Technology and Politics: Have the ICTs Turned into a Domain for Civil–Military Relations in Turkey?

The implications of technology have been widely acknowledged in international relations. Studies ranging from the causes of war and military effectiveness to terrorism and nuclear proliferation have explored how technology shapes international politics. However, the implications of technology in domestic politics have not been scrutinised much. This paper helps fill this vacuum through an analysis of Turkey’s civil–military relations. Although civilian control over the Turkish military has improved in the past decade, this process has not been smooth. With a focus on the recent court cases involving the military, the 2007 e-memorandum and the transfer of electronic military intelligence apparatus to the civilian authority, this paper demonstrates how technology has become an important domain for civil–military relations in Turkey.     

Encounters with Europe in an Era of Domestic and International Turmoil: Is Turkey a De-Europeanising Candidate Country?

Abstract

This article provides a novel conceptual framework to understand the impact of the European Union on Turkish politics and policies in the aftermath of the opening of accession negotiations in 2005. It argues that the post-2005 developments in Turkey not only attest to lesser and more limited Europeanisation, but also entail a process that is increasingly gaining momentum in the country and which is referred to as ‘de-Europeanisation’.     

From sacrum to profanum: reinterpretation of communist places of power in Baltic cities

Places always represent the social and cultural dimensions of societies, seen through relationships between ideas, beliefs, and hopes. Places and their social practices are interwoven into the urban fabric and have become vital components of urban and ideological identities. Ideological systems create unique arrangements and classifications of those special places, which can be called “hallowed” or “profaned.” This project focuses on the recent transformation of the communist system of “sacral” spaces and their recent “profanation.” The transformation of meaning, together with the use and attitude toward landscape, has become visible due to spatial and functional manifestations of post-socialist cities.     

South Africa and Japan: maintaining a difficult friendship

Japan's economic and political relationship with South Africa has been characterised historically by ambiguity. Throughout the twentieth century, economic ties were underpinned by mercantilist and strategic considerations. During apartheid, this placed Japan in an uneasy position as it sought to balance a relationship of expediency with wider foreign policy objectives in the rest of Africa and beyond. The demise of apartheid created the space for new forms of engagement centred on the pursuit of cognate goals. This has seen the intensification and deepening of economic ties in particular. Yet relations, especially at the political and diplomatic levels, have also been more complex than anticipated, and in recent years, the rise in Africa of other players from Asia and the Global South has had a bearing on South Africa–Japan ties. In this paper, it is argued that two related dynamics pivoting on policy elites’ changing conceptions (or self-view) of the nature of the state they are running and its place in the wider world order help explain the post-apartheid evolution of the South Africa–Japan relationship. First, there has been an apparent shift in South African foreign policy elites’ self-view, mediated by a changing systemic context. The development and manifestation over time of a stronger Global South self-conception in South African foreign policy, fashioned in juxtaposition to what have been considered in the past key Global North relationships, had direct consequences for South Africa–Japan ties. Second, meso- and micro-level dynamics – the role of the general operations in the diplomatic (i.e. bureaucratic) arena, and the personalities and shifting political preferences of individual executive leaders – had major impacts on how South Africa engaged with Japan in the past two decades.     

The “killer of the cane fields”: The social construction of the Australian coastal taipan

This paper makes an original contribution to human–animal studies through the application of social construction theory to an iconic species of Australian snake, the coastal taipan. Little research attention using this approach has been focused on reptiles, and this study addresses this gap in the literature. The taipan has achieved a high level of notoriety in Australia. This paper seeks to understand why and how this has occurred. Drawing on a range of data derived from analysis of newspaper articles, popular magazines and books, and the scientific literature, four dominant narratives are identified: the taipan as an object of science and natural history, as social problem, as object quest and as celebrity. The insights gained from this study support the contention that the meanings made of Australia's fauna are fluid, historically contextualised and socially constructed. In the specific case of the taipan, key individuals, including scientists, popular natural historians and snake men contributed greatly to the species’ construction, as did popular cultural forms such as newspapers and natural history books.     

Europe under occupation: the European diplomatic community of practice in the Jerusalem area

ABSTRACT

This article shows how the existence of a community of European practitioners in the Jerusalem area gives substance to the European stance on the Israeli–Palestinian conflict. The often-stated European Union (EU) support for a two-state solution could appear meaningless in the absence of peace negotiations. However, European diplomats (i.e. diplomats of EU member states and EU officials) in the East Jerusalem–Ramallah area are committed to specific practices of political resistance to Israeli occupation and recognition of Palestinian institutions. These practices have led not only to a specific political geography of diplomacy, but also to a community of practice, composed of European diplomats and based on their daily experience of resisting occupation and bestowing recognition. It is this group of officials who represent and actively “do” Europe’s position and under occupation.     

Public assistance of police during criminal investigations: Russian experience

This study examines the high levels of public unwillingness to assist police in criminal investigations in Russia. Variables of public trust of police, fear of crime, victimization, and prior contact with police are used to explain this phenomenon. Also included in the study are variables of police fear and avoidance of police. The findings suggest that higher levels of distrust in, as well as fear and avoidance of police are strong predictors of citizens’ unwillingness to assist police in Russia. The paper discusses potential implications of these findings for the 2011 police reform in Russia.     

构建城市艾滋病预防和控制的联动机制——以公安机关为视角

随着艾滋病疫情在全国范围内的扩散,对艾滋病的预防和控制工作成为社会关注的焦点问题,公安工作和艾滋病预防控制工作有着天然的联系,法律和职能的要求使得公安机关必须要积极参与到艾滋病的预防和控制工作中去。但是仅仅依靠公安机关或卫生部门的力量是有限的,必须整合社会力量,发挥合力形成联动机制,以保证实现艾滋病管理的实效。从艾滋病预防和控制工作的现状看,公安机关在艾滋病管理中存在一些问题,需探索一条有效的管理途径,构建一套公安机关预防和控制艾滋病的管理机制。     

China in Pacific Regional Politics

Abstract

Foreign aid from China to the island countries of the Pacific has grown rapidly over the last few decades and an expanding body of literature has examined various aspects of what this means for politics in the region generally. This article focuses on China’s impact on Pacific regional politics partly from the perspective of identity politics. It suggests that China has substantially increased its engagement with the Pacific island states by making use of its own identity as a South–South development partner in contrast to traditional (mainly Western) donors in the region. Unlike most traditional donors, however, China’s diplomacy and engagement are based largely on bilateralism, and this is likely to continue for the foreseeable future. This approach could continue to limit its impact on Pacific regionalism, regardless of how it projects its image.
