Collaborative teaching is a widely used method of including and supporting students with disabilities to provide all students equal access to education. Yet, there is a dearth of research on its implementation and outcomes, and the few existing studies are limited to academic and testing outcomes. This study assesses the degree to which schools are implementing co-teaching practices and the relation between co-teaching and student psychosocial outcomes using a mixed method design. Data from 12 schools, which included 16 school leaders and staff, 13 teachers, and 56 students with disabilities, were examined. Schools achieved 0–75% of the co-teaching best-practices criteria, with the majority achieving 25%–50% of the criteria. Higher levels of teacher-reported co-teaching were related to higher levels of student-reported school belonging, school satisfaction, and self-efficacy for new experiences. The benefits and challenges of co-teaching, as well as implications for intervention and research are addressed.  相似文献

Statebuilding after conflict often entails liberal peacebuilding measures. The end of the UN mission in post‐conflict Timor‐Leste in December 2012 provides a unique opportunity to investigate statebuilding in practice. The liberal peacebuilding agenda has met with stiff academic resistance—mainly from the critical theorist camp—and is questioned as an appropriate measure of …statebuilding success. We deploy instead the good governance (GG) agenda as a hybrid local‐liberal guide. Drawing on field work, interviews, and secondary documents, we investigate what we see as four key, intertwined and overlapping aspects of GG: state capacity including the establishment of a state bureaucracy, participation and the engagement of civil society, institution building and rule of law, and corruption control and transparency. We note GG provides a useful policy heuristic, while abstract “one‐size‐fits‐all” liberal peacebuilding models, which avoid the complexities of machinery of government issues, the time taken to develop institutions, and historical and contextual environments of countries, are likely to face severe problems. New states may be dependent on external forces to maintain monopoly of violence. The reversibility and uncertainty of statebuilding and the decades‐long commitment needed by international agencies are noted. Copyright © 2014 John Wiley & Sons, Ltd.  相似文献

This article contributes to our understanding of whether democratic governance can be achieved in post-revolution Egypt. It explores the status of three key pillars of democratic governance in the context of the January 2011 People’s Revolution and subsequent political developments through August 2013: (1) inclusive participation, (2) responsive institutions, and (3) adherence to international practices and principles. Available evidence suggests that none of the democratic governance pillars has been realized so far as a result of political instability in Egypt. The article argues that the current political environment is not favorable to achieving democratic governance in Egypt.  相似文献

Abstract

In light of the quarrelling between advocates and critics of the liberal peacebuilding agenda, this article calls for the adoption of a ‘Popperian’ approach. This approach would be one that seeks to identify and address the greatest evils to fundamental liberal principles rather than undertaking swift and sweeping liberalization projects. Tolerance is therefore advocated in all matters that fall outside of this remit in order to temper the current zeal displayed by the liberal peacebuilding agenda. The article then considers how Popperian approaches and the ideal of tolerance were lacking in the case of peacebuilding in the security sector in Timor-Leste. In failing to ensure a clear separation of police and military forces that are apolitical, loyal to the state and professional in serving the liberal democratic polity, for example, international actors inadvertently allowed a ‘great evil’ to emerge. Rather than being distracted and diluted by a sweeping range of goals, international actors should seek to work from these fundamental concepts and be prepared to negotiate on less urgent matters.  相似文献

The social reintegration of ex-combatants is one of the most critical aspects of peacebuilding processes. However, contrary to economic reintegration in which it would be possible to set up some quantitative indicators in terms of accessing vocational training opportunities, employment and livelihoods income for the assessment of success, social reintegration is an intangible outcome. Therefore, what constitutes a successful social reintegration and how it could be assessed continues to be the challenge for both academics and practitioners. This article will undertake an investigation of the preliminary parameters of social reintegration at the macro, meso and micro levels in order to identify a set of indicators for programme assessment. A nuanced understanding of ex-combatant reintegration is expected to allow the development of context-based indicators according to the specific characteristics of that particular environment. The article also recommends the use of participatory research methods as they would be more appropriate for the measurement of social reintegration impact.  相似文献

Abstract

Building effective states is crucial to global stability and prosperity, but this priority has yet to be translated into a consistent approach embraced by a community of practice. Various factors have constrained the emergence of such a community, including a lack of consensus on the range of functions that states should perform. Peace agreements are implicitly exercises in statecraft but have not been systematically analysed as such. Systematic analysis of peace agreements reveals seven foci of statecraft. This analysis in turn reveals seven key building-blocks that peace agreements, as exercises in statecraft, must address in laying the foundations for a durable, inclusive political, social and economic order.  相似文献

Peacekeeping has grown in significance over the years within international relations, yet only a few analyses have applied the frameworks of international relations theory to the issues of peacekeeping. This paper begins with a view to broaden that analysis, and to look at three of the African countries that have contributed significant resources over the years to help restore peace on their continent: Nigeria, Ethiopia and Rwanda. The following article analyses these three countries (and not South Africa, which features a great deal already in the literature) from the point of view of their military capabilities, including sources of training and equipment, after assessing the motivations, challenges and opportunities of each to contribute to peacekeeping in Africa. From that basis, the article assesses the positive and negative impacts these militaries bring to the region's conflicts, as well as the impact of their troops for the sending nations. Lastly, the article assesses the concept of ‘African solutions to African problems’, and argues that this proposition, while worth pursuing, is not a realistic one for peacekeeping and peacebuilding efforts on the continent in the short term, mainly owing to funding and equipment restraints.  相似文献

The relationship between the choice of a government system, namely semi-presidentialism, and the performance of democracy is the subject of current debate. This article considers Elgie's proposal for a positive correlation between premier-presidential forms of semi-presidentialism and the success of democratic transitions, and discusses the way in which Timor-Leste fits the model as well as the need for a clear view of the incentive mechanisms at play. It further analyses the importance of “independent” presidents with “moderating powers” as a way of achieving inclusive governance and to facilitate democratic consolidation. Contrary to suppositions that attribute a tendency for president-parliamentary regimes to succumb to conflict between the main political actors, the case of Timor-Leste suggests that the definition of the president's role as a “moderator”, and the exercise of the function by “independent”, non-party personalities counteracts such inclinations with positive effects on democratic consolidation.  相似文献

Many contemporary conflicts are framed as antagonistic and difficult to resolve because of their zero-sum framing among the disputants. This article addresses the antagonism–agonism nexus and the political and contested nature of building peace. It has a three-fold aim: (1) to critically assess the interplay between constructive and destructive dynamics; (2) to analyse the circumstances under which conflict may move from antagonism to agonism; and (3) to advance the novel notion of agonistic peacebuilding. The Middle East Peace process is used as a critical case of intractable conflict to elucidate the enabling and restraining conditions for agonistic peacebuilding.  相似文献

The article explores the current stalemate in the Nagorny Karabakh conflict, and perspectives for conflict transformation. As the conflict has remained dormant for more than 20 years, the political systems of the countries engaged in the conflict have adjusted to the conflict situation. The conflict is often used by the political elites in order to legitimize their power, consolidate support, marginalize opponents, and neutralize democratizing pressures. Since the status quo serves the interests of the authorities, the ruling regimes do not have strong incentives to seek conflict resolution. In these conditions, conflict transformation approaches are considered a necessary means to deal with the conflict. Given that political elites have little incentive to implement such transformation, civil society actors come increasingly to the fore. Only through multitrack initiatives supported by civil society actors, we argue, can conflict transformation practices advance and subsequently bring peace to the region.  相似文献
