La concrétisation législative des initiatives populaires fédérales acceptées en votation: un processus aux outputs très incertains

L'étude des processus de concrétisation législative des rares initiatives populaires fédérales adoptées en votation a été négligée par la recherche politologique. Dans une démarche exploratoire, en abordant l'initiative “pour l'internement à vie” et en recourant à des études de cas traitant des initiatives “des Alpes” et “de Rothenthurm”, le contenu de ces dispositions constitutionnelles est comparé avec leurs outputs législatifs d'exécution. Les résultats mettent en lumière l'issue difficilement prévisible de ces processus: les lois d'application ne correspondent pas toujours aux souhaits des initiants tels qu'inscrits dans la Constitution. Paradoxalement, alors que la majorité des Chambres fédérales est généralement opposée aux initiatives populaires, c'est précisément au parlement que revient la charge de concrétiser celles qui sont acceptées par le peuple et les cantons.     

Venezuela after the Caracazo: Forms of Protest in a Deinstitutionalized context

Protest has become in recent years one of the most visible features of everyday life in urban Venezuela. Since the middle eighties, but in particular after the Caracazo of 1989, the Caraqueños as well as residents of other cities of the country have had to adjust themselves to the hundreds of demonstrations that are held every year. In this article I shall present the most common forms of collective action over the last ten years, relating them to the process of deinstitutionalization that has developed during the decade. I shall discuss why extra-institutional forms of collective action of a confrontational and violent nature have spread from marginal actors to organizations that in the past had at their disposal alternative channels for presenting their complaints and demands.

Cutting the fuse: the explosion of global suicide terrorism and how to stop it,by Robert A. Pape and James K. Feldman

This article considers a ‘new-old’ media – that is, a relatively newly created medium with deep historical roots – that has gained increasing popularity in recent years: a subgenre of the comic book, most often referred to as the graphic novel. Presented here as an antidote to dominant interpretations of political violence ranging from the state terrorism of the Holocaust to the events of 9/11, the article briefly traces the history of graphic novels and details their growing popularity before describing and analysing representations of terrorism, both written and visual, in eight paradigmatic works that purvey variously victim, survivor and perpetrator perspectives.
