This article draws on ethnographic research with a K'iche' community development organisation in the rural department of Totonicapán to examine how neoliberal development policies in post-conflict Guatemala both enabled and problematised grassroots ethnic development strategies. Specifically, this study analyses efforts by the Cooperation for the Rural Development of the West (CDRO) to operationalise Maya culture as a tool for development through the pop (woven mat) methodology. This particular Maya development model was successful in its ability to appeal to both the international development industry and local community development goals. The article also examines, however, how the pop also became an important site of critique of neoliberal state reforms and class inequality within the community.  相似文献

Abstract

The role of local government has recently come under debate, in the context of state retrenchment, public sector cuts and the marketisation of welfare. Recent discussions have centred on local authorities as leaders, on enterprise and on democracy, but there has been little discussion of local authorities in relation to equalities issues and minority groups. This article examines the role of local government in relation to one minority grouping, Lesbian, Gay and Bisexual (LGB) people, drawing on empirical material gathered from 2007 to 2010 as part of a large Economic and Social Research Council research project. It describes the importance of equalities legislation and related implementation mechanisms in driving forward the LGB equalities agenda, explores aspects of welfare delivery to LGB people and addresses democratic processes. The article suggests that a collision of different forces is currently taking place: the legislation supports the protection of the LGB communities, but this support is undermined by the recession-related and ideologically driven public sector cuts. In addition, aggregate approaches to local democracy may override the interests of minority groups such as LGB people.  相似文献

Abstract

Various strategies are discussed for creating intergenerational research opportunities that support the rights of indigenous children and youth. These strategies were developed during an international workshop that brought together indigenous elders and youth from 20 nations to discuss a global intergenerational action plan. Specific workshop goals were to (a) explore traditional values and teachings that nurture children, and (b) identify ways in which the United Nations Convention on the Rights of the Child might support indigenous peoples in developing research and training initiatives for strengthening the rights of indigenous children. The workshop applied traditional methods of mediation and dispute management to discussions of key child-rights issues relevant to indigenous children. The plan of action developed in the workshop included specific strategies for community and national level research based on information provided by Indigenous elders, children, and youth. Issues appropriate for study by inter-generational researchers include those related to discrimination, health, child protection, and increased participation of children and youth in cultural traditions.  相似文献

According to national and international guidelines, schools should promote historical thinking and foster moral values. Scholars have debated, but not analysed in depth in practice, whether history education can and should hold a normative dimension. This study analyses current human rights education in two Swedish senior high school groups, in classes meant to promote what has been described as conflicting ideals of historical thinking and empathy as caring. Content analysis of students’ exam essays shows intertwined relationships between critical thinking and judgements. The results also highlight how students care that people are treated unjustly; can identify different perspectives; link the past to the present and the future; and use corroboration of information to get the best grade. This analysis shows that the students focus on historical empathy as caring rather than sourcing and corroboration. However, all students combine normative judgements with the complicated act of more neutral perspective recognition in their papers. Evidently, students may combine historical thinking and empathy as caring in line with recommendations of international understanding when they write history about indigenous peoples’ human rights. These findings are significant to all researchers, teachers and decision-makers interested in furthering analytical skills or moral values in education.  相似文献

This article seeks to understand the role of being a senior manager in Indigenous community governance, particularly though not exclusively in remote Aboriginal communities. It argues against the tendency of would‐be reformers of Indigenous community governance to focus on the competence and ethical qualities of those who occupy these roles and asks instead how can isolated managerialism in Indigenous community governance be overcome? The article begins with an overview of Ralph Folds' analysis of relations between Pintupi settlements and the larger Australian polity. While taking much from Folds' analysis, the article argues that ultimately he relies too heavily on the idea of antithetical worldviews across the settlement interface, on a problematic distinction between the official and private uses of publicly allocated resources and on too idealist a view of the Australian state. The article argues that the state's allocation of public resources inevitably involves a flow of private benefits and that public purposes and private benefits are not different phenomena, but rather different perspectives on state action. In contrast to Folds' idealism about the state, the article outlines a more thoroughly realist or materialist analysis of being a good senior manager in Indigenous community governance. In its concluding section, the article makes some suggestions for overcoming isolated managerialism in Indigenous community governance oganisations.  相似文献

ABSTRACT

Recent plans and enterprises of the Arctic States of Sweden, Norway and Finland – such as the Finnish plan to build a controversial rail line from Rovaniemi to Kirkenes in Norway, relocation of Swedish Kiruna (already in progress), building Markbydgen windfarm in Sweden or construction of a copper mine in Kvalsund, Norway - have put into question the human security of the Sámi. In this paper, the author examines the contents of the new document The Sámi Arctic Strategy. Securing enduring influence for the Sámi people in the Arctic through partnerships, education and advocacy adopted in 2019. Special emphasis is put on the reflections and references to human security of the Sámi. Then the author briefly examines the above examples and how they may or already affect human security of the Sámi. The research questions are: which parts of the new Sámi Arctic Strategy refer to human security? What is the importance of self-determination to human security of the Sámi? Could this Strategy facilitate implementation of the right of the Sámi to self-determination, and as a result improve their human security? The paper attempts to answer these questions in Concluding Remarks.  相似文献

Variant allele 6.2 at locus D19S433 was found in an immigration case involving Syrian family samples where 2 out of 4 children inherited this variant allele from their parents. This variant allele has not been reported previously in the Syrian population since locus D19S433 was not studied. However, records showed the presence of the variant allele 6.2 in Middle Eastern samples of Iraqi, Lebanese, Kuwaiti and Turkish origins. These findings indicate that variant allele 6.2 at locus D19S433 could be specific for the Middle Eastern populations and could be useful in forensic investigation for suspect search.  相似文献

In this study, the impact of consanguineous marriage and inbreeding on heterozygosity was evaluated by comparing levels of heterozygosity in children of closely related parents with those of unrelated parents. Compared to the average expected heterozygosity, the average observed heterozygosity was lower in the children with first-cousin parents. This was not the case in the children with unrelated parents, where an increase in the average observed heterozygosity was noted. Differences in the average heterozygosity between parents-children also observed between related and unrelated parents. First-cousin parents had higher average heterozygosity than the children compared to the unrelated parents where the average heterozygosity was lower than the children. Further investigation with bigger sample size and different populations will provide better understanding, however this study showed that a careful approach should be taken when dealing with parentage testing involving closely related parents.  相似文献

In July 2008, the local government sector in the Northern Territory of Australia underwent wide-sweeping reforms whereby 53 councils, most of which were located in remote Indigenous communities, were amalgamated into eight regional shires. The dominant justifications for these reforms focused on internal ‘deficit’ views about the community council sector, including lack of competent and ethical staff, managerial workforce instability, inefficient use of resources, and poor oversight as the primary causes of chronic underperformance and dysfunction. This paper identifies and discusses the under-scrutinised role of grants revenue dependency and volatility in the demise of remote small councils in the Northern Territory. We analyse financial data to demonstrate the extreme volatility in year-on-year grants funding. With their high dependency on grants revenue, such volatility and unpredictability resulted in councils being hamstrung in their ability to strategically plan and ensure stability in service delivery, infrastructure management and employment provision. We argue that these fiscal dynamics, fuelled by hierarchical intergovernmental relations, contributed significantly to dysfunction in the sector, as well as mutually reinforcing pre-existing structural and endogenous weaknesses. This argument runs against the common conceptualisation of the sector as requiring of externally imposed structural reform. We conclude by suggesting that there are factors additional to scale that need to be incorporated into analysis of the effects of amalgamation policies on remote councils.  相似文献

ABSTRACT

This article addresses challenges arising from the guarantee in South Africa's Constitution (1996) of continued use of indigenous law. This law has been handed down in oral form, but increasingly, written sources are needed when cases relating to indigenous law are heard in South Africa's higher courts. Although access to this kind of information is vital to empowerment and justice in Africa, wider access is hampered by different literacy levels and language differences. This article examines accountable translation into English of legal anthropological texts, referring to a case study on law practised among the Nkuna of Ritavi to demonstrate some of the complexities. The article considers the Anglo-American translation tradition's preference for idiomatic translation (paraphrasis) rather than word-for-word faithfulness (metaphrasis). It advocates focusing on the Skopos (purpose) of texts negotiated with the author. It also proposes foregrounding the hermeneutic engagement of translators as readers. For the text in the case study, it suggests two translations, for two audiences: one into an academic register (for academics, legal experts, and educated members of the Nkuna community), and one into Plain English (mainly for members of the Nkuna community for whom English is a second language). To address political dimensions of responsible translation, metatextual strategies espoused by feminist translators to increase translators’ visibility and accountability can be used, and postcolonial translation theory should be considered.  相似文献
