数字资源共享平台建设在青少年教育中的作用

本文以当代网络飞速发展为背景,介绍了国内外数字资源共享现状,探讨了当前数字资源共建共享存在的问题,分析了数字资源共享平台建设对青少年教育的重要性,开创性提出了极具实用性、前瞻性及可操作性的网络环境下数字资源共建共享平台建设的方法和措施。     

Challenges and methodological flaws in reporting the global land rush: observations from Tanzania

Since international awareness of a global rush for land has grown from 2008 onward, various databases and reports have attempted to provide an overview of the situation by compiling information on individual land deals. While providing such an overview is challenging owing to the dynamic and untransparent nature of the investments, flawed methods of using and citing data are aggravating that challenge and allowing dissemination of inaccurate information. The consequences are an unnecessarily blurred picture of the land deal situation and thus an inadequate basis for related political decisions or social actions and a misleading starting point for new research projects. In this article we demonstrate some of the flaws in the use of data and their consequences, with examples from fieldwork and literature on Tanzania. The paper illustrates and contributes to the evolving debate on appropriate research methodologies for studying the global land rush.     

公务员大数据素养的议题背景、框架及其测度

大数据时代,培育公务员大数据素养是政府治理能力与公务员能力现代化的必然选择。在阐明公务员大数据素养议题产生逻辑与概念内涵的基础上,以冰山模型和数据生命周期理论为理论基础,构建一个融合潜在素质与显性技能的公务员大数据素养框架双环模型:模型内环为潜在大数据素质层,包括大数据意识、知识、情感、思维和伦理五项素质;模型外环为显性大数据技能层,依据数据生命周期具化出大数据采集、管理、分析、可视化及信息利用五项公务员胜任大数据活动的应用技能。依据双环模型,可以对公务员大数据素养各要素的内涵、测度方向与思路予以诠释,提出加强大数据素养实践培育和理论研究的必要性。

Ideological change and the economics of voting behavior in the US, 1920–2008

This paper tests the proposition that voters advance a more liberal agenda in prosperous times and turn more conservative in dire economic times. A reference-dependent utility model suggests that, with income growth, the relative demand for public goods increases and the median voter is more likely to vote Democrat. With slowing income growth, the median voter derives increased marginal utility from personal income—making taxation more painful—and is more likely to vote Republican. Ordinary and instrumented analyses of a new time series for the US median voter are encouraging of this income growth model. This work links voting behavior to economic business cycles and shows that ideological change is endogenous to income growth rates.     

Study on Application of DEA in the Evaluation of Employment Performance of University Graduates

With more and more attention being paid to the employment problem of university students, the employment quality and employment performance evaluation of university graduates has become a hot topic of discussion. As the evaluation of employment quality and employment performance is a multidimensional and comprehensive evaluation and difficult to measure with a single indicator, this paper establishes a set of performance evaluation index system on the basis of taking into account all stakeholders and divides them into two categories: input and output. Finally, a comprehensive evaluation index of employment performance is obtained with the use of the data envelopment analysis model.     

秦汉官吏犯罪的处罚研究——以“废”官为中心

“废”官作为对官吏“撤职永不叙用”的专用处罚,一直被学界所公认。然而,从现有公布的秦汉出土文献以及传世文献来看,秦统一之后,由于领土的急剧扩大以及爵位在刑罚体系中功能的增强,“废”作为秦特有的处罚方式,其“永不叙用”的处罚功能被分解出来。“免官削爵”“废锢”等词汇开始承担“废”官的原有功能,“废”逐渐从律令法制术语中消失。

World heritage and the local politics of memory: the Miike coal mine and fu no isan

Abstract

This article investigates the complex relations between heritage and memory through an analysis of the UNESCO World Heritage ‘Sites of Japan’s Meiji Industrial Revolution’ and its component Miike coal mine. When discussing this World Heritage Site, scholars and the media have focused on the diplomatic controversy over the history of forced labour between Japan and South Korea, interpreting it as a new example of a dispute over history in East Asia. However, this understanding oversimplifies the relations between heritage and memory. Based on fieldwork research and documentary analysis, this article investigates the diversity and complexity of the collective memory of Miike coal mine from a local perspective. The results show that there is a sharp dissonance between the World Heritage story and some of the ex-miners’ memories, which focus on the negative past, fu no isan. Documentary analysis shows that fu no isan has two different but closely related meanings: negative legacy and negative heritage. Fieldwork research reveals that the various commemorations of fu no isan in the local community, mainly based on ex-miners’ social networks, constitute a form of vernacular memory, independent from the official memory of the World Heritage. Finally, I conclude that heritage can be public memory, rather than just official memory, as long as it is open to plural memories of the past.
