This paper uses insights drawn from a paired comparison of Switzerland and Japan to give an account of the changes brought about by neoliberal policy adaptation in Japan over the last two decades. In Switzerland, notwithstanding further liberalization of the traditionally liberal regime prompted by the economic hardships of the 1990s, the referendum system helped the Social Democrats and unions to defend their rights and maintain the welfare schemes belatedly established in the 1980s. By contrast, the Japanese ruling party not only delayed liberalization of the protectionist state, but also aggravated fiscal problems by implementing a series of expansionary macroeconomic policies in the 1990s. Thus, without pursuing coherently such neoliberal policies as fiscal consolidation, privatization, or market deregulation, the Japanese state now faces a serious dilemma between the immediate need for structural reforms and the social unease that would result. Focusing on the reform packages of the Nakasone (1982‐87), Hashimoto (1996‐98), and Koizumi (2001‐) administrations, the paper reviews the sequences of reform policies as an interplay among economic challenges, actors’ aspirations, and institutional constraints, and further develops arguments about the segmented structure, peculiar to the Japanese state, that retards political changes.  相似文献

This article explores academic debates on transitions and democratic development, and outlines ideas relating to the governance issues considered by the papers in this special section. It presents a discussion of recent debates on democracy and transition in Latin America and concludes on the need to conceptualise the state in the region after the return to democracy. The so‐called Good Governance Model requires perfect public administration that is accountable, efficient, equitable, representative, responsive and transparent and that respects the rule of law. Accordingly, the Good Governance Movement promotes a variety of public administration reforms worldwide. However, the effectiveness of promoting all kinds of administrative reforms at once is in question, because that could overwhelm the reform capability of countries, and more important, some reforms can compete with, rather than complement, one another. Such scenarios are possible, and the implication is clear: administrative reform discourse must consider how to best sequence and prioritize reforms, the outcomes of which must be identified. The experiences of Japan and Singapore offer some insight into this. This study first codifies administrative reforms by using the concepts of administrative themes, and it systematically traces, compares and contrasts reforms in both countries in light of these themes. This leads to the conclusion that the sequences in which administrative reforms evolved in those places contributed to dissimilarities in their administrative traditions today. This article examines the interplay between legitimacy and context as key determinants of public sector reform outcomes. Despite the importance of variables such as legitimacy of public institutions, levels of civic morality and socio‐economic realities, reform strategies often fail to take such contextual factors into account. The article examines, first, relevant literature – both conceptual and empirical, including data from the World Values Survey project. It is argued that developing countries have distinctive characteristics which require particular reform strategies. The data analysed shows that in Latin American countries, there is no clear correlation between confidence in public institutions and civic morality. Other empirical studies show that unemployment has a negative impact on the level of civic morality, while inequality engenders corruption. This suggests that poorer and socio‐economically stratified countries face greater reform challenges owing to the lack of legitimacy of public institutions. The article concludes that reforms should focus on areas of governance that impact on poverty. This will in turn help produce more stable outcomes. Copyright © 2008 John Wiley & Sons, Ltd.  相似文献

This article explores the concept and dynamics of the newly formed, and increasingly popular, Friendship Agreements, between local councils in Australia, and their counterpart district administrations in Timor Leste. The history and purpose of international municipal links are explored and contrasted with current Friendship Agreement policy and practice. The key elements of making international municipal links a success are examined and the main impediments to forging and maintaining sustainable partnerships are discussed and contrasted with the Australian/Timorese experience. The article offers suggestions for creating sustainable, vibrant links. It argues that those Agreements built on notions of paternalism are less likely to succeed than those that are committed to relationship and trust building between and within communities in Australia and Timor Leste. This article uses survival analysis to investigate fiscal distress in U.S. municipalities. We hypothesize that fiscal distress is positively correlated with revenue concentration and debt usage, and negatively correlated with administrative costs and entity resources. We develop a model that can predict the likelihood of fiscal distress and correctly classify up to 86 percent of the sampled governments. The model enables users to analyze the impact of a change in the risk factors. Fiscal distress can be reduced most effectively by increasing tax revenues as a percent of total revenues or decreasing total debt as a percent of total revenues.  相似文献
