Compulsory voting laws have consistently been demonstrated to boost electoral participation. Despite the widespread presence of compulsory voting and the significant impact these laws appear to have on voting behavior, surprisingly little effort has been devoted to analyzing how mandatory voting alters the decision-making calculus of individual voters in these systems. Moreover, studies that investigate the influence of compulsory voting laws on electoral participation generally treat these policies monolithically, with scant attention to the nuances that differentiate mandatory voting laws across systems and to their consequences for voting rates. Analyses that explicitly and empirically examine the effects of penalties and enforcement are surprisingly rare. This study aims to fill that void by adapting rational choice models of participation in elections for compulsory voting systems. I find that the level of penalties countries impose for non-compliance and the degree of penalty enforcement impact turnout rates. Voters in mandatory voting systems abstain least when both the penalties and the likelihood of enforcement are high, and abstain most when both meaningless.

Are citizens in the new democracies of Central and Eastern Europe able to hold politicians accountable at elections? The inheritance of communism—disengaged citizens, economic flux, and inchoate party systems—might be expected to weaken accountability. Looking at the results of 34 elections in 10 Central and Eastern European countries, this paper finds instead a phenomenon that it calls hyperaccountability. Incumbents are held accountable for economic performance—particularly for unemployment—but this accountability distinguishes not between vote losses and gains, but between large and small losses. This result is significant in several respects. The evidence for economic voting restores some faith in the ability of voters to control their representatives in new democracies. The consistency of punishment in the region, however, may mitigate some of the benefits of economic voting. If incumbents know they will lose, then they may decide to enrich themselves when in power rather than produce good policies.  相似文献

Of the readily computed proxies for the prevalence of gun ownership, one, the percentage of suicides committed with a gun, is most highly correlated with survey-based estimates. It is the best choice for use in cross-section analysis of the effect of gun prevalence on crime patterns across states and larger counties.Analysis of this proxy measure for the period 1979–1997 demonstrates that the geographic structure of gun ownership has been highly stable. That structure is closely linked to rural tradition. There is, however, some tendency toward homogenization over this period, with high-prevalence states trending down and low-prevalence states trending up.  相似文献

Economic voting studies have repeatedly shown that voter's assessment of incumbent economic performance is important for the vote decision. However, there is little work explaining how individuals form their economic assessments. Utilizing individual-level data from Turkey, we find that variation in retrospective assessments can actually be predicted by individual income growth rates over the previous year, and the association is stronger for pocketbook assessments. Nonetheless, partisanship and media are important sources of bias, especially for sociotropic assessments. Controlled for partisanship, viewers of pro-government media are more likely to think that the national economy has done better than their own household over the last year, and also more likely to believe that the economy would fare worse if the incumbent is replaced. The findings testify both to the capacity of the individuals to anchor their assessments to personal experience, and to the media's ability to weaken this anchor.  相似文献

Many studies show that the order of candidates’ names on the ballot has an effect on voting. Less informed and indifferent voters may simplify the voting process by using the ballot position of candidates as a voting cue. By studying six parliamentary elections in Finland, this study first demonstrates that the relationship between ballot position and preference votes follows a reversed J-shaped curve. Candidates listed early on the ballot win the most preference votes, while candidates listed near the end have an advantage over those listed in the middle. Furthermore, the ballot position effect grows stronger with the complexity of the electoral environment. The ballot position effect increases as the number of candidates on the party list increases, the candidates-to-seats ratio increases and the number of incumbents on the list decreases.  相似文献

Existing research has begun to tackle the electoral consequences of affective polarization through the lens of negative partisanship. However, not equal attention has been paid to voters’ polarized opinions toward political leaders and their impact on electoral behavior. This paper offers a comparative, longitudinal assessment of the relationship between negativity towards party leaders and vote choice in multi-party systems. We develop our negative personalization hypothesis and test it empirically on an original pooled dataset featuring 109 national election surveys from 14 Western European parliamentary democracies collected over the last six decades. Our findings confirm the existence of a robust relationship between negative party-leader evaluations and vote choice. Furthermore, the results demonstrate a sizable growth in the incidence of negative personalization across time, now of a magnitude that compares to that exerted by in-party-leader evaluations. This finding constitutes a central innovation adding to the personalization of politics literature.  相似文献

Even when subject to comparable exogenous constraints during the Eurozone crisis and in its immediate aftermath, governments in Southern Europe have pursued distinct labour market reform agendas. What room for manoeuvre did governments of crisis-struck peripheral countries really have in shaping their labour market reform strategies, and how can we account for the observed variation? We address these questions by making a twofold contribution to the debate on the political economy of austerity in the Eurozone periphery. First, through the first systematic analysis of all labour market and collective bargaining (CB) reforms implemented in Portugal, Spain, Italy and Greece over 2009–2019, we identify those elements of core labour market deregulation common across Southern European countries (namely, the loosening of employment protection for workers on open-ended contracts and the decentralisation of CB to the firm level); and those elements of variation, both cross-country and cross-party, in the content of corollary labour market interventions that accompanied this core deregulation. Second, we explain these similarities and variations in reform outcomes as the product of the interaction of two factors: economic constraints and electoral dynamics. We argue that the implementation of the common core of deregulation is linked to the exogenous pressure to improve export competitiveness to which Southern European countries have been subjected since the crisis. Through the combination of survey data analysis and qualitative evidence, we then show empirically how the variation in the corollary measures accompanying deregulation is linked to the class composition of the electoral social blocs Southern European partisan governments rely on or aim to assemble. Based on this analysis, we identify four ideal-typical labour market reformist strategies attempted by Southern European governments during the decade of the Great Recession. The analysis highlights that although domestic politics plays a crucial role in shaping structural adjustment under crisis conditions, not all reform strategies are equally viable within the framework of Economic and Monetary Union.  相似文献

ABSTRACT

This paper examines why the support of independent local parties has grown substantially in the Netherlands. These are parties that run in municipal council elections, but do not run in elections at higher levels, specifically the national level. Such parties saw their support double in the Netherlands between 1986 and 2010. Parties of this type have also grown in other Western European states. This paper examines two possible explanations: declining political trust on the level of voters and, on the supply side, the rise of parties that are not rooted at the local level. The evidence shows that the rise of independent local parties reflects the rise of national political parties that do not run in many municipal elections. This article examines the case of the Netherlands, pooling five surveys from the 1986–2010 period.  相似文献

Research has shown that in proportional, flexible list systems, ballot list position influences electoral success. In this paper we investigate to what extent this is due to the primacy effect, a psychological bias towards the first option in a list. We also examine alternative explanations such as the electoral beneficial traits these candidates share and extra media coverage they receive. Using data from the 2014 Belgian elections, we find that candidates with higher ballot list positions indeed score better because they have more political experience and receive more media attention. We also find strong evidence for the primacy effect which is caused by a confirmation bias as well as ballot list position being the easiest heuristic for voters.  相似文献
