Élites gubernamentales en tres entidades federales de México (2000-2012) Un análisis estructural

This article aims at analyzing the profile and the social structure resulting from the career itineraries of governmental elites in the states of Guanajuato, the State of Mexico, and Mexico City during the 2000-2012 period. The author applies a mixed method combining the conventional sociological analysis with a network approach. The study observes in the first place the relevance of the local space for the creation and development of elites. Secondly, it identifies the regularities and divergences in the elite recruitment and development processes in the three states under study. Finally, the analysis reveals that instability in employment may be simultaneously construed as uncertainty and an asset since it allows the local elites to gather a considerable political and social capital.

面对网络信息权利的兴起、政府舆论引导力不足、信息公开力度不够导致网络信息权利滥用的现象,政府应该采取有效措施,实现网络信息权利与信息义务的平衡,实现网络信息资源、信息技术和政府引导机制的有效整合,消除信息鸿沟,保障信息权利的公平公开。     

县政改革:中国改革下一步的关键点

县政改革已经成为学术和媒介场域的公共话语。本文从话语分析的视角,考察了县政改革话语的由来以及学术场域关于县政改革的话语生产的逻辑。在此基础上,通过对近几年现实层面县域群体性事件所暴露的县域治理危机以及县域治理实践的分析,提出县域治理改革是中国改革下一步的关键点,而官民关系的重构是县政改革的核心。     

论中国公司代表人制度的改革——以两大法系比较研究为视角

我国现行的公司法定代表人制度具有法定唯一性,体现了非常强的法律干预特征,实践中给公司经营带来了不便,同时产生了多方面的负面效果.考察两大法系主要国家的公司代表人制度可以发现,公司自治是各国代表人制度的基本原则,同时辅以必要的法律干预.我国的公司代表人制度存在诸多缺陷,应在公司代表人的产生、代表人模式等方面增强公司自治,另外严格代表人的责任,明确特别关系中的公司代表人,从多方面全面改革法定代表人制度.

战略性新兴产业成为金融危机之后全球新一轮经济增长的重点,发展战略性新兴产业是我国立足当前现实,保增长调结构的必然选择,也是着眼长远发展的重大战略选择。政府作为在战略性新兴产业发展中意义重大,借鉴波特钻石模型理论,我国政府在战略性新兴产业培育与发展中积极作为主要着力点有创造并提升生产要素、刺激并扩大国内市场需求、发展并完善相关产业和支持性产业、激发并维护企业战略和同业竞争,针对不同产业不同地区产业发展状况,找准着力点,探讨政府作为路径,将有利于战略性新兴产业的持续健康发展。     

Coombs’ Bastard Child: The Troubled Life of CDEP

In the mid 1970s HC Coombs was a major promoter of the idea behind the CDEP scheme: that rather than pay lots of Aboriginal people in remote areas unemployment benefits it would be more constructive for them to be employed part‐time by local Indigenous organisations to undertake socially useful tasks. From this simple idea was born one of the most significant and, in time, one of the largest Indigenous‐specific programs Australia has seen, the Community Development Employment Projects scheme. The birth was not easy and neither has been the subsequent life of what I have called, with great licence, Coombs’ bastard child.     

Oligarchy,Anarchy, and Social Justice

This article attempts to identify the problems associated with democratic organizations, and institutions. The issue of democratic, self-governing organizations, and institutions being transformed into oligarchies is addressed. Thus, the question of democratic rule being undermined by elites and their attempts to co-opt democratic organizations, specifically government, is assessed. In order to mitigate elite interests within organizations, anarchist social justice is considered (paradoxically) as a means to revitalize and transform democratic government.

市场经济的建立和完善,迫切需要政府职能发生根本性转变。公共财政是与市场经济相适应的一种财政模式,它固有的特征、体系结构、运行方式及其机制将在某种程度上推进这一转变的进程。     

电子政府与行政管理变革

电子政府的建立是政府管理方式的革命，它不仅意味着要通过网络去处理属于其管辖范围内的一部分公共管理事务，更意味着政府行政管理要进一步地公开和透明。在加入WTO后，实行电子政务，建立电子政府，有利于政府行政管理职能的进一步转变。
