借鉴经验,着力发展北京现代服务业核心产业群

加强对世界城市核心产业群的研究,以有效确立北京的核心产业群和核心竞争力,对北京现代服务业发展具有重要战略指导意义.本文根据世界城市发展的经验,提出了北京现服务业的核心产业群的范畴及其发展的基本思路和举措.     

中国烟草行业为何"大而不强"

中国烟草行业"大而不强"是一个不争的事实.究其原因,一是国家烟草专卖制度已被某些地方演变成地方烟草专卖制度,从而封锁了市场,保护了落后,限制了优势品牌卷烟和优势企业的发展壮大;二是在一些地方假冒卷烟、走私卷烟严重泛滥,而打假、打私与取缔非法卷烟市场的力度不够,加重了国内烟草市场的无序状态.中国为迎接加入WTO以后的挑战,首先必须不折不扣地贯彻执行<烟草专卖法>;其次是组建实力强大、可与国际跨国烟草公司抗衡的云烟集团;再次是在专卖体制下建立和完善全国统一、开放、竞争有序的烟草市场.     

Application Districts: An Emerging Spatial Form in the Computer Software Industry

This paper presents a stylized theory of the geography of the computer software industry. It is timely because countries around the world, and at different stages of development, have targeted that industry for attention because of its growth and stability, and the quality of the jobs it provides. I demonstrate that the software industry is decentralizing away from the centers that were first established in the 1970s, but there is no process of de-concentration underway. Old clusters are losing their share of national employment, but they are being replaced by new clusters, and not by a generalized dispersal of the industry. I explain this pattern in terms of a spatial division of labor emerging in the software industry. This division is not based on a low-skill/high-skill labor dichotomy, as in high tech manufacturing, but on a distinction within high-skilled labor between those working on general-purpose technology and those developing applications for specific uses. I call the new clusters where specialized applications are developed application districts.     

Neoliberalism and the alcohol industry in Ireland

This paper sheds light on the development of the Irish alcohol industry and its regulation since the 1980s by situating it within the politico-economic context of neoliberalism at the national, European and global scales. First, a conceptualisation of neoliberalism is presented and the alcohol industry is related to it. Second, the connections between neoliberalism, the drinks industry and alcohol legislation are explained and illustrated at the three spatial scales mentioned above, emphasising the following components of neoliberalism: deregulation, liberalisation, commodification, free trade agreements and transnational capital flows. The paper provides a theoretical template for future research.     

“十五”期间我国东中西部地区建筑业产业竞争力比较分析

本文对我国东、中、西部地区建筑业在“十五”期间的竞争力进行了综合比较分析,分析指标包括总体运营状况、产业结构特征、生产力水平、盈利能力和产业贡献率等方面,结果表明东部地区建筑业在产业规模方面占有绝对优势,但在个别竞争能力方面,中西部地区反而超过东部地区。因此,东部地区建筑业在规模扩张的同时,要注重产业内部质量的提升,带动全国建筑业产业水平持续稳定提升,而中、西部地区急需对建筑业进行产业结构调整。     

惩治窃电有关刑事法律问题研究

目前,我国窃电现象十分猖獗,单位窃电数量大幅增长,反窃电刑事立法比较原则、概括,不能对窃电行为给予严厉打击,建议在刑法典中设立独立的窃电罪,将单位明确规定为窃电罪的主体。电力工作人员窃电的定性问题要严格依据电力工作人员的身份、所窃取电能的性质、是否利用了职务上的便利、是主犯还是从犯等方面标准。正确运用"推算"方法认定窃电价值是一种符合实际的可行做法。     

中韩两国信息资源产业政策比较

本文从政策环境、政策目标和政策内容三个方面对中韩两国的信息资源产业政策进行了比较,指出我国信息资源产业政策存在的不足。从以下几个方面提出完善建议：改善我国信息资源产业的政策环境,大力发展信息资源产业的基础设施,完善信息资源产业的法律法规;制定完整清晰的信息资源产业发展战略,明确信息资源产业政策目标;实施多样化的信息资源产业投融资政策和人才培养政策。     

《流浪地球》与科幻爱国主义反思

流浪地球》引发了中国科幻电影元年的讨论。这一讨论有其特殊的文化价值,我们从中发现了通过科幻电影张扬中国价值的可能性。科幻电影本质是文化工业的一种表现形式,因而它的价值必须附着于文化工业的消费性质之上,通过经济效应开辟文化道路,并巧妙地包装着主流意识形态。《流浪地球》的中国身份展现了一种特殊的爱国主义情怀,但从文化工业角度来看,这一科幻爱国主义明显还局限在国内文化市场,一旦进入国际市场,这一强烈的“中国”色彩反而削弱了它的影响力,这其实不是一种真正的爱国主义。真正的科幻爱国主义应该兼顾国内和国际文化市场两方面,寻找合适的中国文化和主流意识形态的表达手法,提升国际文化市场份额。因而,只有具有科幻国际主义视野才能造就真正的科幻爱国主义。     

Indian health diplomacy in East Africa: Exploring the potential in pharmaceutical manufacturing

Indian engagement in East Africa’s health sector is multifaceted, comprehensive and involves national and subnational actors. It includes exports of low cost generics, building health infrastructure, aid, technical assistance and hosting medical tourists among others. This paper, based on extensive fieldwork conducted with multiple stakeholders in Kenya and Ethiopia, provides an overview of the various components of India’s co-operation in the East African health sector and identifies pharmaceutical manufacturing as a space for Indian actors to leverage their strengths. It focuses on two case studies of manufacturers: a third-generation company in Kenya owned by members of the Indian diaspora, and a newly formed subsidiary of an Indian corporation in Ethiopia. These case studies inform the larger debate on India’s health diplomacy on the continent and the myriad ways in which the Indian state as well as corporates can enhance existing co-operation.     

High-tech Interest Groups in the United States and Its Political Influence

Representing the appeals of its industry,the high-tech interest group has recently become an emerging political force in the United States.With abundant financial resources and proficiency in political communication,the group rapidly grows to be a significant force in the American political sphere.It has started to affect the internal and foreign affairs of the U.S.and played a proactive role in the latest presidential election.Since the high-tech interest group has already become and will continue to be a big player in Sino-U.S.relations,China should carefully deal with its appeals and conflict of interests,and try to develop this group into a stabilizer between the two countries.
