(Re-)Assessing Career Patterns in Multi-Level Systems: Insights from Wallonia in Belgium

This article proposes a new analytical framework for the study of political careers in multi-level systems. It is argued that the study of vertical movements between political arenas, which constitutes the prevalent methodological approach in the literature on political careers, should be complemented by the study of horizontal movements within political arenas. Based on a longitudinal analysis of individual political careers, the micro-approach developed in this article allows the comprehension of all territorial dynamics of political careers in multi-level systems. Based on an in-depth case study of all 419 Walloon careers in Belgium, four career patterns are identified: national careers, regional careers, multi-level careers and discrete careers. Although Belgium presents an integrated structure of opportunity, it is demonstrated that key evidences underline the prevalence of a regional and a national political class along a highly integrated political elites.     

Beyond Identities: Political Determinants of Support for Decentralization in Contemporary Spain

Support for decentralization has generally been considered an outcome derived from the existence of regional or subnational identities. A recent complementary explanation has highlighted the role of politics to create regionally orientated support. We combine these two explanations by studying what determines the support for decentralization in Spain, an almost unique case where these two approaches can be tested. Using a hierarchical model, we show that in those regions without a different subnational identity, some citizens develop regionally orientated support because of their wish to bring the administration closer to the citizens and because their preferred party is pushing for further decentralization. In addition, we highlight the importance of considering decentralization as an outcome derived from party dynamics, which are able to shape political attitudes towards decentralization.     

Three theses about political theology: some comments on Seyla Benhabib’s ‘return of political theology’

In this short piece, I explore Seyla Benhabib’s suggestion that hijab controversies can be interpreted as a return of political theology. I first clarify what political theology is; I then ask what it means to talk about a ‘return’ to it in relation to hijab controversies; and I finally ponder how much of the return of political theology is a genuine challenge to secular political theory.

邓小平关于政治体制改革构想蕴含着丰富的辩证法思维,它构成着邓小平政治体制改革思想和理论的内核。具体体现在:在对经济与政治关系的辩证把握中统筹推进政治体制改革;在人与制度的互动中推进政治体制改革;辩证把握政治体制改革中的根本原则与制度变革;改革党的领导体制与加强党的领导的辩证以及制度自信与学习借鉴的辩证。学习邓小平政治体制改革的辩证思维对于指导当今处于攻坚阶段的政治体制改革具有重要意义。     

高校思想政治教育中人文关怀与心理疏导研究

党的十七大、十八大报告相继提出"加强和改进思想政治工作,注重人文关怀和心理疏导",丰富了思想政治工作的内涵,拓宽了思想政治工作的视野,也为高校进一步有效开展思想政治工作指明了方向,是高校深入贯彻落实科学发展观、构建和谐校园的根本要求,也是缓解大学生心理压力,做好高校思想政治工作的迫切需要。但是由于受传统思想政治教育观念的影响,高校思想政治教育中存在着人文关怀与心理疏导缺失的问题,具体表现在忽视学生的主体性、忽视学生个性化以及忽视学生内在需要等方面,严重影响了高校思想政治教育的实效性.因此,高校必须通过关注大学生的感受和需要、构建和谐校园等途径加强思想政治教育的人文关怀与心理疏导,提高思想政治教育的效果。

人民警察核心价值观是公安院校大学生思想政治教育的根本统领。人民警察核心价值观的灵魂——忠诚,标示了公安院校大学生应树立的政治信仰;人民警察核心价值观的宗旨——为民,定位了公安院校大学生应坚守的根本立场;人民警察核心价值观的精髓——公正,确立了公安院校大学生应养成的执法理念;人民警察核心价值观的基础——廉洁,规正了公安院校大学生应砥砺的基本操守。     

中国古代政治文化中的君权制约传统及其启示

君主在古代政治中掌握至高无上的权力,居于权力运行金字塔的顶端。中国古代的君权制约主要从以天制君、以道制君、以民本制君、以舆论制君四个方面展开。研究我国古代的君权制约传统对于借鉴本民族传统的治国智慧和构建当代中国先进政治文化具有重要意义,对于当代中国的反腐倡廉建设有着多方面的借鉴和启示:首先,反腐倡廉离不开权力制约,而权力制约的关键在于最高权力的制约。其次,提高权力制约实效性的保证在于依据法律进行制度建设,而后由公民依法行使权力进行监督。再次,反腐倡廉离不开道德力量和价值信仰的支撑。     

Participation,Dialogue, and Civic Engagement: Understanding the Role of Organized Civil Society in Promoting Active Citizenship in the European Union

Abstract

This article looks at current policies concerning the civic and political participation of youths, women, migrants, and minorities in the European Union. It highlights the ways in which active citizenship and civic engagement have become a political priority for European institutions. Representation of local policy actors at the supranational level and strategies for the inclusion of civil society provide a platform for evaluating the impact of Europeanization at the national and subnational level. The article focuses on key discourses and narratives associated with specific policy frames (e.g. European citizenship, European social policies, and the European public sphere (EPS)). Some of the key questions addressed by the article are: What are the strategies that are employed, both by the European institutions in Brussels and organized civil society (OCS), to enhance participation and reciprocal communication? What vision of governance do practices such as active engagement and civil dialogue represent? Drawing on current theories of governance, our article contributes to the debate about the EPS by evaluating the role of OCS in bridging the gap between European institutions and national polities. Equally, our focus on traditionally marginal groups provides a platform for assessing the institutionalization of the ‘European social dimension’.
