While some scholars have theorized that repression reduces terrorism because it raises the costs of participating in terrorist activity by dissidents, others argue that repression stimulates terrorism by either closing off nonviolent avenues for expressing dissent or by provoking or sharpening grievances within a population. This study investigates these contradictory sets of expectations by considering whether or not different specific types of repression yield different effects on patterns of terrorism in 149 countries for the period 1981 to 2006. By assessing the impact of nine specific types of repression on domestic terrorism, the study produces some interesting findings: while, as expected, forms of repression that close off nonviolent avenues of dissent and boost group grievances increase the amount of domestic terrorism a country faces, types of repression that raise the costs of terrorist activity have no discernible suppressing effect on terrorism.  相似文献

In the modern nation‐state, birthright citizenship laws – jus soli and jus sanguinis – are the two main gateways to sociopolitical membership. The vast majority of the world's population (97 percent) obtains their citizenship as a matter of birthright. Yet because comparative research has focused on measuring and explaining the multiple components of citizenship and immigration policies, a systematic analysis of birthright citizenship is lacking. We bridge this gap by analyzing the birthright component in prominent databases on citizenship policies and complementing them with original data and measures. This allows us to systematically test institutional and electoral explanations for contemporary and over‐time variation in birthright citizenship. Institutional explanations – legal codes and colonial history – are consistently associated with limitations on birthright law. As for electoral explanations, specific electoral powers – Nationalist, Socialist and Social‐Democratic parties – rather than the traditional left/right‐wing divide, are linked with reforms in birthright regimes.  相似文献

ABSTRACT

This contribution explores the role of the state in the contemporary food regime in light of critical theories of neoliberalisation. Heeding recent calls for downscaling food regime analysis, I suggest a Gramscian reinterpretation of recent right-to-food legislation in India on the backdrop of longer histories of capital, power and nature. I argue for seeing the recent right-to-food case in India as partaking in a longstanding hegemonic process of neoliberalising the country’s agro-food system, where hegemony is negotiated through unstable equilibria facilitating renewed capital accumulation for dominant classes.  相似文献

We argue that the post-9/11 environment has amounted to a substantive change in the longstanding United States relationship with the international human rights regime. We identify three distinct phases of that relationship, noting that in the most recent phase, since 9/11, the US has moved from passive support of the international human rights regime to a direct attack of that regime. Realist and liberal regime theories suggest that the human rights regime is relatively weak, and is unlikely to withstand such an attack. We find that the regime has not only continued to persist, but has flourished even as US support has faltered. The human rights regime is surprisingly strong. We argue it is the ideological nature of the regime that explains its resilience, which suggests that constructivist theory is necessary to fully understand the human rights regime.

Following the election cycle of 2007–2008, Russia prepares to enter a phase marked by a change of presidents but continuity in the model of legislative-executive relations that was established under Vladimir Putin. During Putin’s presidency, Russia created an authoritarian dominant party regime. In such a system, patronage and coercion are used to ensure the dominant party’s control of elective offices. In Russia, United Russia’s commanding majority in parliament ensures that the president and government can enact their legislative agenda without opposition. The arrangement allows parliamentarians to enjoy substantial material benefits and patronage opportunities as champions of powerful commercial interests in return for conceding authoritarian powers to the president.   相似文献

Several scholars have suggested that the United States can be compelled to reengage in the Kyoto process by linking cooperation on climate change to cooperation on trade or technology research and development. We argue that such issue linkage would likely fail and suggest that a more promising road to U.S. cooperation is to develop an alternative climate agreement based on federal U.S. climate policy. However, the question then becomes whether the Kyoto countries might be prepared to abandon the Kyoto process in favor of such a U.S.‐based agreement. We argue that if a U.S.‐based agreement were to be built on President Bush's current climate policy, the Kyoto countries (especially the European Union) would likely be reluctant to go along. However, if a U.S.‐based agreement were to be built on the many Kyoto‐like initiatives now emerging at state and local levels, the Kyoto countries might well be more favorably inclined.  相似文献

公司契约理论的契约自由精神在我国新《公司法》中得到了一定程度的体现。《公司法》提高了授权性规范在条文中的比例,一定程度上扩大了股东及其他公司参与者的自由空间。然而,从公司契约理论的视角来看,我国股东权制度仍然存在一些问题,由此,建议《公司法》修订中应使用规范用语、正确区分强制性规范与任意性规范、进一步减少强制性规范、进一步完善股权转让权制度以及表决权制度。未来的股东权制度有待于建立《公司法》的动态适应机制,以保持《公司法》的高度适应性。  相似文献

The turnover of political parties is a key mechanism of renewal of electoral choices. We present an organizational ecological theory on party system change, predicting that party system saturation (i.e., the effective number of parties compared to the party system's carrying capacity) differently affects the entry and exit of niche and mainstream parties from lower house elections. Pooled times-series analyses on 352 elections, 509 parties, and 21 established democracies demonstrate that party system saturation indeed increases the likelihood of exit of mainstream parties but not of niche parties. Strikingly, we also find that party system saturation increases the entry of mainstream parties. Hence, an important paradox arises since oversaturation negatively affects their survival chances.  相似文献

2003年4月23日,昂山素季对缅甸军政权的态度发生了转变,首次公开抱怨与军政权的秘密谈判没有取得进展.2003年4月25日,缅甸军政权认为反对派领袖昂山素季的抱怨是毫无意义的,认为上述批评无助于全国和解.国家和平与发展委员会新总理钦纽上将在2003年8月30日讲话中提出了关于国民大会推动缅甸国家未来政治走向的新计划.钦纽将军还阐明了缅甸民主"路线图"的七个步骤,并声明将重新启动1996年临时中断的国民大会;按照国民大会制定的基本原则起草新宪法草案;举行全民公投,通过宪法草案;按照新宪法举行公平的大选以组成议会;由议会选举产生新政府.以昂山素季为首的缅甸反对派和国内外政治活动分子对这一计划进行了谴责.  相似文献

We examine the ways in which the size of the governing coalition in a post–civil war state affects the durability of the peace. Previous studies relate the durability of the peace to the outcome of the civil war, the extent and forms of power-sharing arrangements, and the role of third-party security guarantors. We argue that the way conflict terminates and the power-sharing agreements between former protagonists structure the composition of governing coalition in the post–civil war state. Any settlement to civil war that broadens the size of the governing coalition should increase actors' incentives to sustain the peace rather than renew the armed conflict. Peace is more likely to fail where the governing coalition is smaller because those excluded from the governing coalition have little to lose from resuming armed rebellion. To test these propositions, we analyze data on post–civil war peace spells from 1946–2005.  相似文献
