The purpose of this essay is to introduce the work of the Commission on Legal Empowerment of the Poor (CLEP) to the broader academic community interested in the challenge of eradicating rural poverty and promoting the structural and institutional changes which underpin such a challenge. While rural development research in the past has included work on several components of the legal empowerment of the poor (LEP) agenda such as property and labour rights, much less attention has been given to the other two pillars of the framework – access to justice and rule of law and business rights – which together constitute the four pillars of LEP. However the real difference and value added is the power of the systemic interaction among the pillars and the empowerment approach to change. In this approach, change is initiated bottom up with legal identity, organisations, information, and voice of the poor. In other words an active citizenry, complemented by a democratic and effective state. None of this happens naturally as vested interests and skewed power and asset relationships are bound to get in the way of change to greater equity. Such change is only likely to come through iterative contestations between organisations of the poor, the middle class, and the state. This approach is not presented as a panacea but one which will hopefully complement and accelerate what is already working.  相似文献

This article analyses the nature and extent of labour flexibility, defined as lack of permanent and secure employment contracts, within an emerging export horticulture sector in northeast Brazil. Whilst much has been written about flexible employment systems in agriculture, it is important to show exactly why, how, and to what extent these systems are flexible, and conversely, what kinds of strategies and practices are available to workers to ameliorate their conditions within such systems. This article illustrates how a combination of processes – farms' ability to produce two harvests per annum, northern retailers' increasing demands for product quality, employers' requirements for relatively skilled labour, and workers' ability to organise and extract concessions from employers – contribute, within the conditions of the São Francisco valley, to specific labour regimes and forms of labour flexibility.  相似文献

The contemporary mediascape has been marked by a proliferation of popular TV genres in which the public appear as central protagonists. These genres are part of a broader shift in the relationship between media and audiences which challenges traditional conceptions of public service broadcasting and appear to represent a shift from media as public knowledge to media as constituting a space for diffuse popular engagement. A central feature of this shift has been the growing role of popular forms of expertise on television. This paper maps the main critical debates around participatory television and the role of the expert, from earlier work on talk shows to more recent discussions of reality and makeover TV. It notes a transition within the critical media and cultural studies literature from a focus on public sphere theory and questions of democratization to a growing concern with the role played by popular media culture in supporting new modes of governance based on the expert mediation of normative self-control. In this paper we analyze the role of experts on Oprah Winfrey's popular website Oprah.com, noting both the utility and limitations of a governmental perspective. Extending upon Foucault's notion of the productive nature of liberal subjecthood, the paper suggests the more positive role played by popular expertise in contributing to a media–civic culture articulated to a politics of recognition.  相似文献

This paper advances the proposition that post-Arab Spring politics are a product of globalisation’s economic and social liberalisation. The global market and privatisation have fundamentally deconstructed centralised autocratic rule over state and society, while facilitating corruption and selective development, culminating in public outrage. The political order of the Middle East and North Africa since the Arab Spring synthesises globalisation’s dialectic duality, in which economic integration has contributed to the demise of national authoritarianism, inciting communalism and political fragmentation. A decade ago it seemed likely that African governments would be destabilised by the impact of the HIV/AIDS epidemic. This article tests some of the presumptions in such forecasting with an examination of the South African case. It begins with an assessment of the effects on the public health system of the South African government’s efforts to cope with the illness. Efforts to implement universal treatment of people who are HIV-positive appear to have strengthened government, while the costs have been affordable. The efforts have extended the embrace of the public health system and prompted the engagement of civil society in policy formation and implementation. Survey evidence suggests that the government has gained public approval and that its health service delivery has become more socially accountable. Civil protest to engender political reforms in the treatment of AIDS patients has enhanced the role of constitutional checks on executive authority.  相似文献

Key trends link a globally connected urban archipelago and its hinterlands, warranting new studies of power in its most contemporary forms. This article locates land power and where that power is exercised – looking at the burgeoning global land rush from the perspective of cities. Urbanisation continues to drive vast political transitions, uprooting longstanding agrarian modes of living while creating myriad inequalities within cities. Are the world’s most powerful agglomerations active agents in this transformation? Answering affirmatively, the article reframes urbanisation as a vast, global geopolitical transfer of power from rural to urban. Leading global cities like New York, London, Hong Kong, Chicago and Singapore are not merely impressive collections of factor endowments. They are also sites of concentrated power with coercive influences beyond municipal boundaries. The article asks how cities project power in the contemporary global system. Juxtaposing data on global connectivity with the location strategies of private firms, we learn that the world’s most successful global cities are also sources of exploitative accumulations of land.  相似文献

This article shows how we can use the securitization framework to study extreme history politics. Securitization refers to a speech act or discursive process in which an actor makes a claim that some referent object, deemed worthy of survival, is existentially threatened. If successful, securitization justifies the use of extraordinary measures to counter the threat. After introducing the concept of securitization in detail, the article presents three ways in which history and securitization can be connected: history can serve as a facilitating condition of securitization; history can be explicitly used to strengthen a securitizing move; or history, or a particular interpretation of it, can be the referent object of securitization. The second half of the article is devoted to a discussion on the role of history in the securitization of national identities. Historical myths are the standard building blocks of national identities; challenging these myths can be presented as threats to the survival of the nation. The article also discusses potential forms of resistance against securitization of history/national identities. Illustrative examples from the political use of WWII history in Finland will be used to show the practical consequences of various conceptual choices.  相似文献

Studies of Brazil's agricultural labor movement have generally neglected its relationship to the struggle for land, but this is neither fair nor accurate. Analyzing the rural labor movement's historical contributions to the land struggle in Brazil, this contribution has been organized into three main periods, emphasizing social relations, institutional activism and policy changes. It argues that despite the peculiarities of different historical contexts, rural labor consistently provoked protest against policies that privileged large landholders, whose concentration of power over land and labor resources continually worsened Brazil's ranking as one of the most unequal of nations. For more than half a century, the most constant opponent of this situation among the peasantry has been the National Confederation of Workers in Agriculture (CONTAG), a corporatist organization of rural labor unions founded in 1963.  相似文献

The food riots of 2007–2008 jolted authoritarian regimes and international agencies into action. The riots also began to crack neoliberal hegemony over the global food system. Food riots have often driven a politics of provisions, sometimes winning relief, sometimes merely bloody repression, depending on a particular country’s political economy. Such bargaining in the politics of provisions is made possible by existing networks – of solidarity among the common people and reciprocity between them and their rulers – that extend elements of ‘normal’ politics into crises. This paper explores how riotous extensions of such sociopolitical networks shaped food politics in early modern England and China, Famine Ireland, the ‘IMF (International Monetary Fund) austerity riots’ of the 1980s and 1990s, and the food riots of 2007–2008.  相似文献

The Democratic Alliance of Hungarians in Romania (RMDSZ) has been the most stable actor in the Romanian party system over the past two decades. However, in this article, we argue that beyond this apparent stability, the linkages between RMDSZ and its voters have undergone a gradual, yet significant shift. The ethnic block voting of Transylvanian Hungarians was closely connected to the concept of a self-standing and parallel “Minority Society,” and to the practices of institution building that the minority elites engaged in in the early 1990s. However, since its first participation in the Romanian government in 1996, RMDSZ has gradually departed from this strategy, a phenomenon that was also closely connected to a process of elite change within the organization. The present RMDSZ leadership puts less and less emphasis on policy programs that could reinforce the institutional system of the minority; consequently, it is unable (and unwilling) to organizationally integrate the community activists of the minority society who previously had played a key role in the process of (electoral) mobilization. At the rhetorical level, RMDSZ did not abandon the goal of building a parallel Hungarian minority society, but in its linkages to the Hungarian electorate, clientelistic exchanges have become predominant.  相似文献
