The vast majority of African American officeholders are elected from jurisdictions with sizable numbers of African Americans. The most common explanation for this phenomenon locates the cause among white voters who are reluctant to vote for black candidates, which thereby limits the electoral prospects of black candidates in white constituencies. This study analyzes exit poll data from the 1996 and 1998 House elections in order to test the notion that white voters are averse to black candidates. Despite theoretical expectations that predict the existence of white voter discrimination against African American candidates, remarkably little is apparent. Thus, other explanations for patterns of African American officeholding in the United States need to be pursued.  相似文献

Most of the debate surrounding remote electronic voting has focused on technical issues such as security and feasibility. This article examines the equally important issue of whether voting outside the context of the supervised polling place meets the legal and normative standards required of democratic elections. Our conclusion is that if voting that takes place in an unsupervised context, it is virtually impossible to guarantee that it will be carried out in secret, and that lack of secrecy constitutes a serious violation of the principles of freeness and fairness that govern elections in democratic states. This argument also has implications for postal voting, which are discussed in brief.  相似文献

This article examines the impact of policy attitudes and ideology on voting behavior in the 2010 U.S. presidential election. The analysis uses data from the 2008 American National Election Study. The empirical results indicate that the 2008 election should not be regarded as a simple referendum on the George W. Bush presidency. At the same time, voting behavior was not particularly aligned along stark policy divisions; the direct effects of issue attitudes were confined largely to the most sophisticated stratum of the electorate. Finally, liberal-conservative orientations did affect citizens' political attitudes and candidate choices in ways that are fairly unique, compared to other recent elections.  相似文献

We consider the possibility for the parties to invest in negative campaigning – a behavior that, in our framework, involves blaming alleged insufficiencies of the rival concerning commonly shared values. Within a simple one-dimensional model, we deduce the hypothesis that the parties’ incentive to “attack” each other increases with the parties’ proximity on the left–right space. We test our hypothesis on an Italian case, focusing on the emphasis placed by the Communist Party on political corruption issues during the government investiture debates that spanned from the postwar period until 1994, when the traditional party system abruptly collapsed. The statistical results are largely consistent with our theoretical insights.  相似文献

This article examines ticket splitting under Mongolia's new mixed-member majoritarian system used for the elections in 2012, reaching several conclusions. First, we confirm that strategic ticket splitting depends on party size, as especially candidates of larger parties receive, on average, more district votes. Second, we show that strategic voting is not a universal phenomenon under the Mongolian mixed-member majoritarian system. Finally, as personal vote rather than strategic voting generally influences electoral behaviour of Mongolian voters at the district level, we hypothesize that institutional factors alone are not sufficient to explain both ticket splitting and strategic voting.  相似文献

This article investigates the mobilization potential of online voter information tools known as “Voting Advice Applications” (VAAs). We argue that an observational approach utilizing survey data constitutes the best available method for causal inference where VAAs are popular—and we are thus most interested in VAA turnout effects—because randomized experiments are likely to run into double cross-over problems. We suggest that matching offers key improvements over existing methods to tackle self-selection into VAA use in observational studies. To improve confidence in selection on observables, we complement matching estimates with an extensive sensitivity analysis, including a placebo test. Empirically, we study the effect of smartvote, a popular VAA from Switzerland, on turnout in the 2007 Swiss federal election. We find that smartvote usage significantly increased the individual-level probability to vote. Our results suggest that smartvote was, on the aggregate, responsible for about 1.2 % points of the total tally with an estimated cost of nine Swiss Francs (7.5 U.S. dollars or 1.4 “Big Macs”) per additional vote. Promising as well, we find that the mobilization effect was more pronounced among younger voters. Our findings point to the value of VAAs compared to traditional get out the vote tactics.  相似文献

In the literature, explanations of support for populist radical right (PRR) parties usually focus on voters’ socio-structural grievances, political discontent or policy positions. This article suggests an additional and possibly overarching explanation: societal pessimism. The central argument is that the nostalgic character of PRR ideology resonates with societal pessimism among its voters. Using European Social Survey data from 2012, the study compares levels of societal pessimism among PRR, radical left, mainstream left and mainstream right (MR) voters in eight European countries. The results show that societal pessimism is distributed in a tilted U-curve, with the highest levels indeed observed among PRR voters, followed by radical left voters. Societal pessimism increases the chance of a PRR vote (compared to a MR vote) controlling for a range of established factors. Further analyses show that societal pessimism is the only attitude on which MR and PRR voters take opposite, extreme positions. Finally, there is tentative evidence that societal pessimism is channelled through various more specific ideological positions taken by PRR voters, such as opposition to immigration.  相似文献

For all the novelty of a democratizing “Arab Spring”, there have long been pockets in the Middle East where Arabic-speaking voters have gone to the polls in competitive elections, albeit as minority citizens. This article sheds light on such voting at the grassroots level, in Israel, where passions are intense even as the issues and candidates are local. Contradictions between Western notions of electoral democracy and the power of the Arab extended family (hamula) result in what we call “electoral hamulism”. Unexamined heretofore in the scholarly literature are the variability of polling station openness and the methodology of electoral observation in the Arab electoral world. Also underappreciated are psycho-cultural consequences of electoral loss. Overall, the article takes up Valbjørn’s call for “meta-study” analysis and “self-reflective” rethinking of the study of Arab politics.  相似文献

This article engages with the liberalist conception of extraterritorial citizenship in examining the pioneering attempt of the Malaysian diaspora to make a rights-based claim for extraterritorial voting. Using the case study of MyOverseasVote (MOV), a transnational advocacy group, this paper demonstrates how the Malaysian diaspora staked their constitutional claim as absent citizens and challenged the state’s definition of absent voters. The bottom-up reform is framed within the context of equalization of rights due to the salient ethnic element embedded in extraterritorial Malaysian citizenship. This liberalization of the external voting legislation has de-ethnicized but not equalized voting rights outside the country between publicly and privately employed citizens overseas. During the 13th General Election (GE13), Malaysia introduced a limited diaspora franchise conditioned upon territoriality and connectivity, affirming the continued relevance of territorial sovereignty.  相似文献

Abstract

Institutions are thought to matter for vote choice, and work on economic voting is exemplary in this regard. The strength of the economic vote varies considerably cross-nationally and this seems to emanate from differences in the clarity of responsibility. Still, this conceptual frame, dominant in the field, appears to have some cracks. First, almost all work presents analyses of the economic vote in smaller, split samples of low- and high-clarity contexts separately. Second, the literature appears rather dispersed when the conceptual and empirical indicators are examined. The article attempts to overcome these limitations by analysing a large pool of democratic elections with a series of objective indicators. It investigates these indicators separately, and as components within two cumulative indices (institutional rules and power patterns). The results indicate that, even though there are indications of differences in the strength of the economic vote in high- and low-clarity contexts respectively, institutional rules or power patterns fail to significantly deflect the overall electoral impact of economic growth.  相似文献
