犯罪学视角下的中国维稳

2010年是中国的＂维稳＂之年,也是中国维稳面临挑战之年。从犯罪学的视角分析,科学调控城市化发展速度,加快改革收入分配制度和现有户籍制度,改善流动人口的生存环境,扩大社会福利,构建新型的警民关系,强化社区和家庭建设等是减少犯罪,推动社会稳定的治本之策。     

我国基层维稳的理性化运行：语境、问题及路径选择

对基层官员维稳问责力度的不断强化与民众日益凸显的利益诉求的双重交织,导致基层维稳运行朝着非理性的方向发展。我国基层维稳运行面临着运行成本高昂化、运行行为暴戾化及运行目标短期化困境。建构我国基层维稳运行机制理性化的有效路径,首先需要改变目前基层政府直管的维稳模式,通过建立小政府的维稳模式实现维稳运行成本的理性化;其次改变基层维稳中的压力型模式,形成有效的激励型维稳运行机制,以此实现维稳运行行为的理性化;最后将基层维稳目标从静态稳定转变为动态稳定,以此实现维稳运行目标的理性化。     

当前社会稳定情况调查报告——基于浙江省的研究

社会稳定是社会发展进步的前提和基础。本报告根据浙江省的调查,对当前社会稳定情况进行了分析,认为群众对当前社会稳定情况的评价相对较高,对未来社会稳定发展的预期也比较乐观。同时,群众对威胁社会稳定的一些典型性行为的支持度有明显区别,呈现喜忧参半的现象。此外,群众认为官员腐败、贫富分化与社会治安是当前影响社会稳定的三大因素。在此基础上,本报告提出了若干建议,以期进一步促进社会稳定和谐。     

Older Youth in Extended Out-of-home Care

The purpose of this study is to examine the permanency experiences of older youth, age 18–21 in out-of-home placements and placement characteristics that influence age of exit from child welfare. Findings suggest a difference between age groups with more 18-year old youth exiting to emancipation than youth who exit at age 21. A higher number of spells in care and a higher number of placement changes during the last spell were associated with exit to emancipation. Additional study findings suggests that youth who leave care before the age of 21 may be more vulnerable than youth who stay through age 21. Implications for practice are discussed.     

农村社会阶层分化对维护农村社会稳定的挑战及其应对措施

当前,中国农村社会正处于社会转型期,单一型社会结构已经解体,复合型社会结构得以重构,传统意义上的农民阶级出现分化和重组,农村社会呈现出利益分化、价值观念分化和组织分化的局面,从而给农村社会的和谐稳定带来了挑战。本文认为,可以通过发展农村经济、促进社会公平、构建社会主义核心价值体系和整合基层组织资源等途径来确保农村地区的长期和谐稳定与发展。     

JISB Interview: Kosova in Dependence: From Stability of Crisis to the Crisis of Stability

Abstract

Albin Kurti is the leader of Lëvizja VETËVENDOSJE! (Movement for Self-determination!) in Kosova. The movement was standing candidates for the first time in the December 2010 Kosova elections and on 28 October 2010 launched its political programme entitled ‘Development and Statebuilding: Together (it) is Possible’. David Chandler interviewed Albin Kurti at the Lëvizja VETËVENDOSJE! offices in Pristina on 2 September 2010 and it was agreed that JISB would publish Kurti's essay (updated after the elections) articulating how the movement understands the barriers to independence in Kosova today and outlining the political development of its strategy of resistance.     

企业整合重组过程中工会应做好五个结合

企业整合重组,自会给工会工作带来新问题与新挑战.要想在其过程中维护好职工合法权益,必须将其与保证工会工作连续性相结合;与密切联系职工相结合;与激励职工立足本岗创先争优相结合;与加强企业文化、职工文化建设相结合;与加强对基层工会的指导相结合.只有这样,工会才可能真正起到“减震器”与“降压阀”作用,才能成为联系职工群众的桥梁与纽带.     

Rugoscopy: Predominant Pattern,Uniqueness, and Stability Assessment in the Indian Goan Population

The palatine rugae possess unique characteristics that could be used when it is difficult to identify a dead person according to fingerprints or dental records. They are permanent and unique to each person. The rugae are surrounded by cheeks, lips, tongue, and buccal pad of fat; hence, they remain protected in trauma, incineration, or mass disasters. Their pattern of orientation is formed by the 12th to 14th week of gestation and remains stable throughout life. In this study, dental casts of 120 patients were analyzed for individual rugae characteristics and strength and subsequent individual codes were given. No two individuals were having exactly matching rugae codes. Dimensions of rugae pattern, incisive papilla, and midpalatal raphe were also noted. Rugae were reevaluated after one year to check its stability, which showed no significant difference. The coding system followed can be adopted as a good and simple technique to achieve electronic transfer of the records of the palatal rugae.     

How Online Platform Work on Perceived Risk of Online Financial Products

Prior literatures about online financial products have neglected the platform element and the research has been done from the perspective of the consumers. Since both consumers and lending platforms are important elements in research of perceived risk, this paper attempts to connect consumers and the Internet platforms with P2P lending platform as the subject under the framework of perceived risk theory and tests the effect of P2P platform on perceived risk and the moderating effect of consumers on the relationship between them. Results different from the study of the traditionally perceived risk show that credibility has significant positive effect on privacy risk and functional risk. Convenience affects the perceived risk and financial risk positively. Practicability affects the perceived risk, psychological risk and social risk positively. Age has significantly negative moderating effect on the relationship of the Internet and the perceived risk among the female samples. Finally, marketing strategies are proposed for the P2P lending platform based on the results above.     

易扶安置区风险链:易地扶贫搬迁安置区社会稳定风险的一个解释框架

易地扶贫搬迁初期,政府和移民对贫困认知存在分歧,搬迁便意味着风险环境酝酿。生活过渡期,由于政府扶持政策的脱节,移民的生计存在可持续困境,加之被激活的发展渴求,风险便被移民感知,谨慎抵抗抑或自助便成常态。而在社会放大机制下,这些不稳定要素便有了酿成社会稳定风险的可能,表现出“风险环境—风险感知—风险行为—社会放大—社会稳定风险”的风险传导链特征,呈现出双向传递性、集聚性和扩散性。如此,为实现安置区的稳定发展,应加快构建易扶安置区社会稳定风险预警指标体系,做好风险评估,并有针对性地探索形成基于安置区特征的有效治理路径。
