Necropolitics in the Jungle: COVID-19 and the Marginalisation of Brazil's Forest Peoples

COVID-19 has been particularly damaging to already vulnerable social groups, such as forest peoples. In Brazil, indigenous, Afro-Brazilian quilombolas and other racialised communities have suffered disproportionately under Bolsonaro's hands-off policy during the pandemic. We argue that, far from happenstance, this policy fits into a form of necropolitics towards forest peoples. Drawing from Achille Mbembe's seminal work, this article analyses how underlying (and sometimes overt) racism, cultural depredation, and government-supported deforestation constitute an assault now catalysed by the pandemic. Understanding forest peoples' disproportionate deaths in perspective is critical for addressing their growing vulnerability and the broader politics currently at play.     

The bitter end: apocalypse and conspiracy in white nationalist responses to the Islamic State attacks in Paris

Wilson's article examines how apocalyptic thinking converges with the use of conspiracy theory in white nationalist world-views at a time of crisis. Apocalyptic thinking is, typically, a religious response to secular threats to the faith community that prophesize, or are attendant on, the End. These millenarian outlooks provide communities in crisis a promise of confirmation of the object of their faith, the vanquishing of enemies and, crucially, continuity for the community in a better world to come. In the latter half of the twentieth century and the early years of the twenty-first, apocalypticism and conspiracy theory have tended to coincide. The tendency towards a binary distinction between terms of absolute good and absolute evil, and the revelation of secrets relating to human destiny through prophesy or ‘truth-seeking’ provide a broad transposability between the two interpretative strategies. An increasing amalgamation of political paranoia and eschatology have given rise to what has been termed ‘conspirituality’. Much recent white nationalist rhetoric can be understood as emerging from this discursive position, and Wilson's analysis will demonstrate how one white nationalist community drew on conspiratorial apocalypticism in its response to the multiple attacks by Islamic State in Paris on 13–14 November 2015.     

The EU's Role in the Fight Against Racism and Xenophobia: Evaluation and Prospects After Amsterdam and Tampere

The Treaty of Amsterdam has strengthened thepossibility of the European Union (EU) adoptingmeasures in the fight against racism and xenophobia.These can be based both on the extendednon-discrimination clause of Article 13 TEC and newArticle 29 TEU relating to common action in thecontext of the area of freedom security and justice.So far EU action has concentrated on public awarenessmeasures, increasing the exchange and the analysis ofinformation on racism and xenophobia, and improvingjudicial cooperation and cross-border training in thisarea. The scope of EU action continues to be limited,however, because of the absence of a `mainstreamingclause', very limited funding and structural deficitsin the decision-making system. Both the new AmsterdamTreaty provisions and the renewed emphasis placed onthe fight against racism and xenophobia by the TampereEuropean Council of October 1999 should be used forextending the EU's role in this area which is ofcrucial importance to its credibility as a politicalcommunity.     

Testing constructivism: why not more “Cossacks” in Krasnodar Kray?

Despite attempts to portray Krasnodar Kray in southern Russia as a homeland for Cossacks, to date the Cossack identity there remains underdeveloped. Why has a Cossack identity in Krasnodar not become more popular? This article uses the case of the Kuban Cossacks as a test of constructivist theories of identity. The article takes as background the attempts of the Russian authorities to display the Cossacks as the indigenous people of the region for the upcoming Winter Olympics in 2014. Despite this and other efforts, only a minuscule proportion of the inhabitants of Krasnodar Kray identify with the Cossack label, which makes this case problematic for constructivism. The article reviews constructivist theories of ethnic and national identity and analyses the advantages and obstacles to the successful construction of a Cossack identity in the Krasnodar region. It finishes by drawing implications for constructivist theorizing from the case of the Kuban Cossack Host.     

Violence and ordering of the Third World: an introduction

Abstract

The decisive role violence has played in the ordering of the Third World cannot be ignored or consigned to the past. Accordingly, we argue for a more systematic and determined attention to the connections between the devastation unleashed by colonialism, imperialism, and other forms of large-scale violence in the post-independence periods. In contradistinction to situating violence in and against the Third World as a backdrop of incomplete modernization, we recognize that its proper location is in the larger dynamics of racialized and colonial international relations. The articles in this volume address these dynamics of violence.     

The ‘African gangs’ narrative: associating Blackness with criminality and other anti-Black racist tropes in Australia

ABSTRACT

This article explores and theorizes anti-Black racist discourses that shape the ways in which the Australian media and other mainstream Australian institutions talk about and view Black Africans. It argues that the long-standing racist trope of synonymizing Blackness with criminality is widespread in Australia. Thus, among other things, this paper theorizes the Australian media narrative of ‘African gangs’ who are supposedly causing havoc in the State of Victoria, Australia. It argues that the January 2018 media reporting about the so-called ‘African gangs’ is a good example that illustrates how the long-standing racist trope of conflating Blackness with criminality is employed in Australia. The discussion is framed within a Black/African Diaspora theoretical framework that allows this study to conceptualize and connect the lived experiences of Black people globally.     

Barely legal: racism and migrant farm labour in the context of Canadian multiculturalism

This article investigates how colonial attitudes towards race operate alongside official multiculturalism in Canada to justify the legally exceptional exclusion of migrant farm workers from Canada's socio-political framework. The Canadian Seasonal Agricultural Workers Program is presented in this article as a relic of Canada's racist and colonial past, one that continues uninterrupted in the present age of statist multiculturalism. The legal continuation and growth in the use of non-citizens to conduct labour distasteful to Canadian nationals has provided an effective means for the Canadian state to regulate the ongoing flow of non-preferred races on the margins while promoting a pluralist and ethnically diverse political image at home and abroad. In the face of a labour shortage constructed as a political crisis of considerable urgency, the Canadian state has continued to admit non-immigrants into the country to perform labour deemed unattractive yet necessary for the well-being of Canadian citizens while simultaneously suspending the citizenship and individual rights of those same individual migrant workers. By legislating the restriction of rights and freedoms to a permanently revolving door of temporary non-citizens through the mechanism of a guest worker programme, the Canadian state is participating in the bio-political regulation of foreign nationals.     

Gender as catalyst for violence against Roma in contemporary Italy

ABSTRACT

Silvio Berlusconi's use of ethnicity and immigration as national security issues in his successful campaign for election to the Italian presidency in 2008 was by no means unique in contemporary Europe. What was surprising was the speed of his right-wing government's legislative restriction of migrants in the form of the so-called ‘security package’, first introduced just five weeks after the election. Woodcock explores the striking fact that this ‘security package’, and the intense wave of racist violence by Italians against Roma that it legitimized and encouraged, was proposed and justified in response to media reports of Italian babies being stolen by ‘Zingari’ from the ‘nomad camps’ and of Italian women being raped and beaten by Romanian men of ‘Zingari’ ethnicity. Gender and ethnicity are the twin constitutive discourses of modern European society, and racialized subjects are necessarily gendered. The stereotype of ‘dangerous black men sexually threatening white women’ has been mobilized in a vast range of European and colonial nationalist projects in order to justify the policing of both racialized masculine subjects and women as objects of the patriarchy. Similarly, the depiction of women as hysterical, sexually vulnerable objects in need of (white) masculine protection is an old story that the Italian media recognize as a fairy tale even as they reproduce the discourse. Woodcock explores what has not been mentioned thus far, namely, that gender stereotypes are vital to the mobilization of violent racism against the Roma in contemporary Italy, and how conservative gender binaries are strengthened and policed in a time of social crisis through the stereotyping of Roma as racial threat.     

Planet of the Australians: Indigenous athletes and Australian Football’s sports diplomacy

This article examines the Australian Football League’s (AFL) diplomatic efforts to bring about recognition and reconciliation between Indigenous and non-Indigenous players, and to make a broader contribution to inter-communal relations. The AFL’s primary diplomacy has focused on classical racism, dealing with instances of on-field abuse of players by other players and with spectator education about racism and Indigenous culture in Australia. Despite successes in these areas, the AFL has notably failed to acknowledge structural, institutionalised modes of discrimination and exclusion, with the result that the sport remains deeply influenced by colonial thought and discourse concerning Indigenous Australians.
