AbstractIn today’s information society the citizen is ever more visible to government and to private companies while paradoxically government itself becomes ever more secret. This asymmetry is not caused by secrecy implying deliberate or intentional concealment of information. Rather, it results from systems of secrets held by remote or non-visible public and private actors, having been put together in an invisible manner. Second order secrecy is enhanced in the EU by the composite character of EU administration. In the EU it is the courts ? and not the legislature or the administration ? that are playing an active role in addressing bits of the transparency paradox for the citizen from the perspective of legality and the rule of law. Three different aspects of EU governance are explored from the legal perspective: terrorist blacklists, interoperable security administration and mandatory data retention and transfer. 相似文献

The outcome of the 2017 general election—a hung parliament—defied most predictions. In this article, we draw on aggregate‐level data to conduct an initial exploration of the vote. What was the impact of Brexit on the 2017 general election result? What difference did the collapse of UKIP make? And what was the relative importance of factors such as turnout, education, age and ethnic diversity on support for the two main parties? First, we find that turnout was generally higher in more pro‐remain areas, and places with high concentrations of young people, ethnic minorities and university graduates. Second, we find that the Conservatives made gains in the sort of places that had previously backed Brexit and previously voted for UKIP . But, third, we find that the gains the Conservatives made from the electoral decline of UKIP were offset by losses in the sort of places that had previously supported the Conservatives, particularly areas in southern England with larger numbers of graduates. The implication of these findings is that while a Brexit effect contributed to a ‘realignment on the right’, with the Conservative strategy appealing to people in places that had previously voted for UKIP , this strategy was not without an electoral cost, and appears to have hurt the party in more middle class areas. 相似文献

A gap in research on prosocial motivation is that very little is known about its change across time, let alone, how such changes affect employee behavior. Using multiple waves of panel data, covering a period of sixteen years, this article finds that prosocial motivation is mostly stable, and there are no broader socialization effects in the private and public sector. However, when prosocial motivation increases, it leads to increases in either work or volunteering behavior, suggesting that public employees may use alternative outlets to realize their motivation if such motivational capital cannot be linked to the mission of their organizations. 相似文献

The incidence of death by drowning greatly varies among different prefectures in Japan, mainly due to climate difference. However, there could be other factors affecting the incidence of deaths besides climate, for example, differences in regional death investigation systems. Here, we aimed to elucidate other such factors affecting the mortality data of drowning in the bathtub, especially the effects of discontinuing the medical examiner system. Police data in Kyoto and ambulatory care information in Yokohama were used. Data on cases of elderly individuals found dying or dead in the bathtub at home in winter 2014–2015 were obtained. The following data were collected for each case: age, gender, presence/absence of ambulatory transport, performance of autopsy, and cause of death. The autopsy and drowning rates in Kyoto were 0%, whereas both values in Yokohama were significantly higher at 93.1% and 89.4%, respectively (the denominator of each of the rates is the total number of elderly (aged 65 or over) individuals found dying or dead in the bathtub at home in each city during each winter). Despite no significant difference of incidence of total bath-related death, the proportion of drowning-related deaths was overwhelmingly higher in Yokohama than in Kyoto. The difference can be attributed to the difference in autopsy rates between the two cities, mainly caused by the presence/absence of a medical examiner system. Therefore, we should pay careful attention to future changes in autopsy/drowning rates in Yokohama, and ascertain whether the change might be continuously influenced by the abolishment of this system. 相似文献

The outcome of the 2019 general election—a resounding Conservative majority and an unprecedented defeat for Labour—delivered a decisive electoral verdict for the first time in recent years following a period where British politics has been characterised by instability and indecision. In this article, we draw on aggregate-level data to conduct an initial exploration of the vote. What was the impact of Brexit on the 2019 general election result? How far has Brexit reshaped electoral politics? Was 2019 a ‘realignment election’? And, if so, what are the implications? With a focus on England and Wales we show that, although the Conservatives made gains deep into Labour’s working class heartlands, these gains have been a long time coming, reflected in Labour’s weakening relationship with working class Britain. As such, 2019 is not a critical election but a continuation of longer-term trends of dealignment and realignment in British politics. 相似文献

Prior research has shown that winning or losing elections matters. To account for this pattern, it is argued that winners can expect their preferred policies to be implemented and experience the psychological gratification of winning, whereas losers have to accept disliked policies in addition to the psychological distress of losing. In an attempt to better understand the mechanisms underlying the dynamics of winners' and losers' democratic support after elections, this study aims to separate the influence of policy performance and psychological gratification. Using panel data from the 2017 German federal election, we show that policy congruence with the government increases voters' democratic support whether they voted for the government or not, suggesting that policy congruence is more important than winning the government in securing losers' democratic support. We find no independent effect of psychological gratification; however, the evidence suggests that winning the government affected voters’ democratic support independent of the two tested mechanisms. 相似文献

ABSTRACTWhile many central governments amalgamate municipalities, mergers of larger county administrations are rare and hardly explored. In this article, we assess both fiscal and political effects of county mergers in two different institutional settings: counties act autonomously as upper-level local governments (Germany), or counties being decentralised branches of the state government (Austria). We apply difference-in-differences estimations to county merger reforms in each country. In both cases, some counties were amalgamated while others remain untouched. Austrian counties (Bezirke) and German counties (Landkreise) widely differ in terms of autonomy and institutions, but our results are strikingly similar. In both cases, we neither find evidence for cost savings nor for staff reductions. Instead, voter turnout consistently decreases in merged counties, and right-wing populists seem to gain additional support. We conclude that political costs clearly outweigh fiscal null benefits of county merger reforms – independent of the underlying institutional setting. 相似文献
