转型期农村社会道德整合机制的分化与构建

当代中国农村社会正处在加速转型期。道德作为社会整合手段的一些功能或在弱化或在强化 ,道德规范体系、道德调节方式、道德传播方式和道德评价标准等正在不断分化 ,目前农村社会很难形成稳定具有权威性的道德规范体系 ,人们的道德行为出现多样化选择混乱 ,道德的社会整合力降低。为保证农村社会的良性运行 ,必须更新思想观念 ,构建与社会主义市场经济相适应的道德整合机制     

国际刑事司法准则与中国刑事司法改革

随着我国融入世界经济贸易体系 ,我国正在逐渐摆脱以专政为核心的刑事司法理念 ,向以人权保障为归依的刑事司法理念演进。在这一过程中 ,引入国际刑事司法准则十分必要 ,其中包括价值上的转换 ,制度上的改革 ,规范上的更新。我们在处理国际刑事司法准则与中国刑事司法改革的关系时 ,必须处理好国际化与本土化、积极与稳妥、引入与融通的关系。     

发展和完善民族区域自治制度 加快少数民族地区经济发展

民族区域自治是中国共产党根据马克思列宁主义关于民族问题的基本原理结合中国实际,把民族自治与区域自治正确结合起来的一个创造,最好地体现了各民族平等联合的原则,是解决民族中国问题的基本政策。进一步完善民族区域自治制度,对于保障民族地区的社会稳定和经济建设顺利进行有重要作用。     

National health policy: Efficiency-equity synchretism

A new emphasis in national health policy to encourage efficiency has been born in an environment of slower economic growth and an aging population. The increased reliance on market incentives to reduce health care costs does not signal the abandonment of equity as a social objective. To the contrary, the new emphasis on efficiency is intended to provide more and better health care through the generation of savings from the use of management systems to improve productivity. Market incentives and new management systems to increase efficiency are not the antithesis of equity but tools to provide better health care to the poor and to the elderly in an environment of fiscal constraints.     

Social Disadvantage and Students' Perceived Injustice in Socially Integrated Schools in Israel

In this study we explored objective and attributed explanations of perceived injustice (PI) with respect to instrumental and relational rewards among junior high school students. Despite the socially heterogeneous school and classroom setting, PI found was relatively modest and differentiated by domain. It was more effectively accounted for by cognitive ability than by socioeconomic status, while the effect of ethnic extraction was very small. PI was attributed much less to social background than to teacher and individual factors with regards to instrumental rewards, and to teacher and peer behavior concerning relational rewards. To explain these findings we have suggested the egalitarian climate of the school and its success in bringing students to comply with the meritocratic norm, the disadvantaged students' rational consideration of the positive contribution of the integrated school to their life chances, and the diminishing ethnic identification among the younger strata of the Israeli society.

Whatever Happened to Integrated Transport?

This essay examines the record of the Labour government on transport since 1997. It argues that Labour's plans have been overtaken by events, notably the fuel tax protests and the Hatfield train crash, and that the government has lost sight of its ambitions for an integrated transport policy. Transport is not an end in itself but a means to the end of wider objectives such as social equity, environmental sustainability and quality of life. Measured in these terms, the government's ten-year transport plan is modest in scale and regressive in impact, and lacks and effective demand management strategy. The government should return to the principles of integrated transport. This requires a reformation of the ten-year plan around the objectives of accessibility, liveability and sustainability, and new measures on both the supply side and the demand side of transport.

地方政府有其不同于中央政府的独特的运行特点。只有充分认识和把握地方政府的性质和特点 ,才能对地方政府进行正确的角色定位。为使地方政府更好地适应市场经济的发展要求 ,需要把地方政府定位在有效政府上 ,有效政府是经济社会发展的关键。为此 ,地方政府要解决好政府职能的强化、弱化与转化 ,推动区域经济增长 ,提供优质的公共产品。
