ABSTRACTThe United States continues to be defined by racial concentration, where most racial/ethnic groups live apart from each other. For homeownership, neighborhoods with large proportions of racial minorities are often linked to negative outcomes for minority homeowners; this was particularly the case during the Great Recession. However, middle and upper income ethnic neighborhoods, or resurgent neighborhoods, have grown in numbers because of a concentration of immigrants, federal policies favoring professionals, ethnic-specific resources, and affluence. In 2007, about 37% of Los Angeles, California, Latino tracts were resurgent and 53% of Asian tracts were resurgent. This study finds that homeowners in resurgent neighborhoods had lower default/foreclosure rates and predicted probabilities than those in low-income neighborhoods. Asian resurgent neighborhoods had the lowest predicted probabilities of default or foreclosure, followed by Latino resurgent and White middle-class neighborhoods. There were also discrepancies among Asian neighborhoods based on nativity. Consequently, it is important to recognize that minority neighborhoods are heterogeneous, with differing impacts on homeownership opportunities when examined by class. 相似文献

Discussing new or recently reformed citizenship tests in the USA, Australia, and Canada, this article asks whether they amount to a restrictive turn of new world citizenship, similar to recent developments in Europe. I argue that elements of a restrictive turn are noticeable in Australia and Canada, but only at the level of political rhetoric, not of law and policy, which remain liberal and inclusive. Much like in Europe, the restrictive turn is tantamount to Muslims and Islam moving to the center of the integration debate. 相似文献

Preventive care and patients' health behaviors cah have dramatic impacts on the course of coronary heart disease (CHD). Although the importance of preventive care is accepted by most health care providers, studies consistently indicate that the delivery of these services is frequently inadequate. This article reviews the literature on the development of strategies to provide preventive care. Its aim is to shed light on potential methods for improving preventive service delivery to patients with CHD. The thesis is that through greater attention to the role of information technology and creative strategies for improving patient outreach, barriers that have been encountered in the provision of preventive care may be surmountable. In particular, recent advances involving computer systems to remind clinicians to perform preventive procedures and more aggressive telephone contact with patients between ambulatory care visits may improve the care of patients with CHD. Future work is needed to refine these strategies and to identify the types of CHD patients who are most likely to benefit from receiving them. 相似文献

AbstractThe governing Centre and Conservative parties played the ‘economy’ card – we’ve got Finland ‘back into shape’; the green parties, the Greens and Left Alliance, played the ‘climate change’ card, demanding action to go with the talk; the Social Democrats played the ‘caring’ card and the need for a Finland that cares for the elderly, the low-paid and young persons; the Finns Party in contrast played the ‘no one likes us, we don’t care’ card, seeking to exploit its pariah status for electoral gain. The adoption of a siege mentality strategy, designed to capitalise on its ostracised position, served to mobilise protest support and the Finns Party came within a whisker of beating the Social Democrats into second place. The Russian attitude towards the European Neighbourhood Policy constitutes a serious obstacle to the realisation of the Union's agenda in its neighbourhood. The Russian challenge takes three main forms: 1) with Russia not a part of the EU's overall approach involving the principle of conditionality, the Union's legitimacy and international actorness in general is in danger of being undermined; 2) Russia is increasingly starting to put forward its own model of operation, thus hampering the realisation of the Union's goals in the neighbourhood; 3) Russia is engaging in business activities that are in effect undoing the ENP's energy component. There are no easy fixes to these problems. What the Union must do is believe in its own values and visions: it is only by example that it can promote its ideals outside its institutional boundaries. 相似文献

AbstractThis article looks at an earlier episode in the history of the UK border security apparatus by examining how the immigration control system was used in the 1970s and 1980s to detect potential terrorists from the Middle East and North Africa. Using recently opened archival records, it shows that the UK government introduced a strict system of visa checks, interviews, and other measures to nearly all Middle Eastern and North African visitors to the UK to prevent the entry of suspected terrorist personnel. By using these highly arbitrary measures, it became the modus operandi of the UK authorities to treat all Middle Eastern and North Africans as potential terrorists until convinced otherwise. 相似文献

Abstract The 1965 Immigration and Nationality Act abolished quotas that favored European immigrants, and for the first time placed all countries on an equal footing. The law resulted in increased overall immigration, and altered the sources of immigrants to the U.S. Since 1970, New York City has absorbed 2.6 million immigrants, primarily from non-European sources, who have dramatically altered the City's racial/Hispanic mix. Using immigration and birth records, as well as data from decennial censuses, this paper examines immigration to New York and assesses the demographic impact of these flows on the City's population. Current immigrant flows have noticeably increased the ethnic diversity within the major race/Hispanic groups. This is largely due to increases in refugee flows, and to recent changes in immigration law that allow for “diversity” visas, which are aimed at countries that are under-represented in immigration flows to the U.S. Diversity immigration has provided New York with a continuing flow of new groups, most recently from Bangladesh, Mexico, Ghana, Nigeria, and Senegal, who have established enclaves in many of the City's neighborhoods. The increasing diversity poses serious challenges for social service and health care professionals, who need to devise new strategies to deal with the disparate socioeconomic backgrounds, cultures, and belief systems of new ethnic groups. This is especially important given that New York's ethnic mix will continue to be churned, especially by way of diversity immigration and refugee flows from all parts of the globe. 相似文献

Abstract Social Work's history is embedded in this profession's service and commitment to immigrant populations. This new century presents itself with a new mixture of immigrants who come to United States (U.S.) shores seeking a better life. The challenge to social workers is to be well-versed in social policy, human behavior, and practice realms related to serving these immigrants. Schools of social work must insure that curriculum reflects the needs and situations of this new mix of immigrants. One of the largest groups in this mix are those immigrants from Mexico. Of particular concern is the adaptation of Mexican and other Latino immigrants who come to this country without documentation. Social workers have an ethical responsibility to serve these clients in a culturally competent and informed manner. They must keep updated on immigration policy and entitlement or eligibility issues that mitigate these immigrants' ability to survive. 相似文献

Nicolas Sarkozy's presidency presented a mixed record on the issues of Muslim immigration and integration. On the one hand, his administration took novel and constructive steps to advance the integration of Muslim immigrants into French society, notably through the granting of unprecedented official recognition and institutional representation to Islam in the country. On the other, by placing the immigration issue at the centre of his 2012 re-election strategy, he overshadowed and undermined the effectiveness of these integrative policies. Given the country's worsening economic outlook and rising unemployment, immigration is therefore likely to remain as salient and difficult an issue under the new Hollande administration as it was under Sarkozy's. 相似文献
