ABSTRACT

Missing from the political violence literature is an in-depth and systematic examination of the effects of terrorist assassination on state political institutions in repressive regimes. By broadening the scope and depth of empirical research into terrorist assassinations, the potential exists to enhance our understanding of the outcomes of assassination by terrorist actors as well as our overall understanding of political violence in repressive regimes. Utilizing survival analysis and data from the Global Terrorism Database, the Polity IV Project, and the Political Terror Scale, this project focuses on the post-terrorist assassination institutional outcomes in repressive regimes. While the effects are long-term, the most repressive regimes are the most likely to experience political institutional shifts in the wake of terrorist assassinations. The direction of the institutional shifts is mixed, but results indicate that the level of state repression in existence prior to a terrorist assassination matters to post-terrorist assassination outcomes.  相似文献

Abstract

This article analyses why workcrkhild s m l abuse occurs in residential children's homes. The importance of previously documented features, such as inadequate complaints and whistle blowing procedures, and poor vetting, training and supervision of stafi arc acknowledged. This exposition, however, concentrates on the tactics abusers employ to groom, entrap and silence children, whilst simultaneously controlling and silencing non-abusive staff. The success of these tactics is then contatualised within notions ojwebcrian rational-legal bureaucratic and charismatic power. as well as the location ofsomeabusers within entrenched pedophilenetworks. Contributory jactors, such as the enclosed and institutionaliscd nature of many settings and the inadequate, gendcrcd and haophobic manner in which stafloften deal with both sexuality and sexual abuse issues are also m i n e d and analyscd, as arc children's own gendcred prc-conceptions. All democratic parliaments have some procedures to allow representatives to put questions to ministers. However, there are no two parliaments with exactly the same procedures. Cross-national comparisons are hindered by the lack of agreed-upon scientific criteria to group similar procedures, which are too often classified on the basis of their names rather than on their substantive characteristics. To overcome this problem, this article devises a typology of parliamentary questions based on relevant procedural features in 17 European countries. A ranking of parliaments according to the criteria of the effectiveness of procedures is developed and a discussion of the relationship of this ranking to the coalitional characteristics of the parliaments is provided. Finally, the article develops some tentative arguments to explain what influences the development of more or less effective questioning procedures, testing the hypothesis that countries dominated by coalition governments tend to have more effective procedures. In contrast with the authors' expectations, with regard to the countries included in the present analysis, the frequent presence of coalition government is associated with weaker procedures.  相似文献

Abstract

This introductory article examines different approaches to conceptualizing economic security by drawing on the broader social science literature beyond realism/neorealism. Arguing that traditional conceptions of economic security that see economics as a source, or instrument of state power are insufficient, it draws on a growing literature that looks directly at the economic roots of conflicts, particularly those arising from the manner in which capitalist production is organized in distinct settings. While the paper identifies a range of ways in which scholars, policy practitioners and communities think about economic security depending on the particular circumstances different states and societies find themselves in, the paper, nonetheless, argues for a notion of economic security that also emphasizes issues of justice/fairness and distributive equity. Under conditions of globalization, it is important for us to think of the needs of those made insecure by prevailing systems of market governance but in ways that do not undermine the integrity of the market nor sanction protection for chronically uncompetitive firms. Drawing on insights from International Political Economy and Economic Sociology, the paper suggests one useful way of conceptualizing economic security under conditions of globalization: that of ensuring a low probability of damage to (a) the income and consumption streams that are deemed appropriate for individual well-being; (b) the income-generating potential of an economy; and (c) some minimal level of distributive equity. To this end, appropriately designed national, regional and global institutions can function as mechanisms of governance in the interests of economic security. The rest of the papers in this Special Issue provide empirical case studies drawn from East Asia on many of the points raised in this introduction.  相似文献

Abstract

Why is the British Virgin Islands a bigger source of foreign direct investment into China than the USA, the European Union and Japan combined? Why is there 10 times more investment from China in the Caymans Islands than there is in the USA? This paper argues that these flows represent the efforts of Chinese and foreign investors to reduce governance and measurement transaction costs. Investors avail themselves of efficient institutions in offshore centers that are absent locally. These institutional attractions include the ease of raising capital on foreign stock markets, access to reliable courts, and more flexible and sophisticated financial products. Existing explanations of these capital movements, characterizing them as criminal money or tax arbitrage, are insufficient. Evidence is drawn from government statistics, private legal advice and interviews in offshore financial centers.  相似文献

It is now widely recognized that regulatory failures contributed to the onset of the global financial crisis. Redressing such failures has, thus, been a key policy priority in the post‐crisis reform agenda at both the domestic and international levels. This special issue investigates the process of post‐crisis financial regulatory reform in a number of crucial issue areas, including the rules and arrangements that govern financial supervision, offshore financial centers and shadow banking, the financial industry's involvement in global regulatory processes, and macroeconomic modeling. In so doing, the main purpose of this special issue is to shed light on an often understudied aspect in regulation literature: the variation in the dynamics of regulatory change. Contributors examine the different dynamics of regulatory change observed post‐crisis and explain variations by accounting for the interaction between institutional factors, on the one hand, and the activity of change agents and veto players involved in the regulatory reform process, on the other.  相似文献

The growing literature on financial, demographic, and institutional aspects of the foreclosure crisis largely neglects the experiences and actions of homeowners. This in-depth account of homeowners' responses to mortgage delinquency and the success of the strategies they employ to prevent foreclosure is based on focus groups conducted in 2006 with low- and moderate-income homeowners, and nonprofit housing professionals in five US cities. The events precipitating mortgage delinquency often set off a cascade of trouble placing multiple demands on homeowners' financial, emotional, and social resources. Homeowners pursued foreclosure prevention assistance from a variety of sources including their lender, social welfare agencies, and nonprofit homeownership organizations, but encountered many obstacles to resolving mortgage delinquency. Their unsuccessful attempts to secure assistance contributed to financial and emotional strain and sometimes worsened prospects of preventing foreclosure. Despite the numerous federal policies developed to address the problem of foreclosure, the experiences described by participants in this study continue, indicating the need for more systematic, enforceable, and preventive policies to address foreclosures in the future.  相似文献

Originating lenders play a vital role in selecting and preparing borrowers for homeownership, directly and through partnerships with community entities. While previous research demonstrates the importance of originating lenders for mortgage access to low- and moderate-income borrowers, this analysis evaluates the influence of the originating lender, and in particular the localness of the lender, on mortgage sustainability (reduced delinquency and foreclosure). Employing data on more than 5,000 low- and moderate-income borrowers participating in Indiana's Mortgage Revenue Bond (MRB) program from 2004–2006, this analysis finds that the localness of the originating lender is significantly predictive of mortgage sustainability. After controlling for borrower, mortgage, and market characteristics, an increase in the localness of the lender is associated with a decrease in the probability of delinquency and foreclosure, particularly for higher risk (lower credit score) borrowers participating in the MRB program.  相似文献

ABSTRACT

What explains the variation in vote shares received by candidates in single-party authoritarian elections where everybody wins? The scholarly literature has often ignored institutional variations, treated all authoritarian elections as similar, and explained the variation of vote shares as a consequence of clientelism, coercion or electoral fraud. We employ a unique data set for Cuba’s 2013 National Assembly election to show an alternative answer: even in authoritarian regimes, institutional settings shape voters’ behaviour and candidates’ strategies. When the number of candidates on the ballot equals the number of parliamentary seats and yet voters can express some preference among multiple candidates, valence can become a predictor of candidate performance. Voters reward high-quality politicians, but not incumbents or Communist Party members, while candidates have no incentives to actively distinguish themselves and converge toward the general support of the single united slate.  相似文献

ABSTRACT

How do personal encounters with legal institutions shape citizens’ confidence in those institutions throughout sub-Saharan Africa? Using Afrobarometer’s cross-national citizen survey, we show that negative first-hand experiences with government courts and police erode citizens’ trust in those state institutions but do not tend to disrupt citizens’ perceptions of their authority to arbitrate or enforce the law. Individuals from diverse demographic backgrounds imbue state institutions with the right to perform their governance and law-enforcement duties, even after experiencing institutional incompetence or injustice. This article advances existing comparative research on legal institutions, which tends to conflate trust and legitimacy and overlooks the distinction between de facto performance and de jure authority. We suggest that rule-of-law institutions have deeper roots than some scholars have previously supposed.  相似文献
