中国移民制度的体系化考察

移民既是个人自我迁徙权利的一种行使,也是影响现代国家国际竞争力的重要因素。移民制度对于移民活动的进行具有重要影响,是移民的流动与遴选的重要机制。而要对我国的移民制度有一个总体的认识和清晰的把握,对移民法律制度进行历史追溯是一条有效的研究路径。历史考察有助于认识我国移民法律制度的发展脉络和历史惯性,辩证地看待和理解我国当下的移民法律制度,从而分析其未来发展方向。

对性取向、女性的自由与权利、男性的性别困境与焦虑以及两性之间关系的探讨是拜厄特小说中非常值得研究的一部分。在关注每个个体在不同历史时期所面临的性别问题的同时,拜厄特实现了对英国社会历史变迁的忠实记载。     

Kantian cosmopolitanism and its limits

The cosmopolitanism of the European Enlightenment was mostly a limited matter of a Eurocentric anti-nationalism promoting the ideal of Europe as an harmonious system of balancing states. Against this background, Kant’s cosmopolitan vision stands out as more inclusive because, far from restricting its concerns to Europe, it proposes to bring all of humanity together by locating its different sections in a developmental framework that runs from the most primitive of human conditions to the fullest development of Man’s moral and intellectual capacities. Like the developmental schema posited by Voltaire and the Scottish Enlightenment, this vision locates most of humanity at some distance behind Western Europe. It produces the appearance of a cosmopolitan inclusiveness by means of an equally cosmopolitan differentiation.     

THE PREDICTIVE VALUE OF CRIMINAL BACKGROUND CHECKS: DO AGE AND CRIMINAL HISTORY AFFECT TIME TO REDEMPTION?*

Criminal record checks are being used increasingly by decision makers to predict future unwanted behaviors. A central question these decision makers face is how much time it takes before offenders can be considered “redeemed” and resemble nonoffenders in terms of the probability of offending. Building on a small literature addressing this topic for youthful, first‐time offenders, the current article asks whether this period differs across the age of last conviction and the total number of prior convictions. Using long‐term longitudinal data on a Dutch conviction cohort, we find that young novice offenders are redeemed after approximately 10 years of remaining crime free. For older offenders, the redemption period is considerably shorter. Offenders with extensive criminal histories, however, either never resemble their nonconvicted counterparts or only do so after a crime‐free period of more than 20 years. Practical and theoretical implications of these findings are discussed.     

台湾日据时期现代文学期刊：对抗与规训的纠葛

在日据时期台湾现代文学的发展过程中,文学期刊为台湾作家提供了发表园地,对台湾文学的发展起到了重要的推动作用。媒体是文学的外围,是文学传播的重要环节,可以将其作为日据时期台湾现代文学的文化背景来解读。在此时期,进步媒体传播民主理念和思想,成为民主启蒙运动的载体。同时也有一些对殖民当局进行协力的文学期刊社团存在。日据时期台湾文学反殖民和追求社会进步的历程,在某种意义上可以说是媒体角力与媒体抗争史。     

Digital thombos: A new source for 18th century Sri Lankan family history. Research note

The Sri Lanka National Archives (SLNA) in Colombo preserve under the names of head thombo and land thombo several hundreds of eighteenth-century registers on family composition and landownership. At the time of their compilation by the Dutch East India Company or VOC the thombos suited a general administrative purpose; currently they are used only in genealogical research and in court cases concerning land disputes. Demographic, family and colonial history, however, can profit considerably from this neglected source. In the following we describe a project to digitize the registers of the Colombo province, and we discuss and evaluate the variables in the database by focusing on the family groups of a relatively small district.     

选举权观念的变迁——以选举权之性质为中心的考察

在人类漫长的民主历史中,对于选举权性质的认识,也有个变迁的过程,其间充斥着广泛而又激烈的争论,深刻地影响了人类社会的历史。关于选举权的性质,主要出现过以下六种观念和理论：公民属性论、特权论、个人权利论、公务论、权利兼公务论和阶级论。这些观念和理论流行于不同的时代,与当时社会背景有着紧密的关系,并对当前实践产生了不同程度的影响。     

苏联剧变的经济体制改革失败原因及启示

我国对苏联经济体制的研究一直较为重视。当前,我国的改革又进入了一个崭新的新阶段,要解决的问题甚多。在此背景下回顾苏联经济体制改革的历史进程,总结其经验教训,提出一些值得思考的问题,具有十分重要的意义。本文论述的问题有：对苏联剧变根本原因的看法;苏联经济体制形成的原因;历次改革失败产生的严重后果;改革的历史进程;对中国的启示。     

Photographing Handsworth: photography,meaning and identity in a British inner city

ABSTRACT

‘If you say “Handsworth”’, the novelist Salman Rushdie remarked in 1986, ‘what do you see? Most people would see fire, riots, looted shops … and helmeted cops … a front page story.’ In the 1980s, ‘front page’ images of violence and disorder had come to define areas of black settlement such as Handsworth. However, for both Stuart Hall and Paul Gilroy, photography has the potential of unearthing alternative histories of black people in Britain. Connell explores how this might work in practice by taking Handsworth, an inner-city area of Birmingham, as its case study. Following the Handsworth riots in 1985, a photograph of the ‘black bomber’ appeared on the front page of every national tabloid newspaper, and Handsworth became conceptualized by the media as ‘Frontline Britain’. At the same time, there are numerous examples of photographs from within Handsworth that attempt to present a different view of the community: images taken at high-street portraiture studios, community photography projects and the documentary work of the professional photographers Vanley Burke and Pogus Caesar. What such images offer the historian, it will be shown, is not clear cut. Photographs from within Handsworth are suggestive of possible themes in any alternative history of race in Britain, particularly in their emphasis on everyday life. However, Connell shows that it is also necessary to understand what is often the unacknowledged politics behind these images, something that makes them—in differing ways—as problematic as the stereotypical narratives presented on the front pages of tabloid newspapers.
