The article analyses the degree of substantive representation by immigrant-origin MPs in Germany's national and state parliaments. To test the expectation that an immigration background increases the likelihood of engaging with migration-related topics, an analysis is undertaken of all parliamentary questions (PQs) formally asked by immigrant-origin MPs in Germany's national and state parliaments between 1987 and 2009. By controlling for several time-invariant and time-variant factors, the longitudinal analysis confirms that a visible immigration background results in asking more migration-related PQs. While several contextual, party-political and personal (career) factors influence the likelihood of asking such questions in parliament, there is no evidence for a decrease over time. Presence effects are significant and of lasting nature. This means that the parliamentary presence of immigrant-origin MPs with a visible background goes beyond sheer symbolic representation. 相似文献

Parliamentary involvement remains a key tool for the democratic control of executive policies. This article explores the web of parliamentary involvement in decision-making on European Union (EU) military operations, using insights gained in an in-depth case study on the EU's anti-piracy mission Atalanta. We find that parliaments at all levels became involved only after key political decisions had already been made. At the member state level, we find highly uneven involvement with only some parliaments being very well informed and closely monitoring, if not influencing government policy. The European Parliament became active only after the launch of the mission but then scrutinised it intensely, profiting (in contrast to national parliaments) from its access to top military officials and key decision-makers. Finally, transnational parliamentary assemblies as well as more informal networks provided opportunities to transmit information across the boundaries of individual parliaments and party-groups thus potentially enhancing the ability of parliamentarians to scrutinise government policies. 相似文献

All democratic parliaments have some procedures to allow representatives to put questions to ministers. However, there are no two parliaments with exactly the same procedures. Cross-national comparisons are hindered by the lack of agreed-upon scientific criteria to group similar procedures, which are too often classified on the basis of their names rather than on their substantive characteristics. To overcome this problem, this article devises a typology of parliamentary questions based on relevant procedural features in 17 European countries. A ranking of parliaments according to the criteria of the effectiveness of procedures is developed and a discussion of the relationship of this ranking to the coalitional characteristics of the parliaments is provided. Finally, the article develops some tentative arguments to explain what influences the development of more or less effective questioning procedures, testing the hypothesis that countries dominated by coalition governments tend to have more effective procedures. In contrast with the authors' expectations, with regard to the countries included in the present analysis, the frequent presence of coalition government is associated with weaker procedures. 相似文献

The emergence of regional parliamentary assemblies (RPAs) in Africa has been on the ascendancy since the mid-twentieth century. The essence of these parliaments is to contribute to regional economic and political integration through oversight, legislation and representation. However, the ability of Africa's RPAs to perform these functions has been challenged by institutional and legal factors. Using five regional parliaments (the East African Legislative Assembly, the Economic Community of West African States Parliament, the Inter-Parliamentary Union of Intergovernmental Authority on Development, the Pan-African Parliament and the South African Development Community Parliamentary Forum) as case studies, this paper examines the impact of these challenges on the functionality and viability of Africa's RPAs. It finds that given that these parliaments lack legitimacy of authority and enabling status of operation, they exist merely as deliberative, consultative and advisory bodies rather than independent organs of regional economic communities with full legislative and oversight powers. Consequently, the paper recommends, among other things, the amendment of their constitutive acts to grant them full legislative and oversight functions, and the election of their members by universal adult suffrage in order to give them legitimacy of authority. 相似文献

ABSTRACTThe article analyses the participation of the Italian Parliament in the scrutiny of EU affairs after the entry into force of the Treaty of Lisbon and its implementation through the national Law 234/2012. The empirical analysis highlights that notwithstanding the presence of favourable institutional and political conditions, the involvement of the Italian Parliament in EU affairs moderately increased. The Treaty of Lisbon and Italian legislation improved Parliament’s rights to participate in the ascending phase but without altering significantly the balance of powers between the European Commission and NPs, and between the Italian Parliament and the Government. This study seeks to establish the effect of parliamentary specialisation on cosponsorship of parliamentary proposals in parliamentary systems with high levels of party unity. Existing studies on presidential systems suggest that cosponsorship is mainly related to legislators’ policy preferences. It is proposed that in parliamentary systems cosponsorship is, in the first place, structured by the division of labour in parliamentary party groups: MPs who do not have overlapping policy portfolios will not cosponsor proposals. Other explanations, such as policy distance and the government–opposition divide, only come into play when MPs are specialised in the same field. This expectation is tested using data from the Netherlands, a parliamentary system with a clear division of labour between MPs. It is found that specialisation has a very large impact on cosponsorship. 相似文献

Members of parliament are privileged agents. They can choose who to regard as their principal: the entire nation, a particular electoral district or a political party. Focusing on two countries with mixed electoral systems, Romania and Hungary, the article documents the dominance of the electoral logic of role-formation over the constraints of legislative organisation and the influence of socialisation. The focus of representation is found to be only modestly influenced by the degree of the embeddedness of MPs in political structures and hierarchies. The association of the seat with a particular territorial unit, on the other hand, has a robust effect even when this association originates in the political environment and not in formal rules. Finally, the psychological effect of losing a Single Member District is also found to influence how MPs perceive their representative role. 相似文献

The purpose of this article is to describe the utility of Star Power as an experiential learning exercise applied in a community psychology undergraduate course. This exercise simulates systems of power, privilege, and oppression while fostering an ecological perspective that raises students’ awareness and knowledge about power differentials within society. The simulation of trading and lawmaking works best with 18 to 35 students and takes approximately 80 minutes to conduct. This article highlights three representative student perspectives concerning their participation and experience with Star Power. Strategies for facilitating class discussion are also reported. 相似文献
