Participation in neighbourhoods is a highly valued phenomenon. Participation is the basis of a shared social life, but it also makes everyday life, and the lived experience of people participating in it, political. From a public administration perspective, governance and formal policy-making are increasingly reaching out to citizens, instead of drawing solely on representative mechanisms of local government. This paper investigates how practitioners working in disadvantaged neighbourhoods in Dutch cities enhance participation. Using empirical data from research in disadvantaged neighbourhoods in The Netherlands, the paper shows that these practitioners either start projects that connect people in their own life world or connect policy-makers and policy to initiatives on the ground. As a result, they create the opportunity for many to develop their citizenship and become a more active participant in their local communities.  相似文献

This study aims to explain citizens’ engagement in co-production activities in the domain of community safety. We use a multiple case study design by looking at neighbourhood watch schemes in Belgium and the Netherlands. We applied Q-methodology to map the opinions of citizens about their co-productive efforts, and to cluster these opinions into co-producers’ profiles. Discussing differences and similarities in profiles enables a more generalised understanding of the reasons why people co-produce. We conclude with some policy-relevant points about incentivation when local governments want to achieve an increase in citizen co-production.  相似文献

In many countries, local government has been a prime target of austerity measures. In response, local authorities are exploring a new repertoire of policy approaches in a bid to provide more with less. In England, local authorities have been drawn to community resilience as a pragmatic response to the challenge of deploying shrinking resources to support communities exposed to social and economic disruption. This application of resilience thinking is not without its challenges. It demands a working definition of community resilience that recognises the potential for communities to prove resilient to shocks and disruptions, but avoids blaming them for their predicament. There is also the practical challenge of developing and targeting interventions to promote and protect resilience. This paper sets out to explore these issues and establish the potential utility of community resilience as a policy tool through case study analysis in the city of Sheffield.  相似文献

ABSTRACT

The EU's normative promotion is a keystone in the arch of its Foreign and Security Policy, reflected in establishing a “ring of friends” in its neighbourhood. However, the EU's normative impact in these countries is often hindered by domestic constraints. Conversely, deeper socialisation through persuasion and “learning” may advance towards the promotion of EU norms better. By tracing the “learning” component of the EU's external perceptions in its Eastern (Ukraine) and Southern (Israel and Palestine) neighbourhoods, this paper elaborates upon the receptiveness of EU norms. Considering the specific attention that the ENP draws towards the support of civil society, this paper focuses on “learning” narratives of EU norms among civil society elites in Ukraine, Israel and Palestine as the key targets of EU assistance – with a particular focus on various conceptualisations of learning in the learning process. Notwithstanding perceptions of the EU as a normative power, we find that the learning processes remain too complex to be captured within a single theoretical framework. Whereas communicative rationality implies learning about each other's identities through rational arguing, our analysis demonstrates that identity performance is one of the most emotive and crucial factors in perceptions of learning.  相似文献

Several Arab countries have recently manifested an interest in civilian nuclear energy. For some, like Egypt, this is the revival of an old interest, for others, notably the members of the Gulf Cooperation Council (GCC), it represents a clear reversal of previously held positions. This interest has been interpreted as an implicit threat to move in the direction of acquiring a military nuclear capability, in case Iran develops a bomb. Instead, the article argues that interest in nuclear energy has strong economic motivations for all Arab countries, although the position of the GCC is quite different from that of North Africa and Levant countries, from the point of view of both the cogency of motivation and the ability concretely and rapidly to launch a civilian nuclear program.  相似文献

The European Endowment for Democracy (EED) is a recently established instrument of democracy promotion intended to complement existing EU tools. Fashioned after the US National Endowment for Democracy, the EED’s privileged area of action is the European neighbourhood. Meant as a small rapid-response, actor-oriented ‘niche’ initiative, its main task is to select those actors, from both civil and political society able to produce a change in their country. The EED represents a step forward in the EU’s capacity to foster democracy, but does not necessarily go in the direction of more rationality and effectiveness. Not all EU member states support the EED with the same enthusiasm and it is still not clear how it fits into the EU’s overall democracy promotion architecture. Its actions may be successful in a very constrained timeframe. However, recent crises at the EU’s borders would seem to call for a strategy that takes into consideration systemic hindrances, post-regime change complexities, regional dynamics and finally rival plans of autocracy promotion.  相似文献

The collective empowerment imagined in the government rhetoric of localism bears little resemblance to the market model of aggregative democracy that characterizes much of the practice of participation in spatial planning. This paper explores one of the rare statutory strategies to engage collective participation and to mobilize the neighbourhood as an institution of spatial planning. In a study of neighbourhood planning in England, it investigates the new political identities that emerged and the conflicts and antagonism that accompanied them. Drawing on the work of philosopher Chantal Mouffe, the paper explores the significance of the political practices that resulted for the state strategy of localism.  相似文献

The author, among others, has developed a system that empowers communities to organise themselves to engage in outcome focused prevention planning. This system for prevention planning using the tools of prevention science is Communities That Care (CTC). In a collaborative US project 22 reliable and valid archival indicators of 12 major risk factors that predict rates of adolescent drug use at the county level were found. This collaborative project has also developed a validated school survey that measures risk, protection, delinquency and drug use outcomes reliably across states and ethnic groups. It allows a diagnosis of risk and protection levels in any geographical area, from a state to a neighbourhood. With these tools, communities can organise themselves to engage in outcome focused prevention planning, objectively assess their own profiles of risk and protection, and choose and implement effective strategies to address their unique strengths and needs. In Europe CTC has been currently introduced in England and Wales, Scotland and in the Netherlands.  相似文献

ABSTRACT

Fifteen years have passed since the European Union launched the European Neighbourhood Policy (ENP). Despite the EU’s attempts to reload the ENP, first in 2011 and later in 2015, in response to challenges in the neighbourhood, the ENP continues to suffer from a credibility-expectations gap. This article argues that understanding neighbour perceptions of the ENP offers useful insights about the ENP. Supported by twenty-five interviews with Georgian and Ukrainian public officials, the article unveils the EU’s credibility challenge in the Eastern neighbourhood caused by a gap between the EU’s own perception of its role and the role expectations held by the ENP partners, as well as a gap between partners’ expectations and the EU’s performance on the ground. The lack of coherence, legitimacy and consistency has undermined the credibility of the ENP in the eyes of its Eastern partners. The latest review of the ENP does not seem to address the credibility challenge.  相似文献

This study examines views about police legitimacy and competence in neighbourhoods over time. The study compares theories about police legitimacy, the cooperation hypothesis, and the collective security hypothesis to predict violence. Findings suggest that when police legitimacy is deficient in neighbourhoods, a culture supportive of violence to resolve disputes may develop. Results show the importance of police competence to suppress violence and build collective efficacy. Finally, police are more successful in neighbourhoods that are collectively efficacious. The cooperation hypothesis is fully supported, but the collective security hypothesis and LaFree’s legitimacy theory receive partial support. Findings underscore the merit of examining neighbourhood consequences of police legitimacy, including how institutions, like police, can impact neighbourhood socialisation processes and are impacted by them.  相似文献
