Contemporary public discussion of and policy formation with respect to higher education pay scant attention to the history and structure of the modern university. In part this is forgivable, since educational historians deal almost exclusively with schooling to the neglect of any wider assessment of formal education within the public sphere. Nonetheless, personal ‘experience’, much less sheer prejudice, is no substitute for an understanding of ‘higher learning’. This review essay considers the outline history provided by Robert Stevens’ From University to Uni and suggests that we are now entering an era of a ‘postmodern’ university whose purposes are both incoherent and implausible.     

The absence of a home curriculum in post-apartheid education in South Africa

Abstract

While it is important that education be relevant to the context of students, education systems struggle to introduce curricula that relate to the context of students. In South Africa the national curriculum, which is outcomes based, attempts to address the local context of students by introducing critical outcomes restricted to learning areas, and guide classroom methodology, the selection of content and the motivations for teaching and learning. In this article I argue that due to centralisation and bureaucratisation, the national curriculum does not sufficiently address the context of students. In the analysis, I discuss critical aspects of the curriculum development process, and argue that in order to address the local context, the home curriculum must be introduced in schools. In this way the education system will be striving for the Africanisation of education.     

Freedom of choice,gender equality,or employment promotion? Finnish party positions on childcare in the light of election manifestos 2015

The principle of freedom of choice in childcare matters has been a central element of Finnish family policy since the 1980s and is something that makes the country unique in an international comparison. One the one hand, this principle has been manifested as a legislated right for parents, notably mothers, to choose paid work supported by the use of public childcare. On the other hand, it has also given parents with children under three the right to stay at home with their children and to receive a child home care allowance during this period. This dualism has been widely popular among parents and has also been seen by most leading parties as something that is good for families. However, since the outbreak of the international financial crisis, this system has faced increasing criticism from some experts and politicians, which has made the principle of freedom of choice, and especially the child home care allowance/leave, susceptible to renegotiation. This article investigates how the principle of freedom of choice was politicized by eight leading parties during the Finnish parliamentary election campaign in 2015, through an analysis of election manifestos. First, we analyse to what extent this principle was politicized, and by whom. Secondly, we study how the principle was framed. The findings show that the principle of freedom of choice was a rather politicized topic, creating a cleavage between conservative and leftist/liberal parties. Moreover, they indicate a renegotiation of this principle in favour of higher parental employment promotion and gender equality.

世界性的政府改革浪潮与公共教育重建运动——国外公立学校改革背景探讨

教育的发展不仅取决于经济和技术的投入,还与基本的制度环境以及在这种制度环境中的政府作用发挥有关。近年来许多国家都在对政府职能进行检讨和反思,试图打破对政府的盲信,建立适应后工业社会和信息时代的后科层制行政模式,这一改革已成为全球性的现象,并形成了不同取向的改革思潮和改革模式。世界范围内发生的公共教育重建运动可以看成是上述政府职能改革的直接反映。这场运动强调学校自主权和家长、学生的选择权,试图通过某种市场化、民营化的形式,来打破公共教育的政府垄断,最终改善公共教育的绩效。

Wives are Told: Don't Blame the Bank, Sue Your Solicitor: Royal Bank of Scotland v. Etridge (No. 2) and other appeals [1998] 4 All E.R. 705

This case note considers the Court of Appeal decision in Royal Bank of Scotland v. Etridge (No. 2) and other appeals [1998] 4 All E.R. 705. It concerns the familiar scenario of a wife jointly mortgaging (or providing a guarantee for a mortgage of) the family home in order to secure financial support for a business run by her husband. The House of Lords decision in Barclays Bank v O'Brien [1994] A.C. 180 has given rise to a range of litigation in this area, and the spotlight has now moved from the banks to an examination of the quality of advice given by solicitors. The banks have heeded the warnings in O'Brien and now insist that wives are told to obtain independent legal advice. It will be seen that, following Etridge, if the bank tells the solicitor to give the wife legal advice upon undertaking the transaction, that will be sufficient to protect the bank, notwithstanding that the advice was either inadequate or even not actually given. The onus to ensure that proper advice is given is shifted squarely on to the solicitor. The note concludes that the decision is indicative of the shift of judicial opinion against wives seeking to avoid charges over matrimonial homes and in favour of banks. Narratives of the Past and Present: Young Refugees' Construction of a Family Identity in Exile

Little attention has been given to the ‘refugee experience’of children who follow their parents in escaping violence. Thisstudy examines how the experiences of violence become importantevents in the lives of a group of young refugees who were bornin the Middle East, but escaped with their parents to Denmarkten years ago. On the basis of a narrative analysis the studyshows that the adolescents' experience of being a refugee isgreatly influenced by the stories of the past narrated aboutthe family, and the internal relations and conflicts withinthe families. Adolescent refugees who have grown up with violencein their family relations experience greater difficulties increating new homes in exile than adolescents whose memoriesof violence are connected with a narrative of the historicalpersecution and suffering of their family and people.

千家洞是瑶族极重要的祖居圣地之一,在瑶族历史上和民族意识上占据着极其重要的地位,千家洞的传说故事对瑶族后裔的影响极为深刻。瑶族千家洞的实际存在已经获得学界的一致认同。瑶族＂千家洞文化＂是广义的文化,其内容范畴应该涵盖：瑶人在千家洞居住、生活并建设千家洞所创造的物质文化和精神文化的总和。＂千家洞文化＂的影响跨越时空,上下千百年,纵横世界各地。     

基于个案的公民社会指数分析及其行动策略探讨——以广州市D街道S老人院为研究对象

以调整后的公民社会指数(CSI)为分析工具,围绕结构、资源、环境和影响四个维度,对民办非企业单位——广州市D街道S老人院开展居家养老活动进行了微观个案分析,目的是把握研究对象的资源来源、生存处境、与外界的关系、实际发挥的影响力等方面的真实状况。研究表明,S老人院和社会资源的互动不足,与政府部门则形成了民主型合作治理特征的合作关系,S老人院应加强与外部组织间的社会网络建构,获得更多的社会资源,同时要加强与政府的合作深度。
