 percentage points higher in proportionally allocated elections, all else being equal. This finding both contributes to the literature linking gender to electoral systems and shows the potential value of considering understudied institutions. 相似文献
