The article examines the horizontal and vertical fiscal relations as explanatory factors of the interaction dynamics between levels of government in Switzerland. It presents the intergovernmental financial relations in Switzerland, comparing them to those in other federal countries and outlining the current reforms of the equalization system and the distribution of tasks. The author analyzes the effect the fiscal relations have on the intergovernmental interaction dynamics and discusses the potential implications of the current reforms for Swiss federalism. She demonstrates that the interaction dynamics that result from the financial relations are characterized by compensation, multilevel coordination and more rarely by unilateralism. The transformation of the financial relations that result from the current reforms, in particular the weakening of existing coordination structures, may lead to increased unilateralism and thus reduce the mediative capacity of Swiss federalism. Yet, the reform process also shows how durable the complex coordination structures are, which should be eliminated by the reforms.  相似文献

Since the collapse of Communism, Russia and some other post-Soviet states have attempted to pursue socioeconomic reforms while relying upon the political institutions of neopatrimonialism. This politico-economic order was established to serve the interests of ruling groups and establish the major features of states, political regimes, and market economies. It provided numerous negative incentives for governing the economy and the state due to the unconstrained rent-seeking behavior of major actors. Policy reform programs revealed these institutions to be incompatible with the priorities of modernization, and efforts to resolve these contradictions through a number of partial and compromise solutions often worsened the situation vis-à-vis preservation of the status quo. The ruling groups lack incentives for institutional changes, which could undermine their political and economic dominance, and are caught in a vicious circle: reforms often result in minor returns or cause unintended and undesired consequences. What are the possible domestic and international incentives to reject the political institutions of neopatrimonialism in post-Soviet states and replace them with inclusive economic and political ones?  相似文献

The question of institutional reform in small island developing states (SIDS) has so far attracted two general perspectives. The predominant approach prescribes neo-Weberian principles such as de-politicisation, neutrality, ‘professionalism', continuity and anonymity, and rational-bureaucratic structures. Critics highlight contextual specificities and maintain that Weberian principles are not plausible amid key constraints in SIDS including low human and logistical capacity, pervasive inter-personal and cross-cutting relations, and difficulty in attaining anonymity in public affairs. This debate remains largely intuitive, without the requisite empirical insights about the peculiar institutional trajectories and incentive structures driving change and continuity within SIDS. This paper provides a critical examination of the enduring quagmire of institutional development in SIDS based on a comprehensive account of the experience of Tuvalu.  相似文献
