‘From objects to subjects: the museumification of Blackness in Mexico’*

ABSTRACT

The performative role of the museum as a ‘historical map’ has long served to construct strategic cartographies of identity and community. In addition, the nature of the relational experiences within museum spaces, places these histories and cartographies in a contact zone, in which structures of power and agency influence the locus of enunciation through which subjecthood and objecthood are derived. This essay examines the influential role of museums in Mexico in imaging, framing, and performing strategic configurations of mexicanidad. Particularly, I interrogate how museums have historically muted and made invisible the representation of Mexicans of African descent.Then, I analyze two important regional museums and theorize how they present a transition from objecthood to subjecthood, in which Afro-Mexican knowledge and consciousness is reified to configure an alternative mapping of African heritage within the space of museums and within constructions of racial formations and narratives of being and belonging in Mexico.     

Are they listening? Public opinion,interest groups and government responsiveness

What is the role of interest groups in the transmission of issues between the public and government policy? While government responsiveness to voters has received widespread scholarly attention, little is known about the role of interest groups in the transmission of public opinion to government. It is argued here that interest groups importantly influence government responsiveness to public opinion, but that the effect varies by type of interest group: while cause groups increase the responsiveness of governments to their electorate, sectional groups decrease government responsiveness. Drawing on a new and unique dataset, this article examines the relationship between public opinion, interest groups and government expenditure across 13 policy areas in Germany from 1986 until 2012 and shows that interest groups indeed have a differential effect on the responsiveness of governments. The article’s findings have important implications for understanding political representation and the largely overlooked relationship between public opinion, interest groups and government policy.     

Scripted Messengers: How Party Discipline and Branding Turn Election Candidates and Legislators into Brand Ambassadors

Political parties with strict party discipline are well-placed to demand that their election candidates and legislators promote the party brand. The franchise-franchisee relationship causes representatives to relinquish individual expression in exchange for centralized party messaging. This article looks at how a strategic desire for party unity combines with internal brand management to turn lower-ranking politicians in a parliamentary system into party brand ambassadors. Our Canadian case study draws on in-depth interviews with party leaders, Members of Parliament, political staff, candidates for office and prospective candidates. The implications for representative democracy in a Westminster system are considered, including the representational constraints for racial and sexual minorities.     

The arc and the zip: Deleuze and lyotard on art

Lyotard and Deleuze made extensive use of modern art to mount a critique of representation as part of their attack on the enlightenment subject. Art breaks out of received rules, conventions, forms, and cliches and is an instance of ethical if not revolutionary activity. Lyotard first developed these ideas through the concept of the Figure, which Deleuze later adopted. Figure is the desire or force that transgresses and deforms the good form of mimetic representation. Using Cezanne and Francis Bacon as paradigmatic examples, they argue that art creates new feelings and desires (Lyotard) or intensities and sensations (Deleuze). For Deleuze this is the model of ethical behavior -- the creation of new, productive forms of life free from the negativity of judgment. While Lyotard and Deleuze started from a common point, Lyotard changed his position in his later work on the sublime. Rather than positing a subject of purely affirmative desire and ideally free of the limitations of judgment, he posited a subject seized by and limited by the law. The subject is by nature divided: always already seized by and hostage to an Other, an unrepresentable excess or remainder. He is under an obligation to recollect and respond to the Other by bearing witness to it. The sublime experience of seizure by the law is exemplified in the paintings of Barnett Newman. While Deleuze would have done with judgment, Lyotard can never have done with it.     

普京的俄罗斯石油战略及我国应采取的对策

随着经济的高速发展,我国的石油需求快速增长,2003年,我国已经成为世界上仅次于美国的第二大石油消费国和仅次于美日的第三大石油进口国,石油短缺成为我国未来时期能源安全的主要矛盾。中俄两国石油合作互补性强,俄罗斯石油的总储量约为200亿吨,而我国从俄罗斯和中亚的进口只占7.5%[1]。两国石油合作具有广阔前景,但也存在许多波折和问题。通过对普京两任总统期间的石油战略分析,可以对中俄石油合作的前景进行理性的预测,以便采取切实可行的合作对策。     

试论写作思维中的表象

表象是指头脑中所保持的客观事物的映象。写作思维过程有赖于表象的参与,表象是思维活动的基础。写作思维中形象思维的过程,正是不断对形象信念所传递的客观事物的表象进行加工,集中概括,分析组合,从而创造新形象的过程。因为文学作品是社会生活的反映,而生活是创作的源泉,所以,积累生活表象是提高写作能力的必要途径,要提高写作者感知和积累表象的能力。     

Parliament,printed petitions and the political imaginary in seventeenth-century England

ABSTRACT

Building on recent scholarship relating to the emergence of printed petitions in Britain in the seventeenth century, this article concentrates on those printed petitions that were designed for more or less discreet or limited circulation in order to lobby parliament. It draws on two collections of such material gathered by the MPs Bulstrode Whitelocke (in the 1650s) and Sir Michael Wentworth (in the 1680s and 1690s). Because print facilitated novel ways of engaging with parliament – not least as problems went unresolved and cases dragged on – printed petitions provide a useful window into the aspirations and frustrations of supplicants, and indeed into their political thinking, however rudimentary this may have been. In tracing what might be called the ‘political imaginary’ of contemporary petitioners, this study recovers evidence of radicalization, but also suggests that the art of petitioning could involve the deliberate avoidance of ideological issues that nevertheless underpinned specific interventions.     

犯罪嫌疑人、被告人自报身份虚假陈述问题研究——以东部G省为视角的实证分析

犯罪嫌疑人、被告人自报身份虚假陈述现象在沿海发达地区已经十分突出,给司法机关履行法律职责带来极大困难。解决这一问题应该从加强户籍身份管理入手,完善司法机关之间的协作机制;另外,在法律层面上应及早明确自报身份虚假陈述的法律责任,同时制定相关的纠错程序及救济措施。
