China's initiative in establishing and promoting the development of the Shanghai Co-operation Organisation (SCO) is an interesting case study of China's attempt at regional institution building. China's increasing interest in Central Asia coincided with its gradual acceptance and rising enthusiasm regarding participation in regional organisations. The “Shanghai Five” mechanism and the SCO were seen as appropriate mechanisms for pursuing China's multiple interests in the region; their development was also in line with the improvement in Sino-Russian relations. Chinese leaders have skilfully developed the SCO's institutional framework, and they seem intent on getting good value for the resources spent. The leaders have also demonstrated considerable patience when the SCO's development encountered setbacks. 相似文献

American politicians and policy makers have blamed China's exchange rate for the large US trade deficits. This paper explains why the USA treats its trade deficits with China as a security issue that have become a source of friction in Sino-US relations. The essay argues that this friction is a useful deflection from the politically difficult policy action needed to remedy the US economy and cannot easily be removed by the Chinese side alone. The structure of global trade and the reality of China's political economy, which forces Chinese leaders to develop policies for a “harmonious society” in the face of growing inequality also makes it difficult for China to respond positively to US pressure on the exchange rate. 相似文献

The public outcry against President Jacob Zuma’s labeling of black ownership of pet dogs as fundamentally “unAfrican” in 2012 and the academic debates around Archbishop Desmond Tutu’s proposal in 2011 for a 1% reparative wealth tax on whites is further evidence of the continued necessity of whiteness studies today, despite South Africa’s independence from a racist Afrikaner regime and its movement towards a nonracist society. Yet, the authority, agency, and normative value of whiteness continue to work covertly within an intellectual critique embedded in standardized interrogations of images and imaginations of race and culture. Kopano Matlwa’s popular debut novel, Coconut, is a necessary, self-reflexive commentary on the interdependent nature of racial inquiry. While critics typically read the novel as resoundingly critical of contemporary blackness, they fail to see its simultaneous evocation of the necessarily porous, performative, and continuously evolving character of race and culture generally. This paper acknowledges Matlwa’s concern with a superficial postapartheid blackness, but also argues that Coconut’s complex invocation of black culture exposes the impossibility of imaging and imagining blackness without imaging and imagining whiteness. In the continued satirical fetishization of whiteness, racial essentialism is destabilized and whiteness is positioned as an inevitable mirror on and of blackness. As such, the paper simultaneously questions the efficacy of “whiteness” studies that suggest the possibility of establishing separate and exclusive studies on race and culture. 相似文献

In post-apartheid classrooms students sometimes regard systemic racial oppression as distant history. They often note that they “did” apartheid at school. This paper considers how teaching Toni Morrison’s Beloved can prompt a profound self-examination in both black and white South African students. Beloved demands the active participation of the “born free” generation in a deliberate, serious engagement with the traumatic historical past. Furthermore, Morrison’s interrogation of white behavior, white constructions of black people, and the threat of racialized violence that whiteness contains within it, can productively challenge white racial identity. Teaching this novel has provided some insight into the continued articulation of white privilege and aversive racism among white South African students. Some are unnerved, express resistance, or refuse the novel’s inquiry into race. I discuss how I encourage my students to heed Morrison’s call to engage with historical memory so as to move towards a more viable future. 相似文献

ABSTRACTI started my fine art training in the 1990s at the university currently known as Rhodes.* The foundation of art training was drawing. First year focused on two subjects: the European plaster cast and the nude black model. This practice situated my learning of art in the European past as well as the South African present. Drawing on black feminist thought I show that framed by colonial norms the black body was a humiliated and abject subject. She was a racial stereotype rather than an object of beauty. Recent protests at universities specifically targeting art, confirms a deep dissatisfaction amongst students with colonial epistemic knowledge and value systems. By rejecting the colonial and apartheid legacy of universities younger generations use protest action as a means to demand urgent change. 相似文献

AbstractThis article aims to discuss social cohesion as an alternative instrument to address the ever dragging land question in South Africa. Although there are various activities that have been undertaken and policy programmes that have been proposed, all those initiatives have not been able to completely translate land reform policy into practice as intended. Other than recognising the ‘willing seller-willing buyer’ policy which appears not to have been internalised by the stakeholders concerned, this article also presents a transformative approach for both white land owners and black emerging farmers to work together in a tolerant and amicable manner. The most critical step that is required for land reform in the whole country is a public consultation process for government to be able to engage with all parties and to put a list of informed alternatives on the table for discussion. Obviously, that includes the willing seller willing buyer policy. Based on the outcomes of such discussions, the government has to play a mediation role to heal the racial division caused by the Natives Land Act of 1913. In short, this discussion presents social cohesion to heal the past without land owners perceiving transformation policies as apartheid in reverse. 相似文献

For most democracies across the world, legislative engagement in foreign policy development has traditionally been limited to ratification of international agreements and oversight of the executive. While the Parliament of South Africa tends to adhere to this traditional approach, deferring to the executive on matters of foreign policy, this paper argues that a collaborative approach between the legislative and executive branches as articulated in the South African constitution must rather form the basis of South Africa's foreign policy development process. Moreover, by comparing the parliament of South Africa, a legislature with limited policy influence, to the United States’ Congress, a policy making legislature, it becomes clear from Congress that political will in employing constitutional power is the most important factor in ensuring legislative engagement in foreign policy decision making. 相似文献

The paper studies Russia's Ukraine policy since the Orange Revolution. Russia's policy toward its western neighbor has evolved from unhappy relations with Victor Yushchenko to rapprochement with Victor Yanukovich and then confrontation over the revolutionary power change in Kiev in February 2014. The paper argues that Vladimir Putin's actions following February revolution in Kiev demonstrate both change and continuity in Russia's foreign policy. Although these actions constituted a major escalation, relative to Russia's previous behavior toward Ukraine, the escalation of relations with Kiev also reflected a broader policy pattern of Russia's assertive relations with the Western nations adopted by the Kremlin since the mid-2000s. What made Russia's conflict with Ukraine possible, even inevitable, was the West's lack of recognition for Russia's values and interests in Eurasia, on the one hand, and the critically important role that Ukraine played in the Kremlin's foreign policy calculations, on the other. The paper provides an empirically grounded interpretation of Russia's changing policy that emphasizes Russia–Ukraine–West interaction and a mutually reinforcing dynamics of their misunderstanding. It also addresses four alternative explanations of Russia's Ukraine policy and discusses several dangers and possible solutions to the crisis. 相似文献
