Over the last couple of years, ‘African ownership’ has become a buzzword in many fields. Economic development initiatives like the New Partnership for African Development (NEPAD) are based on it, partnership agreements like the Joint AU–EU Africa Strategy are built around it and its central concept of Africanisation guides virtually all external relations of the continent. African leaders (rightly) insist on it, international organisations (rightly) preach it and many non-African actors are (unsurprisingly) hiding behind it. The concept of African ownership is so omnipresent today that it is more than surprising that the simple question of who actually owns it has not yet been asked. It is the declared purpose of this paper to disentangle rhetoric from reality and identify the owner as well as the limits of African ownership in the sphere of peace and security.  相似文献

Peacekeeping has grown in significance over the years within international relations, yet only a few analyses have applied the frameworks of international relations theory to the issues of peacekeeping. This paper begins with a view to broaden that analysis, and to look at three of the African countries that have contributed significant resources over the years to help restore peace on their continent: Nigeria, Ethiopia and Rwanda. The following article analyses these three countries (and not South Africa, which features a great deal already in the literature) from the point of view of their military capabilities, including sources of training and equipment, after assessing the motivations, challenges and opportunities of each to contribute to peacekeeping in Africa. From that basis, the article assesses the positive and negative impacts these militaries bring to the region's conflicts, as well as the impact of their troops for the sending nations. Lastly, the article assesses the concept of ‘African solutions to African problems’, and argues that this proposition, while worth pursuing, is not a realistic one for peacekeeping and peacebuilding efforts on the continent in the short term, mainly owing to funding and equipment restraints.  相似文献

The UN peacekeeping operations in the Central African Republic (CAR), Democratic Republic of Congo (DRC) and Mali were in 2013 given peace enforcement mandates, ordering them to use all necessary measures to ‘neutralise’ and ‘disarm’ identified groups in the eastern DRC and to ‘stabilise’ CAR and northern Mali. It is not new that UN missions have mandates authorising the use of force, but these have normally not specified enemies and have been of short duration. This article investigates these missions to better understand the short- and long-term consequences, in terms of the willingness of traditional as well as Western troop contributors to provide troops, and of the perception of the missions by host states, neighbouring states, rebel groups, and humanitarian and human rights actors. The paper explores normative, security and legitimacy implications of the expanded will of the UN to use force in peacekeeping operations. It argues that the urge to equip UN peacekeeping operations with enforcement mandates that target particular groups has significant long-term implications for the UN and its role as an impartial arbitrator in post-conflict countries.  相似文献

Abstract

Reflecting on the strategic commitment outlined in the Plan of Action for Gender Equality (2005–2015) and the priority issues of the Commonwealth Women’s Forum, this article assesses the extent to which the Commonwealth as an institution is supporting troop- and police-contributing member states in addressing the gender imbalance in peacekeeping operations. Drawing on desk-based research, interviews with international policymakers and a statistical analysis of the International Peace Institute Peacekeeping Database, the article first outlines the Commonwealth’s gender and security policy perspective before examining datasets to determine the success of Commonwealth member states in integrating women into uniformed peacekeeping contingents between 2009 and 2015. The article observes that, in spite of a renewed optimism and drive to propel women into leadership positions in politics, the judiciary, public bodies and private companies, security-sector reform and the implementation of pillar one of the UN Security Council Resolution 1325 are notably absent from the Commonwealth’s gender agenda. It is argued that this policy gap suggests that national and international security architecture is regarded as an accepted domain of male privilege. A lack of political will among Commonwealth heads of government to mainstream gender equality and facilitate structural transformation of national security organs and a chronically under resourced Commonwealth Secretariat limit the influence of the institution to that of arms-length promoter of international norms on women, peace and security.  相似文献

武装冲突刚刚结束后的国家容易出现安全缺口,普通民众依然面临着诸多安全威胁,主要有前战斗人员和缺乏管控的武器、不断上升的犯罪率、与选举相关的暴力及针对妇女儿童的犯罪等。此时,国家尚缺乏有效的国内治安治理机制和能力,警察机构亟须改革乃至重建。当今联合国维和行动越来越注重协助冲突后国家警察部门的改革与能力建设。改革应力求标本兼治,既缓解冲突后民众安全需求的燃眉之急,又注重警察部门中、长期的机构建设和发展。改革应以民众的安全为首要目标,重点是警察民主警务观念及技能的培养、组织架构及管理机制的建立,尤其是内部监督机制的建立与有效执行。此外,还应注意本土化问题。改革在实施过程中存在诸多挑战,如当地警力资源的匮乏、警察的公共形象差、民众的弱势地位、国际援助部门之间缺乏协调等。该文亦对增强冲突后国家警察队伍能力建设及民众保护问题提出了若干建议。  相似文献

Over half of all civil wars that began and ended between 1944 and 1997 were followed by at least one if not more episodes of civil war. We present a model to explain which characteristics of a civil war and the post-war environment make civil war more or less likely to recur. We test this model with data on civil wars that began and ended between 1944 and 1997. Findings suggest that civil wars are less likely to recur following rebel victories and peace agreements supported by peacekeeping forces. Post-war economic development also reduces the probability of civil war recurrence, and the longer the peace can be sustained, the less likely civil war is to recur. These effects hold regardless of whether the previous war was ethnically based or not, and whether it was secessionist or revolutionary.  相似文献

ABSTRACT

Does foreign aid strengthen or weaken post-conflict states? We examine the effects of aid on tax collection after civil war, an important dimension of state effectiveness. While the literature emphasizes aid’s perverse effects, the relationship between aid dependence and the growth of tax collection is unclear. We argue that the impact of aid reflects its political utility for ruling elites in consolidating their authority after civil war. While dominant parties subvert tax strengthening reforms to solidify their political base, elites in more fractionalized settings rely on external political backing to manage internal challenges to their authority, and are more likely to comply with donor conditions. We test this argument through a Latent Curve Analysis of tax collection rate growth in post-civil war countries from 1978 to 2012. We find that aid is associated with slower growth in tax collection in dominant party settings, and more rapid tax growth in politically fractionalized settings. The findings highlight the need for attention to internal political dynamics to explain aid effectiveness after civil war, and point to opportunities to strengthen institutions in some post-conflict countries.  相似文献

In May 2010 South African President Jacob Zuma will have been in office for one year. During this time, the Zuma administration has been far less ambitious in its foreign policy than previous administrations. However, South Africa is not in a position where it is able to withdraw from foreign engagement, as regional issues — such as Zimbabwe, the Democratic Republic of Congo (DRC) and Swaziland — continue to demand attention. The Zuma administration's approach in the future, in terms of both substance and style, will need to be informed by lessons from past engagement, including South African peacekeeping efforts in countries such as the DRC and Burundi, and South African mediation efforts in countries such as Angola, Côte d'Ivoire and the Comoros. Certainly, South Africa's record of success in taking on international responsibilities over the past 10 years has been mixed, but there is scope for past experience to shape future engagement positively. Indications of this can be seen, for example, in Zuma's efforts to redress former President Thabo Mbeki's clumsy mediation efforts in Angola by deciding to make his first state visit as South Africa's president to Luanda. Zuma's approach to Zimbabwe could build on the foundation set by Mbeki's long engagement with that country.  相似文献

It must be enabled to receive representation by individuals and associations whose interests have been affected by international or continental public policies or practices. In turn, it must be able to intervene decisively to protect rights in member states. By doing this, the parliament can deepen its credibility and relevance to African peoples struggling with poverty and injustice across the continent.  相似文献
